Amid Opp uproar: Rajya Sabha clears Bills on ST reservation in Goa House, merchant shipping through voice vote

The Rajya Sabha on Monday passed two significant Bills – the 'Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025, and the 'Merchant Shipping Bill, 2025′ – through voice vote, as the Opposition members staged a walkout over their demand for a discussion on the special intensive revision (SIR) of electoral rolls in Bihar. The Upper House, which reconvened at 2 pm, took up the discussion on the Manipur Appropriation Bill, 2025, and The Manipur Goods and Services Tax (Amendment) Bill, 2025. Opposition MPs reached the House as the debate was going on and Leader of Opposition Mallikarjun Kharge was briefly allowed to speak by Sasmit Patra, who was in the Chair. Kharge sought to raise the issue of their protest march to the EC office, which the treasury benches strongly objected to, leading to a brief uproar. Leader of the House J P Nadda criticised the Opposition for disrupting proceedings and causing 'anarchism and obstructionism'. Patra said anything which doesn't pertain to the discussion on the schedule legislative business will not go on record. Amid the din, the Upper House returned the two Manipur Bills to the Lok Sabha through voice vote. Finance Minister Nirmala Sitharaman slammed the Opposition for opposing the Manipur budget. She said while the Opposition MPs speak about Manipur, when its budget and GST Bills are being taken up, they are not just protesting on some other issue, but also voting against it. The Opposition soon staged a walkout, after which Union Minister Sarbananda Sonowal moved the Merchant Shipping Bill, which is aimed at consolidating and amending the law relating to merchant shipping to ensure compliance with India's obligation under the maritime treaties. The Rajya Sabha passed the Bill with a voice vote; the Lok Sabha had passed it on August 6. Union Law Minister Arjun Ram Meghwal moved 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025′ for consideration and passage in the Upper House. He said the Bill seeks to provide representation to the Scheduled Tribes in the 40-member state Assembly, which has one seat reserved for Scheduled Castes but none for STs. The Upper House passed the Bill through voice vote; it was passed by the Lok Sabha on August 5.

DC hints at fresh orders for PU polls if needed

Chandigarh: Outsiders and unlawful elements trying to disturb peace by assembling at Panjab University campus ahead of student polls could face action under Section 144 already in force in Chandigarh, deputy commissioner Nishant Kumar Yadav said. This came hours after SSP Kanwardeep Kaur affirmed that the order was in force in the city during a meeting with PU student leaders and officials. The deputy commissioner clarified that the provision was not meant to restrict student campaigning for PUCSC elections, but added that the situation would be reassessed and if required, specific orders for the polls would be issued. Section 144 is already in force in Chandigarh. It was imposed from July 7 for 60 days, up to and including September 4. SSP Kanwardeep Kaur made this clear during her meeting with university officials and student leaders at the Student Centre on Monday. Dean, student welfare, Prof Amit Chauhan said that when students asked about prohibitory orders, the SSP told them Section 144 was already operational in the city. As a Union Territory and capital of two states, Chandigarh often attracts protesters from Punjab and Haryana, making such an order necessary to deal with volatile situations. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Man Saves Pennies For 45 Years, Then Realizes What They're Worth Undo DC Yadav, who imposes Section 144 as the District Magistrate, said the provision could be applied on the PU campus if outsiders or unlawful elements gathered to create trouble, and violations would draw action under Section 188 of the IPC. "We will reassess the situation regarding PU polls and, if needed, pass specific orders. The situation is being closely monitored," he said. Security has been under scrutiny in recent days. PU officials said that cricket bats, sticks and a few sharp-edged weapons were recovered during recent police-assisted raids in hostels. Similar articles have been found in vehicles during naka checks on campus. Karan Parmar, a student of Gandhian and Peace Studies, requested that such checks be carried out by PU security staff instead of the police. The DSW later said the request had been conveyed to the police, adding that if anything objectionable was found, it would be handled by police, while routine checks would be done by PU security. Prof Chauhan said that students have been told rallies will not be tolerated and two or more cars from the same party will be treated as a rally. Vehicles with party stickers are barred from entering the campus. In the meeting, Ambedkar Student Association president Gautam Bhoria raised concerns over anonymous social media pages "going below the belt" with defamatory and trolling content aimed at students. The SSP advised them to report such pages to the cyber cell for action. PU has seen politically charged incidents before. In November last year, when Punjab chief minister Bhagwant Mann visited the campus, 14 students were booked after a clash with police. A student was killed on campus in March. Confrontations between rival student groups have also led to FIRs recently. With the elections expected in early September, officials say the the current Section 144 order provides a baseline for security, with room for tighter, poll-specific restrictions if outsider-fuelled disturbances threaten campus peace. BOX- Students asked that vehicle checks be handled by PU security instead of police, with police stepping in only if objectionable items are found Students raised the issue of defamatory anonymous social media pages and sought cyber cell action Police-assisted hostel raids have yielded bats, sticks and sharp-edged weapons. Naka checks on campus have recovered sticks and similar items from vehicles. DSW instructed that two or more cars of the same party moving together will be treated as a rally, and no vehicle with party stickers will be allowed inside the campus. US Supreme Court petition seeks to overturn 2015 legalization of same-sex marriage

Kim Davis , the former Kentucky county clerk jailed in 2015 for declining to issue marriage licenses to same-sex couples citing religious objections, has formally petitioned the US Supreme Court to overturn its 2015 decision in Obergefell v. Hodges . The landmark ruling legalized same-sex marriage nationwide. Davis's petition for a writ of certiorari seeks a rehearing of the case and argues that the decision was 'egregiously wrong.' Her attorney, Mathew Staver, said the ruling was a mistake that 'must be corrected.' The petition comes amid renewed discussion within some religious and political groups about the precedent. In June, Southern Baptists voted to endorse a ban on same-sex marriage, including a formal call to reverse the Supreme Court's 2015 decision. Live Events Public opinion polling shows shifting attitudes over the past decade. Gallup reported that in 2015, 60 per cent of Americans supported same-sex marriage. That figure rose to 70 per cent in 2025. However, Republican support for same-sex marriage has declined from 55 per cent in 2021 to 41 per cent in 2025. The Supreme Court has not yet indicated whether it will hear Davis's case. If accepted, it would be the first time since the original ruling that the justices have agreed to consider overturning the legalization of same-sex marriage.
