Kuwaiti Cabinet reviews security, economic projects in weekly meeting

In line with its commitment to monitor regional developments and bolster national preparedness, the Cabinet examined the minutes of the Ministerial Committee for Food, Drug, and Water Security. Health Minister Dr. Ahmed Abdulwahab Al-Awadhi briefed the ministers on the Ministry's pharmaceutical and medical stockpiles, confirming readiness to supply hospitals and health centers with essential medications and supplies over sustained periods.
Commerce and Industry Minister Khalifa Abdullah Al-Ajil Al-Askar presented a visual report on Kuwait's strategic food reserves, market surveillance, and cooperative society monitoring to ensure the stable availability of food items and bottled water.
Cabinet members also discussed overall readiness measures taken by ministries and government agencies in light of regional conditions. Ministers affirmed the continued delivery of essential services and supplies, as well as efforts to maintain national security and stability.
On the development front, Minister of Public Works Dr. Noura Mohammed Al-Mashaan provided a detailed update on the new Kuwait International Airport Terminal 2 (T2) project, including its infrastructure, access roads, service buildings, and aircraft facilities. T2 has earned a Gold Rating from the U.S. Green Building Council under the Leadership in Energy and Environmental Design (LEED) program, signaling international recognition of its sustainability standards.
The Cabinet expressed gratitude to Dr. Al-Mashaan, the Directorate General of Civil Aviation, and all involved in the T2 project.
Housing and Municipal Affairs Minister Abdullatif Hamed Al-Mishari offered a presentation on the Northern Economic Zone and Islands Project, emphasizing Bubiyan and Failaka Islands. The project is seen as a pivotal driver of non-oil revenue and a means to expand private sector engagement in industry, commerce, and tourism.
Further, senior officials from the Kuwait Direct Investment Promotion Authority (KDIPA), the Kuwait Investment Authority (KIA), and its General Reserve Sector discussed plans for a new Entertainment City. The initiative, aimed at enhancing Kuwait's tourism appeal and economic activity, will involve collaboration with leading international companies for investment and operations.
As part of its commitment to combating terrorism and its financing, the Cabinet reviewed a recommendation from the Ministerial Committee for Legal Affairs concerning an amendment to Law No. 106 of 2013. The proposed decree-law, approved by the Cabinet, will be submitted to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for final endorsement.
The Council also acknowledged the Civil Service Commission's circular designating Thursday, June 26, 2025, as a public holiday in observance of the Hijri New Year. Official work will resume on Sunday, June 29, 2025, with exceptions granted for agencies providing essential services.
The session concluded with a review of various items on the agenda. The Cabinet approved several matters and referred others to the relevant ministerial committees for further evaluation and procedural completion.

Marking a milestone, Gulf Bank secures CBK's initial approval to convert into Islamic bank
Decision after feasibility study on conversion submitted by international consultant KUWAIT: Gulf Bank stated that CBK's Board of Directors has decided on 18/8/2025 to issue its Initial Approval on the conversion of Gulf Bank to a Bank compliant with Islamic Sharia, as per law No (32) of the year 1968 concerning currency, the Central Bank of Kuwait, and the organization of banking business. That decision came following the results of the feasibility study on the conversion of Gulf Bank submitted by the international consultant, as well as the submission of multiple technical and legal requirements by Gulf Bank. In a disclosure published on the stock exchange website, Gulf Bank stated that the initial approval issued by the Central Bank of Kuwait, valid for one year as of this date, is subject to a specific technical, legal, and operational requirement, which are as follows: 1. The Bank shall ensure, during the initial approval period of one year, finalizing all regulatory and operational requirements for the conversion. Once completed, the Bank shall request CBK's approval to move forward with completing the Islamic conversion process in accordance with provisions of the Companies Law. In the event of non-compliance, this approval shall be deemed cancelled. 2. The need to submit a request to CBK to obtain its approval for the Advisory Bodies whom the Bank will engage with. 3. Providing CBK, by end of December 2025 with a conclusive report on elements of the existing activities prior to conversion which will be carried over by the Bank post-conversion, and the timeline to terminate these activities. 4. Submit a request to CBK to obtain a prior approval for the offered services and products according to provisions of the Islamic Sharia. 5. The need for the Sharia advisors to have a role in pursuing verification of the conversion of the Bank's existing products and services to Sharia-compliant products and services as part of the Conversion Process Steering Committee, and to obtain CBK's approval on the advisors who will be assigned for this purpose. 6. Refrain from practicing any activities in accordance with the provisions of Islamic Sharia during the coming period until the Bank is registered in the Islamic Banks' Registry at the CBK. 7. Hiring the necessary staff based on the Bank's needs after the Islamic Sharia conversion, in addition to training and qualifying existing staff. 8. Fulfilling all operational requirements such as operating systems, policies and procedures, as well as taking into account CBK's requirements in this regard. 9. Providing CBK with detailed monthly reports, as of 30/9/2025, showing the expected start and completing dates of the conversion requirements within the above prescribed period (one year as of this date), in addition to indicating the relative significance of each task or procedure to the overall tasks. 10. Prepare a conservative scenario for the capital adequacy ratio which indicates that the Bank did not benefit from the adjustment factor 'Alpha'. In this context, Ahmad Mohammad Al-Bahar, Chairman of the Board, stated: 'At Gulf Bank, we envisage this historic step as a pivotal milestone in the Bank's journey. We are fully committed to fulfilling all regulatory and technical requirements to ensure successful and gradual transformation into a Bank operating in accordance with the principles of Islamic Sharia'. Al-Bahar also extended his thanks to the Central Bank of Kuwait for their continued cooperation and support, stressing that this preliminary approval represents a strong incentive to move forward with the transformation process in a way that fulfills the Bank's objectives and contributes to strengthening the national economy. Gulf Bank affirms its commitment to all applicable laws and regulations, including obtaining any approvals that may be required from the regulatory authorities, in order to commence the conversion of Gulf Bank to a Bank compliant with Islamic Sharia. The Bank will also disclose any material developments in this regard in due course.

KUWAIT: Ahmadi Governor Sheikh Humoud Jaber Al-Ahmad Al-Sabah affirmed on Tuesday that the restoration project of the old Ahmadi Market and Al-Ahmadi Cinema exemplifies Kuwait's dedication to preserving its heritage and cultural identity. He expressed appreciation for the support of the Council of Ministers, Minister of Information, Culture and State Minister for Youth Affairs Abdulrahman Al-Mutairi, Minister of Oil Tareq Al-Roumi, and all concerned authorities. Sheikh Humoud spoke to KUNA following the signing of an agreement between the Kuwait Oil Company (KOC) and the National Council for Culture, Arts and Letters (NCCAL) to supervise the project's implementation. He said the Ahmadi Governorate will continue coordinating with government agencies to accelerate the work and overcome any obstacles, in line with supporting development initiatives. Historic Ahmadi market, cinema revival highlights UNESCO goals
KUWAIT CITY, Aug 19: Al-Ahmadi Governor Sheikh Hamoud Jaber Al-Ahmad Al-Sabah affirmed on Tuesday, that the project to restore the old Al-Ahmadi Market and Al-Ahmadi Cinema reflects Kuwait's keenness to preserve its heritage and cultural identity, appreciating the support of the esteemed Council of Ministers, the Ministers of Information and Oil, and all relevant entities. Sheikh Hamoud Al-Sabah told KUNA, following the signing of the supervision agreement for the implementation of the project between the Kuwait Oil Company (KOC) and the National Council for Culture, Arts and Letters (NCCAL), that the initiative comes in implementation of Cabinet Resolution No. (927) issued on July 8, 2025. For his part, the CEO of KOC, Ahmad Al-Aidan, told KUNA that the company's participation in this project stems from its national and social role in preserving Kuwaiti heritage and promoting sustainable development. He explained that the work on this project will span four years and will be carried out in phases, aiming to implement an integrated project that will elevate the name of the country. Meanwhile, Secretary-General of NCCAL, Dr. Mohammad Al-Jassar, said that the restoration and rehabilitation project of the old Al-Ahmadi Market and Al-Ahmadi Cinema is one of the most prominent historical landmarks in the governorate. He indicated that partial operation of some buildings will begin next year, with work progressing through the following stages (Zone 2 and Zone 3) toward full and sustainable operation. Al-Jassar added that the project reflects Kuwait's commitment to preserving its architectural heritage and enhancing Al-Ahmadi's status as a cultural and civilizational landmark, supporting efforts to nominate Al-Ahmadi City for inclusion on the UNESCO World Heritage List. In turn, the Architect and Development Project Manager at the Al-Ahmadi Cultural Platform within the Council, Engineer Batool Ashour, told KUNA that the project represents documentation of a phase that marks the beginning of a comprehensive cultural, social, and heritage city project in a modern form. This is being achieved through collaboration with experts, specialists, and the support of official Kuwaiti institutions, she noted, stating that one of the Council's roles is to determine the historical value of the buildings, as well as to assess museums and other components. She noted that the Council had contacted the UN and UNESCO two years ago to nominate the city of Al-Ahmadi for its historical buildings and landmarks.
