NA panel directs KE to stop unannounced load-shedding

ISLAMABAD: National Assembly Standing Committee on Government Assurances expressed its grave concern over unscheduled power outages and directed Karachi Electric Supply Company not to conduct unannounced load-shedding in Karachi.
The committee was of the view that consumers who pay the bills should not be left on the mercy of those who do not pay their utility bills. The committee also directed not to bill its consumers on average consumption basis.
The committee met with MNA Nuzhat Sadiq in the chair at the Parliament House on Monday.
The committee took up assurances given by the ministers on the floor of the House regarding over billing in Karachi, establishment of Protectorate of Emigrants Office in District Mansehra, Rehabilitation of Roads in Sindh and KPK and over billing of gas in Balochistan.
The committee, while discussing implementation report of the assurance given by the Minister for Energy (Power Division) on the floor of the House on a calling attention notice moved by Sardar Nabeel Ahmad Gabool, MNA, was apprised that KESC was conducting massive load shedding, unscheduled in different areas of Karachi apart from billing its consumers on average basis, adding up to the miseries of the people of Karachi.
The committee directed KESC management to immediately address both the aforesaid issues. The committee further directed for close coordination with elected representatives of city for addressing the menace of kunda culture and to bring people in the metering system. The KESC management apprised the committee that Rs44 billion have accumulated on account of outstanding bills, kunda culture and non-metering during year 2024. The committee decided to take up the implementation of its recommendations after 30 days.
The committee expressed satisfaction on the assurance given by Minister for Overseas Pakistanis and Human Resource Development on assurance given for establishment of Protectorate of Emigrants Office in District Mansehra moved by Shahzada Gustasap Khan, MNA.
The director general Bureau of Immigration and Overseas Employment apprised the committee that instead of Mansehra, the government had approved establishment of said office at Abbottabad instead of Mansehra which was just 24 km away. He apprised that the said office would facilitate Hazara Division and their adjoining areas.
The committee while discussing implementation report submitted by Ministry of Communications on two assurances given by the minister regarding repairs of highways devastated by floods and deplorable condition of Chakdara-Upper Dir Road moved by Dr Nafisa Shah and Mehboob Shah, MNAs, directed the ministry and the National Highways Authority (NHA) to expedite work on the roads.
The committee also directed the NHA to chalk out a strategy for rehabilitation and maintenance of roads in wake of upcoming monsoons. The committee also sought details of routine maintenance budget for roads and highways under the NHA.
The committee while discussing assurance by the Minister for Energy (Petroleum Division) on calling attention notice of Haji Jamal Shah Kakar, MNA, regarding overbilling and extra charges on gas in Balochistan, directed for addressing issue of overbilling. The committee was apprised by the SSGCL officials that on the direction of Balochistan High Court, special tariff was being charged to gas consumers in Balochistan. He apprised that the issue was under adjudication in Supreme Court and the gas consumers would be billed in light of the decision of the court.
The meeting was attended by MNAs; Raja Qamarul Islam, Muneeba Iqbal, Shagufta Jumani, Shahida Rehmani, Aasia Ishaque Siddiqui, Haji Imtiaz Ahmed Choudhry, Shafqat Abbas, Hameed Hussain, Ali AfzalSahi through Zoom, Movers; Sardar Nabil Ahmed Gabol, Shahzada Muhammad Gushtasap Khan, DrNafisa Shah (through Zoom), Mehboob Shah, Haji Jamal Shah Kakar, Secretary, Ministry of Parliamentary Affairs, Additional Secretary Ministry of Parliamentary Affairs, and other officers of departments.

ISLAMABAD: The Supreme Court Bar Association of Pakistan (SCBAP) expressed concern over allocation of enormous funds for non-developmental schemes in the upcoming budget. SCBAP President Mian Muhammad Rauf Atta, in a statement, issued by his office on Thursday, said these schemes must be strictly controlled and actively discouraged, as they create a clear pathway for corruption. 'It is also concerning to note that federal government has taken significantly higher loans compared to the previous year — a move that could have dire consequences on the economy,' he added. The SCBAP chief stated that in order to discuss these issues, the association will call a meeting of its Executive Committee soon, and announce further course of action. The SCBAP demanded that the increase of toll rates be withdrawn immediately; saying if this does not happen then the association will challenge this decision on appropriate forums in competent Court of law. He stated, 'The SCBAP firmly believes that the NHA's move to drastically increase toll taxes for motorways and highways is tantamount to extortion from an already burdened public grappling with prevalent inflation.' 'This imposition of an additional 50 percent tax is entirely unjustifiable and deserves unequivocal condemnation.' The NHA, a day ago, announced a 50 percent increase in toll taxes for vehicles without M-Tag or with low balance, effective 15 June 2025, as part of a move to implement a 100 per cent M-Tag system across the country's motorways. Further, this move is a classic example of how a non-political figure, primarily concerned with property business, is given the responsibility to govern serious matters instead of genuine political leaders who should prioritize the welfare of the populace. Rauf stated that a critical examination of this decision shows that same is the case here where a Ministry of Communications is being run by a person, who is known for his property business and NHA falls under the purview of the same ministry. Rather than addressing its own flaws and inefficiencies, the NHA has chosen to further exploit the public by raising toll charges, which is utterly unacceptable. Copyright Business Recorder, 2025

ISLAMABAD: The SPI for the current week ended on June 04, 2025 increased by 0.02 percent. An increase is observed in the prices of tomatoes (16.94 percent), potatoes (11.52 percent), onions (5.21 percent), bananas (1.57 percent), eggs (1.34 percent), sugar (1.24 percent), rice basmati broken (1.02 percent), gur (0.81 percent), masoor (0.65 percent), milk fresh (0.47 percent), maash (0.46 percent), pulse gram (0.44 percent) and petrol (0.41 percent), says Pakistan Bureau of Statistics (PBS). The Year-on-Year trend depicts decrease of 0.02 percent. The major increase is observed in ladies sandal (55.62 percent), eggs (35.36 percent), moong (31.74 percent), powdered milk (23.82 percent), sugar (23.51 percent), beef (17.51 percent), bananas (17.29 percent), pulse gram (15.91 percent), chicken (15.88 percent), LPG (15.31 percent), vegetable ghee 2.5kg (13.56 percent) and vegetable ghee 1kg (12.49 percent), while major decrease is observed in the prices of onions (64.90 percent), electricity charges for q1 (36.54 percent), garlic (27.79 percent), potatoes (23.15 percent), tomatoes (18.10 percent), maash (17.99 percent), tea Lipton (17.93 percent), wheat flour (14.10 percent), chilies powder (5.74 percent), diesel (5.68 percent), rice Irri (5.56 percent), masoor(5.47 percent) and petrol (5.41 percent). During the week, out of 51 items, prices of 18 (35.29 percent) items increased, six (11.77 percent) items decreased and 27 (52.94 percent) items remained stable. The SPI for the consumption group up to Rs17,732, Rs17,732-Rs22,888, Rs22,889-Rs29,517, Rs29,518-Rs44,175 and above Rs44,175 increased by 0.28 percent, 0.18 percent, 0.10 percent, 0.04 percent and 0.05 percent respectively. The items prices of which increased during the period under review include, tomatoes 1kg (18.10 percent), potatoes 1kg (23.15 percent), onions 1kg (64.90 percent, bananas (kela) local 1 dozen (17.29 percent), eggs hen (farm) 1 dozen (1.34 percent), sugar refined 1kg (1.24 percent), rice basmati broken (average quality) 1kg (1.02 percent), gur (average quality) 1kg (0.81 percent), masoor (washed) 1kg (0.65 percent), milk fresh (un-boiled) 1 litre (0.47 percent), maash (washed) 1kg (0.46 percent), pulse gram 1kg (0.44 percent), petrol super per litre (0.41 percent), wheat flour bag 20kg (0.41 percent), moong (washed) 1kg (0.21 percent), shirting (average quality) 1 mtr (0.15 percent), rice IRRI-6/9 (Sindh/Punjab) 1kg (0.13 percent), and mustard oil (average quality)1kg (0.05 percent). Listen to article The Supreme Court Bar Association of Pakistan (SCBAP) has issued a strong statement condemning the National Highway Authority's (NHA) recent decision to increase motorway and highway toll taxes by 50%, calling it an act of 'extortion' and vowing to challenge the decision through legal means. In a press statement released on Wednesday, SCBAP President Mian Muhammad Rauf Atta termed the tax hike 'entirely unjustifiable' and demanded its immediate withdrawal. READ MORE: SCBAP rejects Indus canal plan, calls for fair water sharing 'The imposition of an additional 50% tax is a move that deserves unequivocal condemnation,' he said, adding that if the decision is not reversed, SCBAP will challenge it through legal forums in a competent court of law. The bar association also criticised the leadership of the Ministry of Communications, under which the NHA operates. It questioned why a non-political figure primarily known for his involvement in the property business was given charge of a ministry responsible for public infrastructure. 'This is a classic example of how a person with private business interests is handling public matters that require genuine political leadership concerned with the welfare of the people,' the statement read. SCBAP said the ministry should focus on addressing inefficiencies within the NHA rather than placing an additional burden on the public through increased toll charges. The decision, it said, is 'utterly unacceptable.' The association intends to challenge the decision through legal means if it is not withdrawn immediately. The statement further raised alarm about the upcoming federal budget, expected next week, criticising the allocation of large sums to non-developmental schemes. SCBAP warned that such allocations pose a significant corruption risk and must be discouraged. 'This move could have dire consequences for the economy.' SCBAP announced it will soon convene a meeting of its Executive Committee to discuss these public concerns and determine a further course of action. NHA enforces 50% toll hike for non-M-Tag vehicles starting June 15 Earlier, the NHA announced a 50% increase in toll taxes for vehicles without M-Tag or with low balance, effective 15 June 2025, as part of a move to implement a 100% M-Tag system across the country's motorways. The decision, notified under Section 10(2)(vii) of the NHA Act 1991 as amended in 2024, applies to key motorways including M-1, M-2, M-3, M-4, M-5, M-9, M-14, and E-35. The notification details revised toll rates incorporating a 50% penalty for non-compliant vehicles. According to the NHA, the new toll for cars on the Islamabad–Lahore (M-2) motorway has been fixed at Rs 1,800, while tolls for Lahore–Abdul Hakeem (M-3) and Pindi Bhattian–Multan (M-4) have been set at Rs 1,200 and Rs 1,600 respectively. Multan–Sukkur (M-5) tolls for cars now stand at Rs 1,800, and the rate for DI Khan–Hakla (M-14) has been raised to Rs 1,000. Meanwhile, cars travelling on the Hassanabdal–Mansehra Expressway (E-35) will pay Rs 450. Heavy vehicles will also face steep charges. Two- and three-axle trucks on the Lahore–Islamabad route will be charged Rs 7,900, while articulated trucks will be charged Rs 10,200. Motorists have been urged to ensure timely M-Tag registration and sufficient account balance to avoid the fine. M-Tag facilities are available at motorway toll plazas and authorised service centres nationwide.
