UK-GCC FTA ‘in last mile'; to be signed by year-end: Qatar's envoy to Britain

The UK-GCC (Gulf Co-operation Council) free trade agreement (FTA) is on its last mile and expected to be signed by the end of this year, according to Sheikh Abdulla bin Mohammed al-Thani, Qatar's ambassador to the UK.
"It (the UK-GCC FTA) is in the last mile and by the end of this year we should see the light in the tunnel," Sheikh Abdulla said at a function where a report 'The Economic Contribution of Qatari Investments in the UK', prepared by the Centre for Business and Economic Research (CEBR), was launched.
The Gulf countries - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE - which have embarked on reforms to diversify their economies away from hydrocarbons, view that benefits would be plentiful and that the US' tariff policies have now given a renewed thrust for the UK to reach a FTA with the GCC.
Highlighting that the GCC are open trading nations, British ambassador to Qatar Neerav Patel said: "I think now or never would be an important moment for us to show the signal that we are ready to deepen that trading partnership to our mutual benefit."
Finding that it (FTA) is one of those areas that sometimes don't get the headlines or the public attention; he said but there's a lot of work going on behind the scenes to try and make that a success.
The UK believes a GCC FTA would increase bilateral trade by 16% and could add an extra £8.6bn a year to the existing £57.4bn worth of annual trade between the two sides.
In reply to written question in the UK parliament, Douglas Alexander, Minister of State for Trade Policy and Economic Security had in December last year said talks throughout the autumn have continued to be constructive, with good momentum from the GCC, which has enabled further treaty text to be agreed. The focus from both sides is on achieving a modern and commercially meaningful agreement.
A mutually beneficial FTA between the UK and the GCC will deliver economic growth, higher wages and new investment, he said, adding the negotiation is progressing at pace and good progress is being made in services, investment and digital; goods; and other areas such as sustainable trade, including environment and labour.
"Central to growing our economy and ensuring working people in every community feel the benefits of that growth, is an expansion of FTAs with strategic partners," according to him.
The UK's recently appointed Economic Secretary to the Treasury, Emma Reynolds, had described a FTA with the GCC as 'in development'.
The GCC secretary-general Jasem Mohamed AlBudaiwi had last year highlighted a strong interest from the new British government (under Keir Starmer) and a genuine desire to wrap up the FTA negotiation rounds.

Abu Dhabi: The Federal Tax Authority (FTA) has reaffirmed its continued efforts to enhance and diversify its awareness campaigns and communication channels to effectively reach all stakeholders involved in tax implementation. This aims to strengthen engagement with taxpayers and beneficiaries across all emirates of the UAE, while highlighting the Authority's continuously expanding range of services. The FTA stated that over the past year and the first half of the current year, several innovative campaigns, programmes, and activities have been launched to meet the tax awareness needs of the business community and various segments of Emirati society. The FTA announced that it conducted 85 awareness activities during the first half of 2025, benefiting 28,000 participants, marking a 21% increase compared to 70 activities held during the same period in 2024. The increased number of workshops aims to ensure there are no gaps in tax-related knowledge. According to the Authority, 53 virtual events were conducted in the first half of 2025, compared to 43 in the same period in 2024, while 24 in-person events were held, down slightly from 27 events during the first half of last year. The FTA confirmed that it continues to advance its plans in support of the second cycle of the Zero Government Bureaucracy Programme. These efforts are focused on enhancing digital integration with relevant authorities, continuously improving users' digital experiences. The Authority also explained that its awareness activities including its Customer Councils, which are held across all emirates focus on organising consultative sessions and dialogues with representatives from the business community and stakeholders. These sessions are designed to gather input and suggestions regarding the FTA's initiatives and projects aimed at reducing unnecessary tax procedures, eliminating repetitive or redundant requirements, enhancing government integration, promoting data sharing. Zahra Al Dahmani, Director of Taxpayer Services at the FTA, stated: 'As part of our ongoing efforts to diversify awareness tools and communication channels in line with current needs, we continue to engage the business community by incorporating their ideas and suggestions into the FTA's sustainable development plans. These efforts are aimed at maintaining the highest levels of efficiency, quality, and flexibility while simplifying and streamlining procedures.' She added: 'The FTA has launched new awareness campaigns and programmes to introduce its services and initiatives and has continued to expand its core awareness activities. Key initiatives introduced include the 'Tax Talks' workshops, which benefited 72 participants through three sessions; two workshops on 'Tax Certificates', which served 1,330 participants; six workshops on the 'EmaraTax' digital tax services platform, which attracted 2,044 participants; and two workshops on 'Tax Updates', with 1,824 participants during the first half of 2025.' Al Dahmani emphasised that the FTA's awareness efforts highlight the ongoing legislative and procedural developments in the tax system, as well as the various digital transformation projects launched by the Authority. These projects aim to accelerate service delivery, reduce paper-based processes, minimise documentation requirements, and provide more accessible and efficient services all with the goal of delivering tangible results in a short timeframe. Saudi Basic Industries Corporation, the Middle East's biggest petrochemicals company, reported a third consecutive quarterly loss on Sunday, after deciding to shut a cracker production plant in the UK as part of a restructuring drive. Sabic posted a net loss for the three months to the end of June of 4.07 billion riyals ($1.09 billion), compared with a net profit of 2.18 billion riyals during the same period last year, it said in a filing to the Tadawul stock exchange, where its shares are traded. The results missed analysts' expectations of a profit of 504 million riyals, Reuters reported. Sabic, which is 70 per cent owned by oil major Saudi Aramco, has posted three consecutive losses in quarterly profits as the chemicals industry grapples with weak demand that has affected sales. The company attributed the latest loss mainly to a 3.78-billion-riyal impairment related to the closure of its cracker plant in Teesside, the UK. 'This action is in line with the company's review of its business portfolio with the aim of reducing costs and improving profitability,' Sabic said. It also cited impairment charges for its investment in Swiss speciality chemicals maker Clariant due to its share price decline. Revenue during the latest quarter, however, rose 3 per cent from the previous three-month period, to 35.6 billion riyals due to 'increased sales volumes offset by a decrease in average product selling prices', the company said. Shares declined 2 per cent to 53.55 riyals each. Market sentiment remained uncertain during the second quarter of 2025, weighed down by global economic uncertainty and geopolitical tension, Sabic said. The manufacturing purchasing managers' index averaged slightly below 50, signalling persistent softness in demand, the company added. Sabic is playing a key role in Saudi Arabia's plan to reduce its reliance on oil exports. The company said projects such the Petrokemya MTBE plant in Saudi Arabia and Sabic Fujian complex in China were progressing according to plan. Last year, Sabic announced investments worth $6.4 billion in the Sabic Fujian petrochemical complex as part of its expansion plans in the world's second-largest economy.
