Emong intensifies as 3 areas under Signal No.3; Dante maintains strength
Severe Tropical Storm Emong moving southwestward over the sea west of the Ilocos Region with Signal No. 3 raised over two areas while Tropical Storm Dante maintains its strength with no signals raised, according to the 5 a.m. Tropical Cyclone Bulletin posted by PAGASA. The center of the Emong was estimated at 245 kilometers eest of Bacnotan, La Union packing maximum winds of 110 kilometers per hour, gustiness of up to 135 kph and moving southwestward at the speed of 25 kph. The center of Tropical Storm Dante was estimated at 790 kilometers east Northeast of Itbayat, Batanes packing maximum sustained winds of 75 kilometers per hour near the center, gustiness of up to 90 km/h, and central pressure of 994 hPa. Dante is moving north northwestward at the speed of 15 kph. There will be strong to gale-force winds that extend outwards up to 550 km, but there are no wind signals currently raised. Enhanced Southwest Monsoon PAGASA reported that the enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Metro Manila, the rest of Central Luzon, CALABARZON, Bicol Region, MIMAROPA, Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, and Davao Oriental. A Gale Warning is in effect over the western seaboards of Luzon, the state weather bureau added. "Emong is forecast to move generally southeastward before turning north northeastward in the next 24 hours. On the forecast track, Emong may pass close to Pangasinan this afternoon and may make landfall over Ilocos Region tonight or tomorrow early morning. After traversing the Northern Luzon, the center of EMONG will re-emerge over the Luzon Strait and may pass close to Babuyan Islands," PAGASA said. "Emong intensified into a severe tropical storm at 2:00 AM today. Further intensification into typhoon is possible prior to its landfall," the agency added.

DOTr presses MRT-7 contractors, skyway management over Flooding Concerns
The Department of Transportation (DOTr) called on the contractors of the MRT Line 7 project and the Skyway management to address construction-related issues allegedly contributing to flooding in Quezon City. Transportation Secretary Vince Dizon said he had met with the contractors of the MRT-7 project and directed them to clear any obstructions blocking drainage systems along Commonwealth Avenue. The Metropolitan Manila Development Authority (MMDA) earlier said the construction of the MRT-7 Batasan Station may have partially obstructed the flow of rainwater, worsening flooding in the area. According to the agency, a manhole was built directly above existing drainage pipe culverts, and a footing wall may also be impeding water flow. Dizon also raised concerns about the Skyway's downspouts, which were reportedly not connected to proper drainage. The transportation chief said he instructed both SMC and the Department of Public Works and Highways (DPWH) to coordinate and fix the issue. The SMC denied that MRT-7 structures caused the flooding. The company said all project components in the area were constructed outside existing drainage lines and in compliance with approved plans. It added that while a portion of the drainage system was affected during earlier phases of construction, it was fully restored and certified by the DPWH in March 2025. SMC also said an inspection after the recent flooding revealed that the drainage outlet was heavily clogged with plastic waste and debris, which may have reduced its capacity to carry rainwater. The company noted that no documents have been presented so far to prove that MRT-7 structures obstructed drainage. The National Disaster Risk Reduction and Management Council (NDRRMC) reported that six people have died due to the combined effects of Tropical Cyclone Crising, the southwest monsoon (Habagat), and a low-pressure area. Over 1.2 million people across the country, excluding Eastern Visayas, have been affected.

Marcos defends Remulla's 'announcements'
President Ferdinand "Bongbong" Marcos Jr. defended DILG Secretary Jonvic Remulla following criticisms related to his department's style of announcing class and work suspensions. When asked about this, Marcos told reporters covering his trip in Washington, DC, that he is "not a judge of literary style." 'As long as he gets the message across, that's what it's for. DILG's Remulla says sorry for humorous class, work suspension announcements
Interior and Local Government Secretary Jonvic Remulla on Wednesday apologized for the humorous posts of his department for the announcement of class and work suspensions due to the bad weather. Remulla told GMA Integrated News' Unang Balita in an interview that he was not downplaying the struggle of the public and that he was just trying to lighten their mood. Twelve people were reported dead due to the impact of Tropical Cyclone Crising and the Southwest Monsoon or Habagat, the Philippine National Police (PNP) said Wednesday. Five of the fatalities were recorded in Calabarzon. Negros Island Region had three fatalities. One fatality each meanwhile was reported in Metro Manila, Mimaropa, Northern Mindanao, and Bangsamoro Autonomous Region in Muslim Mindanao (BARRM). The victims died due to drowning and falling trees.
