ADB appoints new PH country director

Metro Manila-headquartered multilateral lender Asian Development Bank (ADB) has announced a key change in leadership, with the appointment of Andrew Jeffries as country director for the Philippines starting Monday, August 18, 2025.
Jeffries will lead ADB operations in the Philippines with an estimated $13-billion active portfolio, oversee the implementation of the Country Partnership Strategy 2024-2029, and manage ADB's relationships with the government, private sector, and development partners.
'The economy is at a critical juncture, with huge infrastructure and social protection investments rolling out and starting to bear fruit. More needs to be done to ensure no one is left behind and risks such as those related to climate change are mitigated as the country strives toward upper-middle income status,' he said in a statement.
'My immediate priority is to see that ADB does everything we can to help the Philippine government with their development priorities. I am also excited to grow ADB's support to mobilize private capital and expertise as an important part of our overall assistance,' he added.
Jeffries served as ADB country director for Vietnam from 2020 to 2023, director of the Southeast Asia Energy Division from 2016 to 2020, and head of ADB's energy sector operations in India from 2013 to 2016.
He also served as senior vice president at Fortis Capital Corp., and vice president in the Global Energy Division of GE Capital's Structured Finance Group.
Jeffries holds a master's degree in international affairs specializing in international economic policy from Columbia University, and a bachelor's degree in economics from Bucknell University. — Jon Viktor D. Cabuenas/RSJ, GMA Integrated News

"CostPlus Inc. has always been at the forefront of technological innovation, particularly in the field of renewable energy," Mahtani said in a press release. "This partnership marks an exciting opportunity to accelerate the Philippines' transition to green energy while creating local jobs and contributing to a more sustainable future for our country,'' he added. The firm also said the signing of the LOI ''further solidifies the Philippines' commitment to share a vision for technological advancement and environmental sustainability.'' Further, CostPlus is constructing LED carbon batteries manufacturing facilities in the Philippines. The United Arab Emirates said Tuesday it is set to sign a free trade deal with the Philippines that would expand economic cooperation, boost investment flows and open collaboration in key areas, such as labor, agriculture and financial services. UAE officials in Manila called the soon-to-be signed Comprehensive Economic Partnership Agreement (CEPA), which seeks to remove trade barriers and create more opportunities for professionals and service providers, an important milestone in its relations with the Philippines as it coincides with the 51st anniversary of their diplomatic relations. "Over the past three years, both nations have signed approximately 22 agreements focusing on culture, energy transition, legal cooperation, government modernization, and security. The signing CEPA, expected in the coming week, will further boost trade and investment," UAE ambassador Mohamed Alqataam Alzaabi said in a statement. The UAE is the Philippines' top export market among Arab and African countries and its 17th largest globally. It is expected to increase the UAE's gross domestic product (GDP) by $2.4 billion and increase exports to the Philippines to $7.62 billion by 2032. Alzaabi said bilateral ties between UAE and the Philippines have strengthened across trade, development, culture, and people-to-people exchanges in recent years. "Today, the United Arab Emirates and the Republic of the Philippines proudly mark the 51st anniversary of diplomatic relations, celebrating over five decades of friendship, cooperation, and shared progress," the envoy said, citing the meeting in November 2024 of President Ferdinand "Bongbong" Marcos Jr. with UAE President Sheikh Mohamed bin Zayed Al Nahyan and Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and ruler of Dubai. "As the UAE and the Philipines celebrate 51 years of enduring friendship, both countries reaffirm their commitment to advancing cooperation, fostering innovation, and promoting shared prosperity for generations to come," the envoy said. The UAE has committed $20 million to rehabilitate Pasig River and signed a $15-billion agreement with Manila to develop renewable energy projects, envisioned to deliver up to 10 gigawatts of clean power by 2030. UAE is also home to more than one million Filipinos, whose contributions, Alzaabi said, "enrich every sector of society." DOE sets public consultation on draft Carbon Credit Policy

The Department of Energy (DOE) is set to meet with 120 stakeholder representatives from the private sector this week to gather feedback on the draft Carbon Credit Policy it is developing in a bid to attract investments in clean energy. The DOE said the public consultation will be convened on Tuesday, August 19, to hear feedback on the draft department circular which will provide general guidelines for the issuance, management, and monitoring of carbon credits in the energy sector. 'This Carbon Credit Policy is a game-changer for the Philippine energy sector,' DOE undersecretary Felix William Fuentebella said in an emailed statement. 'It will equip our energy sector with the tools to generate and manage carbon credits with integrity, ensuring every ton of reduced carbon dioxide is real and verifiable. This builds trust and unlocks investment in effective climate solutions,' he added. The Policy aims to ensure environmental integrity through promoting projects that reduce emissions, enhance transparency and accountability, and align the Philippines' commitments under the Paris Agreement and other climate frameworks. To recall, the Philippines and Singapore in August 2024 signed a memorandum of understanding to collaborate on carbon credits under Article 6 of the Paris Agreement.
