BJP MLAs question own govt's inaction on stray dog menace

The extent of the threat posed by stray dogs in the state was evident on Monday in the House when BJP lawmakers urged chief minister Pramod Sawant to take the issue seriously.
Legislators from the treasury benches usually resort to platitudes during assembly debates, but the menace of the stray dogs has them worried.
'Stray dogs are increasing in all our constituencies. If we contact the animal husbandry department, it tells us to contact private agencies. If we call the agencies, they say that they don't have funds and govt has to give funds,' said BJP MLA Ulhas Tuenkar.
He was not the only BJP legislator to turn on his own ilk.
Former power minister Nilesh Cabral blamed stray dogs and stray cattle for road accidents. In a subtle jibe at govt, the Curchorem MLA said that schemes to control stray dogs and animals failed to make an impact. 'Some municipalities have failed to tackle stray cattle and stray dogs. The schemes should be implemented in the way they were envisaged. Just making schemes does not help,' said Cabral.
While he left some things unsaid, Michael Lobo, his BJP counterpart from Calangute, directly blamed stray dogs for the decline in tourists.

'The stray dog population has increased ten-fold on beaches. We need to find a solution to this problem. Tourists who come for five days leave after just a day because they are afraid of the dogs,' said Lobo.
The MLA said govt has been providing assurances to tackle stray cattle and stray dogs for the last five years with no real change on the ground. 'Boys, girls, and the elderly have lost their lives because of such accidents.
Budgetary provision has been made, but if nothing is done with the money, there is no meaning to this,' said Lobo.
Vasco MLA Krishna Salkar also said that his constituents are scared of stepping out because of stray dogs.

Bill to ban breeding of ferocious dogs introduced

Concerned about aggressive dogs being reared in the state, govt on Monday introduced a bill to prevent people from keeping or breeding ferocious animals, particularly pitbulls.
The proposed legislation, called the Goa Animal Breeding and Domestication (Regulation and Compensation) Bill, 2025, was introduced by the department of animal husbandry and veterinary services, and proposes a three-month jail term and a fine of Rs 50,000 for violators.
The bill also offers victims and their families the chance to seek compensation from the dog owner. A clause in the bill suggests that persons convicted under the proposed law may also have to serve mandatory community service as a form of punishment. TNN

BJP MP Arun Govil, best known for portraying Lord Ram on screen, added: 'There can be no bigger lie in this world than what Chidambaram has said.' Former Maharashtra Minister and BJP leader Raj Purohit took it a step further: 'If they weren't Pakistanis, maybe they were Congressmen. Chidambaram has been the Home and Finance Minister, he knows things common people don't.' Even the Opposition appeared to distance itself from the remark. NCP (SP faction) leader Amar Sharadrao Kale said, 'I haven't heard the full statement, but the entire world knows who is behind these attacks. Pakistan's role is clear. West Bengal Chief Minister Mamata Banerjee on Monday directed officials to ensure that people are not harassed in the name of electoral roll revision, even as she accused the BJP of targeting not just religious minorities, but also the poor and other backward classes (OBCs). Chairing an administrative review meeting at Bolpur in Birbhum district, Banerjee announced that a dedicated scheme will be launched to assist the alleged persecuted Bengali migrants who have returned from other states amidst rising cases of harassment. "The scheme must include provisions to help them return safely, issue ration and job cards, and provide temporary shelters to those without a place to stay," the chief minister said. Banerjee said the alleged "persecution" of Bengali-speaking migrants in various states is a "deliberate" and "politically motivated" act. "Not just religious minorities, the poor and OBCs are being targeted by them (the BJP). We must stand beside all persecuted Bengali migrants," she asserted. She instructed police and administrative officials to play an active role in implementing the 'Amar Para, Amar Samadhan' (Our Neighbourhood, Our Solution) scheme aimed at resolving local civic and security issues. The chief minister's remarks come amidst a politically charged atmosphere in the state following reports of alleged harassment of Bengali migrants in states like Gujarat, Haryana, Rajasthan, Odisha, Tamil Nadu, and Maharashtra, which have triggered widespread concern among families back home.

Rajya Sabha was adjourned twice on Monday, the sixth day of the Parliament's Monsoon Session which began on July 21. Ahead of the proceedings, the Parliament complex saw protests by the Opposition over the Special Intensive Revision (SIR) of electoral rolls in Bihar, demanding that the Election Commission of India halt the exercise. The first adjournment of the Upper House came within minutes of the proceedings beginning at 11 am. During Zero Hour, Rajya Sabha Deputy Chairperson Harivansh did not accept notices under Rule 267 for discussions on the SIR in Bihar, the alleged discrimination against Bengali migrants in other states, the alleged unjust arrest of two nuns in Chhattisgarh, and the violation of the Right to Education in Uttar Pradesh due to the merger and closure of schools. The Chair then gave the floor to Sudha Murthy to speak on Anganwadis, but the disruptions led to the House being adjourned till noon. At 12 pm, the House resumed for Question Hour amid sloganeering and din, and was subsequently adjourned till 2 pm within minutes. Meanwhile, Prime Minister Narendra Modi arrived in Parliament ahead of the 16-hour debate on the Pahalgam terror attack and Operation Sindoor.
