Invest UP entrepreneurs to get priority in IT City land sanction

Lucknow: The
(LDA) has begun
for its much-anticipated 1,696-acre IT City project, to be developed along Sultanpur Road, under which land will also be allotted to entrepreneurs, who come through Invest UP initiative, on priority basis.

The move is part of efforts to establish an IT hub in the state capital and will facilitate land allocation for companies in the IT, artificial intelligence (AI) and software sectors.The project will include 4,000 residential plots, 350 acres for the IT industry, 60 acres for commercial use, a golf city in the green belt, and a 15-acre water body for environmental sustainability. On Saturday, a joint team from LDA's acquisition and engineering departments took possession of about 46 bighas of land in Mohari Khurd between Sultanpur National Highway and Kisan Path and initiated the construction of the site office. The work began with the installation of a project signboard.As part of the initial phase, 23 landowners from four villages have offered around 165 acres of land free of cost under the land pooling model. LDA vice-chairman Prathamesh Kumar said: "The IT City will be developed between Sultanpur National Highway and Kisan Path, covering villages like Bakkas, Sonai Kanjehra, Sikandarpur Amoliya, Siddhpura, Parehta, Pahadnagar Tikriya, Raqeebabad, Mohari Khurd, Khujouli and Bhatwara. With superior road connectivity, this project will be extremely beneficial to residents and investors alike."He added that "Large plots have been planned for
, a global business park, science and engineering equipment sectors and a super-specialty medical zone. The arrival of such industries will create significant job opportunities. Land will be allotted to investors submitting proposals under Invest UP."Joint secretary Sushil Pratap Singh said more agreement deeds would be signed in the coming days to expedite acquisition. Meanwhile, the LDA launched a demolition drive on illegal plotting across the 11 villages covered under the IT City scheme.
Over the past four months, the authority has cleared 29 unauthorized land plots as part of its enforcement drive.

Udyami Mitras in Uttar Pradesh will now be held accountable for the tasks assigned to them, with their performance under review. Alongside them, the work of deputy commissioners of the District Industries Promotion and Entrepreneurship Development Centres (DICs) is also being assessed. Tasked with assisting investors in bringing their investment to the production stage by acting as a bridge between the district administration and entrepreneurs, the state government has appointed 115 Udyami Mitras in all 75 districts and key industrial development authorities. Three Udyami Mitras are reporting at the Invest UP's office in the state capital for review of their work everyday. This exercise which began on June 2 will continue till July 8. Udyami Mitras have to connect investors with district magistrates, industrial authorities and officials concerned to ensure that the MOUs and investment proposals get rolling. 'Udyami Mitras have to ensure investors do not have to run from pillar to post to get various clearances for their projects. They have to assist investors in acquiring land, power connection, water supply and all other necessary approvals and ensure timely execution of projects,' Invest UP officials said. The Invest UP has invited deputy commissioners of DICs and Udyami Mitras from across the state to present district-wise progress reports at its office in the state capital. Representatives from three districts are making presentations in a standardised format on a daily basis. 'These presentations cover key areas, including the current status of land inventories and sick industrial units, progress made in investment facilitation and project execution, challenges faced on digital platforms such as Nivesh Mitra, and data-driven insights along with proposed action plans for further improvement,' according to Invest UP officials. Each Udyami Mitra and DIC will support 180 units by assessing their current status and identifying key areas for assistance, including land availability and necessary NOCs, to facilitate commercial production. Before this exercise began on June 2, teams from Invest UP, including general managers and assistant general managers, along with respective Udyami Mitras, conducted visits to 14 districts across four divisions from May 26 to 30. District teams have also been directed to get available land parcels listed and mapped, while also identifying and repurposing sick unit land for industrial use. To ensure continuous progress, follow-up review meetings will be held every three months. 'Udyami Mitras have been made accountable for the task assigned to them. Their work is being reviewed. They have been assigned projects (investment proposals/MOUs) and will have to ensure their commercial rollout,' state industrial development minister Nand Gopal Gupta 'Nandi', said. 'This step has been taken to fix accountability for every Udyami Mitra and to ensure that each project reaches production stage,' the minister added. With this initiative, Invest UP continues to drive district-level project execution, seamless investor engagement, and timely onboarding of projects for the upcoming Ground-Breaking Ceremony (GBC), officials said.

Now that Lucknow Development Authority has approved the proposed rapid rail corridor between Lucknow and Kanpur, decks have been cleared for the project to move into the implementation phase. The corridor, dubbed 'NaMo Corridor', will enable high-speed trains to operate at 160 km per hour, bringing down the travel time between the two cities to just 40 to 50 minutes. National Capital Region Transport Corporation (NCRTC) had proposed the rapid rail in 2015, but the progress was hampered by multiple delays, including disruptions during the Covid-19 pandemic. Authorities in Kanpur and Unnao had already granted necessary clearances to the project. With LDA issuing its no-objection certificate (NOC) on Wednesday, the project has crossed its final administrative hurdle. The project will mirror the ongoing Delhi-Meerut RRTS, which is already in advanced stages of development. High-speed trains, smart ticketing, automatic train doors, and advanced safety systems are expected to be the standard on the Lucknow-Kanpur line as well. Additionally, the development will follow a transit-oriented approach, ensuring that stations act as hubs for commercial and residential growth. 'LDA has approved the project under the condition that it aligns with Lucknow's master plan. The work is expected to be completed within five years,' said Prathamesh Kumar, vice-chairman, LDA. With the NOC now in place, NCRTC is expected to finalise the detailed project report (DPR), followed by tendering, land acquisition, and the beginning of the construction work. If completed on schedule, the Lucknow-Kanpur rapid rail would become Uttar Pradesh's first regional rapid transit system. All-weather op, impetus to infra The proposed route will start from the Amausi airport in Lucknow and pass through Bani, Unnao, Jaitipur, Ajgain, and Magarwara before reaching Ganga Barrage in Kanpur. Plans include its integration with the metro systems in both Lucknow and Kanpur. Designed to operate in foggy, rainy, and adverse weather conditions, the rapid rail will be equipped with state-of-the-art systems. Officials say that the service will not be affected by seasonal disruptions, a key factor in a region known for winter fog and erratic monsoons. Apart from improving intercity travel, the corridor is expected to provide a major boost to regional infrastructure, particularly in Unnao, where warehousing zones and industrial hubs are being planned along the route. The alignment also supports planned residential zones closer to Kanpur's outskirts, opening new opportunities for housing and real estate development.

The Lucknow Development Authority has issued strict standard operating procedures (SOPs) to ensure that files related to freehold registry of allotted properties are processed within a fixed timeline. The move - to tackle delays in property registration and improve public service delivery - comes after LDA senior officials observed that inaction on property files were damaging the authority's image. Under the new SOPs, officers and staff handling property files have been assigned specific deadlines at every stage from the receipt of application to final registration. The officer in-charge of the property section has been made directly responsible for ensuring timely registration. Section officers have been instructed to submit weekly action reports, and any laxity in following the SOPs will invite disciplinary action. LDA vice-chairman Prathamesh Kumar confirmed that the authority has emphasised strict compliance with the SOPs to avoid backlogs and provide timely services to the public. Kumar said that the order was passed by him on May 31, 2025. Time-bound process Specific deadlines set for every stage from application submission, lease plan preparation, and site verification to payment processing and final registration ranging from same-day to 5-day limits. Applications will be uploaded into the system and shared via WhatsApp on the same day to reduce delays and improve coordination across departments. The authorities advocate and registry cell will complete scrutiny and registration quickly after receiving the final approved file, with the allottee being informed over the phone to speed up the process.
