Emong maintains strength, to make second landfall; Signal No. 4 remains over 3 areas
The center of the eye of Typhoon Emong was over the coastal waters of Bolinao, Pangasinan packing maximum sustained winds of 120 kilometers per hour near the center, gustiness of up to 165 kph, and moving eastward at the speed of 15 kph.
Tropical Cyclone Wind Signal (TCWS) No. 4 is hoisted over the following areas:
PAGASA said a very intense typhoon will affect these areas and residents will experience winds of greater than 118 km/h up to 184 km/h may be expected in at least 12 hours.

Severe winds
The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Central Luzon (areas not under Wind Signal), Metro Manila, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, and Davao Oriental.
"There is a moderate to high risk of life-threatening storm surge with peak heights reaching 1.0 to 3.0 m within 24 hours over the low-lying or exposed coastal localities of Batanes, Babuyan Islands, mainland Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, and Zambales," said PAGASA.
Hazards affecting coastal waters
The weather bureau reported that a Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon.
Mariners are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Track and Intensity Outlook
"On the forecast track, the center of EMONG will make another landfall in La Union or Ilocos Sur this morning. Afterwards, it will cross the mountainous terrain of Northern Luzon and emerge over the Babuyan Channel before noon," said PAGASA.
Emong will then move northeastward and pass close or over Babuyan Islands by noon or this afternoon then pass near Batanes.
"Emong may maintain its strength as it makes its second landfall. A slight weakening prior to its second landfall due to increasing interaction with the terrain of northwestern Luzon is not ruled out. Nevertheless, the passage of EMONG will trigger a weakening trend, which is expected to continue for the rest of the forecast period." — BAP, GMA Integrated News

According to Transportation Secretary Vivencio 'Vince' Dizon, officials of the Departments of Transportation (DOTr), and the Public Works and Highways (DPWH), along with representatives of NLEX Corp., Valenzuela City and Meycauayan, Bulacan met on Saturday, August 2, to discuss the action plan. Dizon said the group has already designated the work among the agencies, with 10 waterways set to be cleaned. Some will also have to be widened and dredged, as these have been filled with debris and silt. The biggest workload will be along the boundary of Valenzuela and Meycauayan, Bulacan, where all the agencies will be working together. 'Magsasama sama kami nun, magtutulungan kami para mapaluwag na 'yung waterway dun para kahit papaano, kung magbabaha man o matindi talaga 'yung ulan, eh hindi na katulad nung dati,' he said in an interview on GMA Super Radyo DZBB. (We will work together and help each other to clear the waterways so that somehow, even if it floods or the rain is really heavy, it won't be like before.) Dizon said he expects the waterway works to be continuous for two to three weeks, to prevent, if not lessen, flooding in the area. Parts of NLEX were flooded due to the recent rains brought by Tropical Cyclone Crising (international name: Wipha) and the Southwest Monsoon or Habagat, specifically in areas along the Valenzuela Interchange and the Paso de Blas entry and exit. Habagat to persist in Northern Luzon
The Southwest Monsoon (Habagat) will bring rains over Northern Luzon in the next 24 hours, PAGASA said Sunday afternoon. According to 4 p.m. daily weather forecast, the state weather bureau said partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be observed over Batanes and Babuyan Islands. Metro Manila and the rest of the country will experience similar weather conditions due to localized thunderstorms. These severe thunderstorms may cause flash floods and landslides. At 2 p.m., PAGASA said there are no low pressure areas being monitored for tropical cyclone formation. State meteorologists said winds will be moderate to strong, while coastal waters will be moderate to rough in extreme Northern Luzon. Meanwhile, the rest of the country will experience light to moderate wind conditions and slight to moderate coastal water conditions. Flooding in Calumpit, Bulacan due to heavy rains from the Southwest Monsoon (Habagat), July 2025. 24 Oras The reported death toll due to the effects of the Southwest Monsoon (Habagat), and tropical cyclones Crising, Dante, and Emong has reached 38, the National Disaster Risk Reduction and Management Council (NDRRMC) said Sunday. Of this number, three deaths were confirmed and 35 are still for validation. Those injured numbered 33 — with 24 already validated and nine for validation. Meanwhile, those missing totalled eight — four validated and four still for validation. The number of those affected by the effects of the said weather disturbances reached 2,365,343 families or 8,592,630. Of this number, 24,771 families or 91,906 persons stayed inside 839 evacuation centers, while 32,320 families or 123,624 were outside evacuation centers. "A total of 73,015 damaged houses are reported in Region 1, Region 2, CAR, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, NIR, Region 7, Region 9, Region 10, Region 11, Region 12, CARAGA, BARMM," the NDRRMC said. Those partially damaged were 64,558 houses, while 8,457 suffered total damage. Agricultural damage was pegged at P3,277,533,297.68 in terms of production loss. "The estimated cost of damage to infrastructure amounting to Php 13,957,967,538.52 was reported in Region 1, Region 2, CAR, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, NIR, Region 10, Region 12," the NDRRMC said.
