KKR prepares PCA report to facilitate maintenance on JRTB highway
Minister Datuk Seri Alexander Nanta Linggi said the PCA involves the use of technologies such as multi laser profiler, falling weight deflectometer, dynamic cone penetrometer and trial pit.
'The PCA began on March 13 and was completed on May 13. We are doing this (PCA) according to the latest, modern and internationally applicable methods.
'However, all the facilities or methods used depend on the allocations given, especially in building and repairing roads,' he told reporters today after checking out the location of the June 9 tragic bus crash that claimed the lives of 15 students of Universiti Pendidikan Sultan Idris (UPSI) at KM 53 of JRTB here.
Nanta had previously announced that the crash location was among the sections along the highway that had been identified for upgrading work this year, with an allocation of RM55 million.
The minister also said that various initiatives have been taken since 2023 to improve the Gerik-Jeli route, especially on the FT04 Federal Road.
Nanta said funds totalling RM80 million were also allocated to cover 55 scopes of work under the Periodic Pavement Maintenance Programme, which aims to ensure that the route on the JRTB is in good condition.
'The Work Order approval will be issued when the scope of work is listed based on the recommendations from the PCA report,' he said.
In addition, Nanta said that RM3,585,000 was allocated for the Street Light and Signal Light Maintenance Project involving the maintenance of traffic lights and the installation of solar lights along the JRTB, which will begin this July.
He said that the installation of solar lights would also involve the location of the fatal bus tragedy.
'This project is currently in the procurement process by the Perak Public Works Department, and is expected to be completed by the end of October this year,' he said.
The ministry also gives assurance that all the allocations provided would be used optimally to ensure that maintenance work at JRTB was carried out efficiently and effectively, he added.

TAWAU: The Malaysian Maritime Enforcement Agency (MMEA) foiled a suspected smuggling operation on Tuesday after intercepting a cargo boat skipper attempting to conceal subsidised goods beneath empty bottles while heading towards Pulau Sebatik. The vessel was stopped about 2.15 nautical miles south of Mile 3, Jalan Apas during joint operations Pluto Timur, Sejahtera, and Tiris at around 7am. Tawau Maritime Zone Director Arrifin Ghazali said authorities seized 400 sacks of rice (four tonnes), 27 gallons of petrol (700kg), the boat, and its outboard engine, with an estimated total value of RM55,000. 'The cargo boat appeared suspicious as it moved from the Mile 3 Jalan Apas area towards Pulau Sebatik while our patrol team was on duty in Tawau waters,' he said. Further checks revealed the 60-year-old local skipper was accompanied by a 58-year-old assistant holding a neighbouring country's passport. The skipper failed to produce valid permits to transport controlled and subsidised goods to Sebatik. The duo, vessel, and cargo were brought to the Tawau Maritime Zone Jetty for further action. Authorities are investigating potential cross-border smuggling given the volume of goods and suspicious movements. Only registered transporters authorised by authorities are permitted to deliver large quantities of controlled and subsidised goods to Pulau Sebatik. California challenges Trump's military deployment in LA protests
THE U.S. government's unprecedented use of National Guard troops in Los Angeles to protect officers carrying out President Donald Trump's immigration crackdown was illegal and should be ended, a lawyer for the state of California told a federal judge on Tuesday. The lawyer said evidence presented from the landmark trial that began on Monday showed that soldiers had violated a 19th century law that bars the military from civilian law enforcement. 'The government wanted a show of military force so great that any opposition to their agenda was silenced,' said the lawyer, Meghan Strong of the California Attorney General's Office. Justice Department attorney Eric Hamilton countered that there was 'substantial violence' in Los Angeles meriting military intervention and that the troops were only there to protect federal agents and property. Trump ordered 700 Marines and 4,000 National Guard troops to Los Angeles in June in response to days of unrest and protests sparked by mass immigration raids. California's Democratic governor, Gavin Newsom, opposed the move and sued, alleging it violated prohibitions on the use of the military in law enforcement. U.S. District Judge Charles Breyer in San Francisco will determine whether the government violated the Posse Comitatus Act (PCA). Breyer will also hear arguments on Wednesday on Newsom's legal right to bring the case. The judge has not said when he will rule. The trial comes as Trump said he was taking the extraordinary step of deploying the National Guard to fight crime in Washington and suggested he might take similar actions in other American cities. In the California trial, the administration sought to prove that the military was only used to protect federal personnel or federal property, which the administration said are permissible exceptions to the PCA. California, meanwhile, sought to convince Breyer that troops crossed the line by setting up roadblocks, diverting traffic and making arrests, which Strong described as prohibited policing actions. Government witnesses testified that although those actions are generally prohibited, there are exceptions when federal agents or property are in danger. Breyer appeared skeptical at times of the government's assertion that Trump had sole discretion to decide when troops were needed. The president said in June the protests amounted to a rebellion against federal authority. 'Is it a 'rebellion' because the president says it is a 'rebellion'?' Breyer asked Hamilton during the government's closing argument. Many of the troops have been withdrawn from Los Angeles, but California Attorney General Rob Bonta said on Monday that 300 National Guard members are still going on immigration raids and restricting civilian movements in the state. The trial before Breyer will have limited impact on Trump's plan to deploy hundreds of National Guard troops to Washington. - Reuters

Uniformed officer remanded for alleged abetment in false credit card claims of RM55,000
SEREMBAN — The Negeri Sembilan branch of the Malaysian Anti-Corruption Commission (MACC) has remanded a uniformed officer suspected of abetment in submitting false details for a company credit card payment claim for a hotel booking totalling RM55,000 for personal gain. The four-day remand order until Aug 15 was issued by Magistrate Saiful Sayoti after allowing the MACC's application at the Magistrate's Court today. According to sources, the suspect, a man in his 20s, was detained at about 4pm yesterday when he appeared to give a statement at the state MACC office. 'Initial investigations found that the suspect conspired with a clerk of a tourism company based in the capital who was previously remanded on July 16. Both suspects are believed to have committed the act from March 2023 to February 2024 by submitting company credit card payment claim documents containing false details of hotel bookings for supposedly official company business but actually for personal gain,' he said. Meanwhile, the state MACC director Awgkok Ahmad Taufik Putra Awg Ismail, when contacted, confirmed the arrest and said the case is being investigated under Section 18 of the MACC Act 2009. — BERNAMA
