Kharge writes to RS deputy chair on CISF officers blocking protests by MPs

Leader of Opposition in the Rajya Sabha Mallikarjun Kharge on Friday wrote to deputy chairman Harivansh, saying that he was 'shocked' at the manner in which Central Industrial Security Force (CISF) personnel were made to enter the Well of the House during a protest, and pointed out that the situation did not warrant such security measures. 'We are astonished and shocked at the manner in which CISF personnel are made to run into the Well of the House when the members were exercising their democratic right of protest,' the Congress president said in the letter.
He added: We saw this yesterday and we saw this today as well. Has our Parliament been reduced to such a level? This is most objectionable and we condemn it unequivocally.'
The letter came hours after some MPs of TMC and DMK tried to enter the Well during a protest against the special intensive revision (SIR) in poll-bound Bihar, but were blocked by security personnel at the entry point.
However, as some MPs sneaked into the Well and raised slogans, six CISF personnel entered the Rajya Sabha to form a human chain in front of the Chair, leading to outrage of protesting leaders. According to eyewitnesses, on Thursday too, three personnel formed a group in front of protesting Opposition leaders in Parliament.
The CISF took charge of security of the Parliament complex in May last year in the backdrop of a breach on December 13, 2023. Until that day, the security of Parliament was jointly managed by Delhi police, Parliamentary Security Service (PSS) and Central Reserve Police Force (CRPF).
'Marshal are posted right at the gates of the House and come inside only if the speaker asks them to come inside. This season, CISF personnel are on marshal duty too. The new marshals entered the house only after they were called by officials. As is the norm, the officials pressed the bell and called the new marshals inside. The earlier marshals who were part of PSS had worked in the Parliament House for years and were recognised by everyone. The new marshals who entered the house after being summoned weren't recognised and that created the confusion,' an official aware of the matter said.

Parliament saw little legislative business Wednesday as the Opposition attempted to bring up the SIR in Bihar and the government said rules and precedent do not allow for a debate on the Election Commission, which is conducting the exercise. Lok Sabha was adjourned within minutes of its proceedings getting underway. Rajya Sabha proceedings were adjourned until 2 pm soon after it commenced. The RS was later adjourned for the day after the passing of the Carriage of Goods by Sea Bill by voice vote. Opposition parties have repeatedly sought a discussion during this Parliament session on the SIR exercise. Union Parliamentary Affairs Minister Kiren Rijiju, during the second half of LS, told the Opposition that the government is 'very open to take up for discussion any matter'. 'On the issue of SIR which they are disturbing the House (on) from day one, we all know the matter is under the consideration of the Supreme Court and is sub-judice. Under Rule 186 (8), any matter can be discussed in the House only if it does not relate to a matter which is under adjudication by a court of law…' he said. In the past, he said, it had been clearly established in LS that matters 'falling under the domain of the Election Commission cannot be discussed'. 'The House cannot have a discussion on the working of an autonomous body like the Election Commission. Do you want to break the rules established by this House? Do you want to throw out the provisions of the Constitution of India?' he said. Deputy Leader of Congress in LS Gaurav Gogoi said: 'Just to jog the memory of the BJP-led NDA government — Parliament has a long history of discussing electoral reforms and functioning of the EC… There is ample precedent,' he said, citing debates in 1961, 1981 and 1991, among others. Congress MP Manish Tewari said the Rijiju was 'absolutely wrong' and that the House had 'discussed many times' in the past the 'conduct of the Election Commission'. In RS, after ministers laid papers on the table of the House, and an obituary was read out for former J&K governor Satya Pal Malik, Deputy Chairman Harivansh said he would not admit 35 notices received under Rule 267. MPs can seek discussions on urgent matters under Rule 267. '…none of these notices are in adherence to the rules as enunciated in the past…' Harivansh said, sparking protests. Harivansh appealed to members to let the House function during Zero Hour. With the MPs not relenting, the Deputy Chairman adjourned the proceedings till 2 pm. After the House reconvened, members of the Opposition tried to raise a point of order. Bhubaneswar Kalita, who was then chairing Rajya Sabha, said he would allow a point of order only when there was order in the House. He asked all the members to return to their seats. Leader of Opposition in RS Mallikarjun Kharge said: 'When members from this side raise a point of order then you say that the House is not in order. There, they are giving speeches. And, you are allowing them. This is unfair, untenable…' To this, the leader of House J P Nadda said: 'Sir, those who create disorder in the House have no right to raise point of order. If you are so interested, obey the rules accordingly, otherwise the Chair's direction is final.' When Opposition MPs were called to speak on the Bill, they either did not go back to their seats and forfeited their chance, or tried to raise SIR issue. Kalita said nothing would go on record and moved to the next speaker.

A bench headed by Justice Surya Kant instructed the ECI to submit its reply by August 9, specifying the reasons for each deletion, such as death, permanent migration, or duplication. The ECI had previously released a draft roll comprising 7.24 crore voters but excluded more than 65 lakh names, citing various reasons, including 22.34 lakh deletions due to death and 36.28 lakh due to permanent absence or migration. In a prior hearing, the Supreme Court advised the ECI to focus on 'en masse inclusion" rather than 'en masse exclusion", underscoring the significance of every citizen's right to vote. The court's order to disclose detailed, booth-wise information aims to facilitate thorough cross-verification by political parties and the public during the claims and objections period, which lasts until September 1. This is his second trip to the national capital in seven days. During his meeting with Modi, Shinde congratulated him on the success of 'Operation Sindoor' and 'Operation Mahadev'. After his meeting with Shah, he said their discussion centred on administrative matters, particularly the upcoming elections for local governing bodies like the Brihanmumbai Municipal Corporation (BMC) and other civic bodies in Maharashtra. 'I regularly visit Delhi during the Parliament session and, this time, our MPs also met the Union home minister. We discussed issues related to their constituencies, especially matters that require coordination with the central government," Shinde told reporters. 'In the NDA meeting held yesterday, Prime Minister Narendra Modi praised Home Minister Amit Shah, mentioning that he is the longest-serving home minister of the country. The Prime Minister also expressed that Shah still has more work to do in the future, and the alliance partners honoured him for his efforts and contribution." The visit is part of routine coordination between central and state leadership, especially with the upcoming civic elections. The BMC polls, significant for all major political parties, are expected to be announced soon. During the visit, Shinde was accompanied by key members of the Shiv Sena and was expected to meet several other senior leaders in Delhi. He stressed that these visits are part of his regular duties as deputy, especially when Parliament is in session.
