UN urges Pakistan to boost disaster preparedness amid monsoon risks

Islamabad [Pakistan], August 13 (ANI): The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) has urged Pakistan to urgently strengthen its disaster risk reduction strategies as the country faces growing vulnerabilities to natural disasters, Dawn reported.The warning comes as the Pakistan Meteorological Department (PMD) forecasts heavy monsoon rains and increased risks of glacial lake outburst floods (Glofs), flash floods, and landslides in vulnerable regions, including Pakistan-occupied Gilgit-Baltistan (PoGB), Dawn said.UNOCHA's report highlights that Pakistan's geographical location along tectonic fault lines and exposure to extreme climate variability make it highly susceptible to earthquakes, floods, droughts, and other hazards. These challenges are further compounded by political instability, regional conflicts, and security issues.The report stresses the urgent need for Pakistan to prioritise disaster risk reduction, strengthen early warning systems, and invest in community resilience. It also calls for improvements in governance and resource management to effectively address future emergencies while safeguarding long-term development, Dawn reported.'Floods are among the most recurring and damaging disasters, affecting millions of people each year. The devastating 2022 floods alone impacted over 30 million people, causing economic losses equivalent to nearly six per cent of the national GDP," the report said, Dawn added.In addition to natural disasters, Pakistan is grappling with the effects of climate change, including rising sea levels, extreme weather events, and disrupted agricultural cycles. Droughts, particularly in arid regions, exacerbate water shortages and severely impact agriculture and livestock, the report noted.From August 14 to 22, Pakistan is expected to experience another spell of monsoon rains, with PMD warning of urban flooding in the country's upper regions. The department has also raised concerns about Glofs, flash floods, and landslides in vulnerable areas of PoGB and Khyber Pakhtunkhwa (KP), Dawn reported.Monsoon currents from the Arabian Sea are expected to continue penetrating the upper regions of Pakistan, increasing the risk of flooding and landslides in affected areas, the PMD said, according to Dawn. Shimla (Himachal Pradesh) [India], August 14 (ANI): Continuous heavy rainfall over the past 24 hours has caused fresh damage across several parts of Himachal Pradesh, with no signs of immediate relief. While no major casualties were reported overnight, infrastructure losses remain significant, particularly to the road network, Education Minister Rohit Thakur said on Thursday.'The damage is occurring at multiple locations due to ongoing rain. Even last night, significant losses occurred, though they were mostly related to infrastructure," Thakur told reporters. He confirmed that cloudburst incidents have been reported from the Rampur assembly minister said the Public Works Department has been directed to restore roads on priority, especially since the apple harvest season is at its peak. 'Our effort will be to ensure that the situation is brought back to normal and that the apple season is not affected," he the ongoing monsoon season in Himachal Pradesh has claimed 241 lives since June 20, with 126 deaths directly linked to rain-related incidents and 115 fatalities in road accidents, according to the State Disaster Management Authority (SDMA).As per the cumulative loss report issued by the SDMA on Wednesday, rain-triggered disasters such as landslides, flash floods, cloudbursts, drowning, lightning strikes, electrocution, and other related causes have left 126 people dead across various districts. The breakdown includes 17 deaths in cloudburst incidents, 23 due to drowning, 13 from lightning strikes, and several others from landslides, flash floods, and accidents involving steep terrain report also revealed that 115 people lost their lives in separate road accidents during the same period, highlighting the combined toll of monsoon-induced hazards and dangerous driving conditions amid incessant district recorded the highest number of rain-related fatalities at 26 deaths, followed by Kangra (28 deaths) and Chamba (9 deaths). In road accidents, Mandi again topped the list with 21 fatalities, followed by Chamba (17 deaths) and Shimla (15 deaths).The infrastructure damage has been extensive. The SDMA reported that 323 roads remain blocked, 70 electricity distribution transformers (DTRs) have been damaged, and 130 water supply schemes are disrupted. The estimated monetary loss to public and private property across the state has crossed ₹2,03,123 lakhs (over ₹2,031 crore).Agriculture and horticulture sectors have also suffered significantly, with crops on thousands of hectares damaged. Housing losses include 259 fully damaged houses and 264 partially damaged homes, alongside severe damage to cowsheds, shops, and other SDMA has reiterated advisories urging the public to avoid travel to high-risk areas, particularly landslide-prone zones and riverbanks, as rainfall is expected to continue in parts of the state. Kinnaur (Himachal Pradesh) [India], August 14 (ANI): A sudden flash flood hit Hojis Lungpa Nala in Kinnaur on Wednesday evening. The site was an active road construction zone under CPWD towards Gangthang flood was triggered by a cloudburst in the higher reaches of the Rishi Dogri Valley. The strong flow of water swept away a bridge across the Sutlej River and left one person injured, as per the Indian Army. The Indian Army stepped in to help, deployed its New Generation Equipment to assist in this operation, which included the Logistics Drone High Altitude (LDHA) system to ferry essential items, including eatables, coconut water across the floodwaters to help sustain the stranded individuals through the night. Army personnel also guided civilians to safer locations on higher ground and evacuated the injured person to the Regional Hospital in Reckong in Shimla, two cars were damaged near IGMC Hospital after a mudslide caused by heavy rainfall. Landslides have also been reported at several other locations in the city, adding to the disruption caused by the bad District Collector Torul S Ravish said two cloudbursts hit Kullu district, leading to a sudden rise in water levels and prompting swift evacuations in affected areas. Speaking to ANI on Wednesday, Torul S Ravish said, 'Today, cloudbursts occurred at two locations in Kullu. The first was near Bagi Bridge above Bhimdwari, where a sudden rise in water level was reported. The administration swiftly evacuated all downstream areas, preventing any loss of life. While the water level remains high, the final assessment of damage will take time." Ravish said timely action by the administration prevented any loss of life, as residents in Bhimdwari, Gushaini, and downstream areas were moved to safety amid a yellow alert for August 14 and 15.'The second incident took place near Pathar, causing a sharp increase in the water level of Tirthan Valley. Gushaini and downstream areas were immediately evacuated, with complete evacuation achieved in Gushaini. It is expected that downstream areas will also remain safe by the time the water reaches them. These incidents come as the district remains under a yellow alert on August 14 and 15. People are advised to take precautions, avoid unnecessary travel, and stay safe indoors," she added. (ANI)

Delhi and the National Capital Region saw heavy rainfall early Thursday, prompting the India Meteorological Department (IMD) to issue a red alert for the day. According to IMD data, showers began around 2.00 am and continued into the morning hours. Among the areas that recorded the highest rainfall by 8.30 am were Ayanagar (57.4 mm), Palam (49.4 mm), Mayur Vihar (17.5 mm), and Ridge (17.4 mm). The IMD has forecast light to moderate rain to persist throughout the day. The rain triggered severe waterlogging, resulting in traffic congestion in several areas. One of the viral videos captures knee-deep water on Outer Ring Road in the Subroto Park area with vehicles, such as buses, cars, and SUVs, moving at a slow pace due to waterlogging. Sharing the video, ANI wrote, 'Waterlogging witnessed on Outer Ring Road in Subroto Park area after rain swept over parts of Delhi earlier this morning.' Issuing an advisory, the Delhi Traffic Police said, 'Due to the recent rains causing waterlogging at GTK Depot, Jahangirpuri, and Adarsh Nagar, traffic on old GT Road is likely to be severely affected. Commuters are advised to avoid taking old GT Road.' 'Traffic is affected on Ring Road in the carriageway from Ashram towards Moolchand due to breakdown of MGV near Nehru Nagar,' it added.
