Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) Committee Condemns Killing of Ekurhuleni Metro's Forensic Audit Chief
According to media reports, the 47-year-old was gunned down on Monday while driving along the R23 in Esselen Park. Police reportedly discovered Mr Mafole's body inside his vehicle, riddled with gunshot wounds.
Mr Mafole, who was appointed to the position only three months ago, brought with him an impressive track record of public service, including 14 years in the Office of the Auditor-General of South Africa. He was tasked with uncovering financial irregularities and promoting transparency in the City of Ekurhuleni, one of the country's largest municipalities.
Committee Chairperson Dr Zweli Mkhize said the nature of Mr Mafole's work underscored the often-dangerous responsibilities undertaken by those at the forefront of rooting out corruption in our public institutions. 'The committee condemns this cowardly and violent act as this not only threatens the lives of dedicated public servants but also seeks to intimidate and hinder efforts to build clean and accountable governance, particularly in our municipalities where systemic failures persist,' said the Chairperson.
Dr Mkhize said this tragedy is a stark reminder of the urgent need to strengthen the protection of whistleblowers and anti-corruption officials. 'Reforms to safeguard those who speak out and act against corruption must urgently be expedited.' He said municipalities, and the rest of government, must uphold the highest standards of financial oversight and integrity.
The Chairperson also noted that this tragedy comes as the committee prepares for the start of extensive oversight visits across provinces to demand accountability from municipalities following the latest dismal municipal audit outcomes. 'The committee will continue to exercise its oversight mandate, working with all spheres of government to ensure that those who risk their lives in service of public accountability are protected and that the rot that enables criminality is eradicated,' he said.
'The committee extends its heartfelt condolences to Mr Mafole's family, colleagues, and loved ones during this difficult time. We urge law enforcement agencies to bring the perpetrators to justice swiftly.'

The inability to collect revenue will have an unintended negative impact on the ability to deliver quality services to the people,' Mr Kaunda said. The 6th Parliament select committee visited the municipality and criticised the lack of progress in resolving material risks of governance and financial control within the municipality, which exacerbate the already dire state of poor service delivery. Furthermore, the continued attachment of the municipality's bank accounts by service providers, such as Eskom and Rand Water, due to non-payment for services requires a focused and deadline-driven approach. 'While it is not sustainable that the accounts of the municipality are attached, it is also unsustainable that the municipality does not pay for services. The residents of the municipality deserve better basic services in line with the objects of municipalities as envisioned in Section 152 of the Constitution,' Mr Kaunda suggested. The Chairperson also highlighted the importance of government departments paying the municipality for services to improve cash flow management and enable the municipality to provide services. The Chairperson called on the municipality and the provincial executive to find a workable solution to ensure that the client service centre is reopened and that service providers are paid on time. South Africa: Justice Committee Chairperson Condemns Killing of Eastern Cape Prosecutor
The Chairperson of the Portfolio Committee on Justice and Constitutional Development, Mr Xola Nqola, has expressed his deepest shock and outrage at the cold-blooded murder of public prosecutor Ms Tracy Brown in Gqeberha, Eastern Cape, yesterday. 'This is indeed a tragedy where the protectors of our criminal justice system are not safe anymore. This is unacceptable and no stone should be left unturned to bring the culprits to book,' he said. According to reports, Ms Brown was ambushed and shot multiple times by four armed assailants while sitting in her car, in full view of her partner and child. 'The brutal nature of this assassination-style killing is deeply disturbing and represents a direct attack on the justice system and those who serve it with dedication and courage,' emphasised the Chairperson. This incident follows the tragic murder of Ms Elona Sombulula, a court official at the Engcobo Magistrates Court, in April this year. The committee is gravely concerned by what appears to be a pattern of targeted violence against officials within the justice sector. Mr Nqola stated: 'The murder of Ms Brown is not only a devastating loss to her family and colleagues, but an attack on the rule of law in South Africa. Prosecutors serve at the forefront of our fight against crime and corruption. When they are targeted, it threatens the foundations of our constitutional democracy. 'The committee sends its heartfelt condolences to Ms Brown's loved ones and colleagues during this painful time. The committee also calls on law enforcement agencies to prioritise the investigation and ensure that those responsible are swiftly apprehended and face the full might of the law.' He said the portfolio committee will engage with the Department of Justice and the National Prosecuting Authority (NPA) on urgent measures to enhance the safety and security of prosecutors and court officials across the country. Joint Statement on the Inaugural Joint Oversight Committee Meeting for the Peace Agreement between the Democratic Republic of the Congo and the Republic of Rwanda
On July 31, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda), along with observers from the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission held the first meeting of the Joint Oversight Committee for the Peace Agreement Between the Democratic Republic of the Congo and Republic of Rwanda that was signed in Washington, D.C. on June 27, 2025. The Joint Oversight Committee is charged with serving as a forum for implementation and dispute resolution of the peace agreement. The Committee is responsible for receiving complaints about violations of the agreement, taking appropriate measures to address violations, and amicably settling disputes. During the first meeting, the parties selected their Chairpersons for the Committee, adopted terms of reference to govern future meetings of the Committee, discussed progress on implementing the Agreement, and prepared for the first meeting of the Joint Security Coordination Mechanism. The African Union, State of Qatar, and the United States participated in these discussions to ensure complementarity and alignment between implementation efforts and on-going initiatives aimed at dialogue and durable peace in the region. Both the DRC and Rwanda expressed their appreciation for the invaluable contributions and joint efforts of the African Union, United States, and Qatar as partners in advancing a peaceful resolution.
