Centre calls for curbing radicalisation in prisons to ensure internal security

With radicalisation in prisons becoming an increasingly critical challenge in the global context and often found to be a precursor to several criminal activities, the Union Government has called for urgent steps to counter the menace.
The Ministry of Home Affairs in an advisory to Home Secretaries of all States/Union Territories, said there was a need to check and counter radicalisation of vulnerable individuals in prison settings and to undertake an exercise for de-radicalisation of such individuals as the same was considered crucial for preserving public order and ensuring internal security.
In prison environment, radicalisation could be typically dangerous, as the campuses were closed spaces where social isolation, group dynamics and lack of oversight could foster extreme points of view. Prisoners could often become vulnerable to radical narratives owing to feelings of alienation, tendency towards violent behaviour and anti-social attitudes.
'In some cases, radicalised inmates may engage in acts of violence or orchestrate attacks against prison staff, fellow inmates, or even external targets. It is therefore important to address the issue of radicalisation in prisons for reducing the risks of violent extremism, fostering rehabilitation, ensuring national security, and supporting successful reintegration of prisoners into society,' the MHA said.
Referring to the 'Model Prison Manual, 2016' and the 'Model Prisons and Correctional Services Act, 2023', the MHA said the model frameworks rolled out by the Government of India had guidance on classification and separation of high-risk prisoners, extremists etc. and setting up of special enclosures, including High Security Prisons, to house such prisoners separately.
Reiterating its earlier advisories on ensuring segregation, surveillance and counselling of hardcore prisoners and to take suitable reformative steps to counter the threat of radicalisation, the Home Ministry said that in light of the growing concerns about the malady of radicalisation in prisons, the States were expected to follow the guidelines.
Individual risk assessments should be periodically conducted both at the time of entry of the prisoner and during his/her period of incarceration at periodic intervals. Prison authorities could coordinate with the law-enforcement and intelligence agencies to identify inmates who could pose a risk of radical influence to other inmates.
Establish separate prisons
High-risk inmates who were inclined towards propagating the ideology of radicalisation should be segregated from the general prison population to minimise the risk of indoctrination. 'States/UTs may consider establishing an independent High Security Prison Complex in their jurisdiction for housing hardened/radicalised prisoners, terrorists etc. separately with a view to prevent them from influencing other inmates. These inmates should be kept under enhanced surveillance using monitoring tools and intelligence mechanisms to detect and address potential threats and radical networks within the prison.'
Besides rehabilitation programmes and other training modules to engage prisoners in a productive manner, the authorities could promote continued contact between inmates and their family members to strengthen their emotional stability

As many as 29,391 mule accounts in Navi Mumbai, Mumbai (26,255), Delhi (19,296), Gurgaon (13,513), Bengaluru (12,439), Kolkata (8,527), Jaipur (3,869), Pune (3,264), Hyderabad (2,959), and Lucknow (2,732) — these are the top 10 hotspots for bank accounts in India used for laundering cyber crime proceeds, the Union Ministry of Home Affairs (MHA) said. Nearly 1,47,445 mule accounts were being operated across India by cyber fraudsters from Southeast Asia until June 30 this year — an increase from 80,465 such accounts identified as of January 2024, the Government said on Sunday. A mule account is a bank account used by criminals to receive, transfer or launder illicit funds without the knowledge or sometimes with the complicity of the account holder. The other hotspots identified are Chennai with 2,605 mule accounts, Patna (2,384), New Delhi (2,334), and Ahmedabad (2,231). 'This year, around 144,492 mule accounts were identified in January, February (130,205), March (150,957), April (136,708), May (158,247), and June (147,445)… An analysis revealed this year alone, India is losing over Rs 1,000 crore monthly due to various forms of cyber fraud. More than 80% of cheating cases are recorded in the 'financial fraud' category,' a senior government official said, requesting anonymity.

Tamil Nadu Chief Minister M.K. Stalin on Sunday (August 17, 2025) declared that there will be a 'Dravidian Model 2.0' to take the State to newer heights in the upcoming 2026 elections. Launching an instant crop loan scheme under the Primary Agriculture Cooperative Societies (PACS) on a pilot basis in Dharmapuri, Mr. Stalin said, 'The next government will yet again be the Dravidian-model government. Dravidian Model 2.0 will come back to take the State to new heights.' 'The BJP-led Union Government's own statistics have debunked the various allegations levelled against Tamil Nadu by the Governor (in his I-Day eve customary address). Today, Tamil Nadu is a trendsetter for the various schemes introduced here and now emulated by other States,' the Chief Minister said. Listing out his government's flagship schemes for women, Mr. Stalin said the best emissaries for those schemes were the beneficiaries themselves and there were numerous naysayers (AIADMK) who said the Vidiyal Payam would eventually mean a reduction in the number of bus services and a hike in bus tariffs. 'But my first sign was on costless bus rides for women, which we saw not as an expenditure but as an investment in women. Similarly, the Magalir Urimai Thittam has enabled women to save close to ₹50,000 since its inception,' according to Mr. Stalin. The Chief Minister also launched a blistering attack on Governor R.N. Ravi and alleged the latter peddled fear and anxiety to malign the DMK government. 'There is a person sitting in Governor's bungalow, whose 'cheap politics' surpasses that of the Opposition. He sits there and mocks Dravidian Model, the Dravidian language, and cooks up a non-existent Thirukkural. It is for all these reasons, I say, Governor should remain in Tamil Nadu; his presence and his constant assault on our way of living will ensure our love for our culture and language doesn't fizzle out,' he said. Responding to allegations of poor law and order, Mr. Stalin said Mr. Ravi has 'discovered' that there is no security for women in Tamil Nadu and crimes against women are rising. Instant Crop loan Earlier, the Chief Minister launched an instant crop loan scheme under PACS, whereby online loan applications will be processed and loan amounts credited on the same day to the farmers' accounts. 'This replaces the system of the in-person applications in PACs and the time lag of over a week for the loan grant,' said the Chief Minister. This was launched at Balajangamanahalli Primary Agriculture Cooperative Society in Adhiyamankottai in Dharmapuri. Launched as a pilot scheme through select PACS, the scheme would eventually be rolled out across the State. Mr. Stalin issued cheques to 5 beneficiaries unveiling the Scheme. The Chief Minister also unveiled various completed projects and launched the commencement of new development works on the occasion.
