CM flags off e-scooters to boost HIV and health outreach in Himachal
These scooters, provided to the Health Department through the Himachal Pradesh State AIDS Control Society, will be deployed across eight districts of the state to strengthen doorstep medical services.
This first-of-its-kind initiative in Himachal aims to ensure uninterrupted delivery of healthcare services—such as medicine distribution, screening, and counseling—to patients suffering from HIV, Sexually Transmitted Infections (STIs), Tuberculosis (TB), and Hepatitis.
The programme seeks to improve treatment adherence and support viral load suppression among patients, ultimately enabling them to lead healthier, longer lives.
Commending the initiative, the Chief Minister said, 'Red Ribbon Clubs, youth, educational institutions, and NGOs have played a crucial role in raising awareness about HIV.
"Making Himachal Pradesh HIV-free is our shared responsibility. I am confident that these e-scooters will further strengthen our outreach and support mechanisms,' he said.
He further said that over 6,000 people in the state are currently living with HIV, most of whom have achieved viral load suppression—a reflection of the government's sustained efforts and effective policies.
The Chief Minister also emphasised that the promotion of electric vehicles in the state is aligned with the government's commitment to environmental conservation, and the deployment of e-scooters for health services is a step forward in this direction.
Health and Family Welfare Minister Dr. (Col.) Dhani Ram Shandil added that the State AIDS Control Society is actively working through 471 Red Ribbon Clubs in universities, colleges, and industrial training institutes across the state.
"The Adolescent Education Programme is also being implemented in schools. Additionally, the Department of Youth Services and Sports and Nehru Yuva Kendra Sangathan are collaborating to spread awareness about HIV among out-of-school youth," he said. UNI XC SSP

HC seeks Punjab response on Kapurthala oxygen plant closure
The Punjab and Haryana High Court on Tuesday took cognizance of the ongoing crisis at Civil Hospital, Kapurthala, arising from the shutdown of its oxygen generation plant due to a shortage of trained technical staff. Hearing a Public Interest Litigation (PIL) filed by Sunaina, Advocate and Petitioner in Person, a Bench led by Chief Justice Sheel Nagu and Justice Sanjiv Berry directed the State of Punjab to seek instructions and address the matter. Sunaina, contended that the non-operational oxygen plant at Kapurthala has endangered the lives of critical patients and points to a systemic failure in Punjab's healthcare infrastructure. Noting that repeated written complaints by the hospital's Senior Medical Officer and the administration to the Health Department had failed to result in deployment of trained staff, she emphasized that the hospital's reliance on oxygen cylinders is neither sustainable nor reliable, especially in emergencies. Sunaina sought the Court's intervention with a series of directions, including: – Immediate operationalization of the Kapurthala oxygen plant with deployment of trained technical staff; – A comprehensive, time-bound audit of oxygen generation plants across Punjab to assess functionality; – Fixing accountability on officials responsible for lapses and ensuring systemic reforms throughout the state's health department; – Creation of a permanent policy mechanism for regular staffing, maintenance, and emergency repair of essential hospital infrastructure. Arguing that installation of oxygen plants alone is not enough for emergency preparedness, Sunaina stated, 'Maintenance and trained staff deployment are equally vital. The malfunctioning or shutdown of such critical infrastructure causes irreparable harm to patients, especially those in government hospitals serving the poor and marginalized.' She called the situation a recurring systemic failure, not an isolated incident, and urged for judicial oversight and long-term reforms. After hearing the submissions, the High Court ordered the State of Punjab to seek specific instructions and posted the matter for further hearing on September 18. The Bench observed that lives of critical patients are 'gravely endangered' and expressed concern over recurring administrative lapses.

Reliance Consumer Products enters healthy beverages market with Naturedge JV
Mumbai, Aug 19 (UNI) Reliance Consumer Products Ltd (RCPL) has officially entered the healthy functional beverages market by acquiring a majority stake in a joint venture with Naturedge Beverages, the maker of the natural herbal functional drink brand 'Shunya'. The move strengthens RCPL's vision of becoming a "total beverage company" by adding health-focused, herbal-natural offerings to its expanding portfolio, according to a company statement. Naturedge Beverages, founded in 2018 by Siddhesh Sharma of the Baidyanath Group, is known for its flagship brand 'Shunya', a zero-calorie, zero-sugar functional drink infused with Ayurvedic herbs like Ashwagandha, Brahmi, Khus, Kokum, and Green Tea. The joint venture will help scale the 'Shunya' beverage brand across India through RCPL's vast distribution network. RCPL Executive Director Ketan Mody stated that the partnership had strengthened the company's beverage portfolio by offering consumers health-driven alternatives. He added that the collaboration would help position 'Shunya' as a pan-India brand, in line with the rising consumer preference for herbal-natural functional beverages. WHO applauds ICMR-funded study on nutrition's critical role in combating TB
By Shalini Bhardwaj New Delhi: A study funded by the Indian Council of Medical Research (ICMR) has demonstrated the powerful impact of nutritional supplementation on tuberculosis (TB) patients and their families. The World Health Organisation (WHO) has lauded the findings and incorporated them into its updated global guidance on TB control, marking a major milestone in India's contribution to global health policy. "A landmark study by the Indian Council of Medical Research (ICMR), conducted in Jharkhand, has demonstrated the powerful impact of improved nutrition in reducing tuberculosis (TB) cases and fatalities. World Health Organisation (WHO) has recognised this research, incorporating its findings into updated global guidance on TB control, marking a significant milestone in India's contributions to global health policy," the ICMR said in a statement. "In India, tuberculosis and undernutrition are syndemics with a high burden of tuberculosis coexisting with a high burden of undernutrition in patients and in the population. The aim of this study was to determine the effect of nutritional supplementation on tuberculosis incidence in household contacts of adults with microbiologically confirmed pulmonary tuberculosis," said the ICMR study published by The Lancet. "To our knowledge, this is the first randomised trial looking at the effect of nutritional support on tuberculosis incidence in household contacts, whereby the nutritional intervention was associated with a substantial (39-48%) reduction in tuberculosis incidence in the household during 2 years of follow-up. This biosocial intervention can accelerate reduction in tuberculosis incidence in countries or communities with a tuberculosis and undernutrition syndemic," the study said. The study was conducted on 2800 patients with TB across 28 tuberculosis units of the National Tuberculosis Elimination Programme in four districts of Jharkhand. "In this field-based, open-label, cluster-randomised controlled trial, we enrolled household contacts of 2800 patients with microbiologically confirmed pulmonary tuberculosis across 28 tuberculosis units of the National Tuberculosis Elimination Programme in four districts of Jharkhand, India," the study mentioned. "The tuberculosis units were randomly allocated 1:1 by block randomisation to the control group or the intervention group, by a statistician using computer-generated random numbers. Although microbiologically confirmed pulmonary tuberculosis patients in both groups received food rations (1200 kcal, 52 grams of protein per day with micronutrients) for 6 months, only household contacts in the intervention group received monthly food rations and micronutrients (750 kcal, 23 grams of protein per day with micronutrients)," it said. "After screening all household contacts for co-prevalent tuberculosis at baseline, all participants were followed up actively until July 31, 2022, for the primary outcome of incident tuberculosis (all forms). The ascertainment of the outcome was by independent medical staff in health services," the study added. "We used the Cox proportional hazards model and Poisson regression via the generalised estimating equation approach to estimate unadjusted hazard ratios, adjusted hazard ratios (aHRs), and incidence rate ratios (IRRs)," it added.
