Delhi sets up State Health Agency to implement Ayushman Bharat scheme across city hospitals

NEW DELHI: The Delhi government has established a dedicated State Health Agency (SHA) within the Delhi Secretariat to oversee the implementation of the Ayushman Bharat scheme across city hospitals.
To operationalise the agency, the health department has diverted 28 medical professionals, including doctors and other staff, from various facilities such as the Dengue Control Centre, district health units, and other government hospitals to the SHA which will be responsible for ensuring effective rollout and monitoring of services under the Ayushman Bharat scheme in the capital.
'The officials will be responsible for facilitation between the empanelled healthcare providers (EHCP) and the National Health Authority. Their tasks include verification and processing claims made by the hospitals for serving patients under the Ayushman Bharat scheme,'a health department official said.
Additionally, a grievance management cell would also be institutionalised under the health panel which will be managed by the diverted officials, the official added.
As per the established mechanism, claims are raised using a centralised online portal within 24 hours of patient discharge, submitting relevant documents and clinical notes. The SHA then approves and processes the claim, with payments made to the EHCP within 15 days of authentication.
Meanwhile, as part of this initiative, the government has issued strict directions to all hospitals under its jurisdiction to begin generating Ayushman Bharat Health Account (ABHA) IDs for every patient visiting Outpatient Departments (OPDs), effective May 1. The ABHA ID is a unique identifier that will allow patients to access digital health services and streamline their medical records under the Ayushman Bharat Digital Mission.
Additionally, Heads of Institutions have been instructed to compile a Health Professional Registry comprising detailed digital profiles of all doctors and nursing officers employed at their respective hospitals or medical colleges. The deadline for this task has been set for May 11, with a clear directive for strict compliance.
Officials said the move is aimed at strengthening digital health service delivery in Delhi and ensuring that the capital hospitals are fully integrated into the nationwide digital healthcare ecosystem.

However, due to continued delays in fund disbursement by the State Health Authorities (SHA) of Haryana and other states, the agency managing the centre suspended its operations. According to the hospital, the current pending amount stands at ₹1,09,77,887. Despite repeated appeals and assurances from Civil Hospital authorities to resume services, the agency managing the Heart Centre has refused to continue operations until payments are cleared. Hospital officials have emphasised that they have sent multiple communications — both written and in-person — to the SHA, urging swift action to release the funds. This was on Tuesday submitted by Chief Medical Officer Dr Mukta Kumar to the Human Rights Commission, Haryana, in relation to a complaint filed by complainant SK Nayar, President, Citizens Welfare Association. The hospital administration expressed regret over the agency's decision, stating that it has negatively impacted patient care. Mother and Child hosp: Fire NOC pending In the case of Mother and Child Hospital, Panchkula, an inspection by the Fire Station Officer was carried out on May 5, 2025. Certain discrepancies, including obstruction due to seven trees, were observed. At present, the Fire NOC of District Civil Hospital has been obtained, and related works are under execution. While special repairs are progressing, the Fire NOC of MCH, Panchkula, is pending. JSS Academy of Higher Education and Research (JSS AHER), in collaboration with the University of Wolverhampton, U.K., organised an international workshop on 'Delivering Digital Health Strategies: Ayushman Bharat Digital Mission (ABDM) & Ayushman Bharat Arogya Karnataka' at JSS Medical College here on Tuesday. The workshop, coordinated by Vikram Patil of JSS AHER and Suresh Renukappa of University of Wolverhampton, was aimed at exploring the digital healthcare ecosystem and the challenges faced by citizens, healthcare providers, and governments in implementing ABDM and Ayushman Bharat Arogya Karnataka. H. Basavanagowdappa, Vice-Chancellor, JSS AHER, inaugurated the workshop. Prashant Pillai, Pro Vice-Chancellor, University of Wolverhampton, delivered the keynote address, while Utpal Tatu of Indian Institute of Science (IISc) Bengaluru spoke on the 'One Health' concept. The government perspectives were shared by Chandrashekar P. and Prakash from Chamarajanagar district health services. Tonny Veenith of the Royal Wolverhampton NHS Trust presented insights into the U.K.'s NHS, while Nanda Kumar of Ramaiah Medical College spoke on emerging health technologies. Nagaraju Yabbati from The Energy and Resources Institute highlighted sustainable energy solutions for healthcare, and Natesh D.B., CEO, Khadi and Village Industries, discussed policy implementation challenges, according to the organisers. At least 108 community health centres (CHCs) have been identified by officials of the State Agency For Comprehensive Health and Integrated Services (SACHIS) where Ayushman Bharat scheme is not being implemented properly due to issues in pre-authorisation. (Pic for representation only) A virtual meet was organised by SACHIS to discuss implementation of Ayushman Bharat scheme at CHCs. The meeting was attended by chief medical officers and other officials of the districts. During the review it was found that 108 CHCs do not run the scheme properly due to issues in pre-authorisation. In the meeting officials were asked to ensure all CHCs start facilitating the patients who have Ayushman Bharat cards. The officials were told to ensure in the next meeting that the scheme was implemented properly. 'With the payment received by the other CHCs in the state, several new equipment have been purchased that have improved the treatment facility and also incentive for the medical team. This has motivated staff at many CHCs and the same is being expected at all places,' said a press statement. Ayushman Bharat card provides ₹5 lakh cashless treatment for various health problems. A community health centre caters to over 5,000 population. State has over 960 CHCs empanelled for Ayushman Bharat scheme.
