Debt re-profiling with Chinese IPPs: PD, FD likely to share implementation proposal

ISLAMABAD: The Power Division and the Finance Division are likely to share final proposal for complete implementation of power sector debt re-profiling with Chinese IPPs to impact the existing tariff with Prime Minister Shehbaz Sharif in a few days, well informed sources told Business Recorder.
This information was recently shared by the Power Division with the Prime Minister, following which Chinese Ambassador to Pakistan Jiang Zaidong held a meeting with the Minister for Power Sardar Awais Khan Leghari. China International Capital Corporation (CICC) had initiated the due diligence which halted for awhile, after the killing of three Chinese officials near Karachi airport in a suicide attack.
Currently, Central Power Purchasing Agency-Guaranteed (CPPA-G), the Market Operator (MO) owes about Rs 475 billion to Chinese CPEC IPPs.
Chinese IPPs face Rs500bn in unpaid dues
The government wants the Chinese IPPs to write-off huge Late Payment Surcharge (LPS) which they have not agreed to and have urged Pakistani authorities to take up this thorny issue with Beijing as they are unauthorized to take any final decision on it. Prime Minister, Sharif who is visiting China to attend the Shanghai Conference at the end of current month, is expected to table this issue before the top Chinese leadership. Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, who also heads CPEC affairs is finalizing the wish list for the Prime Minister.
Power Division with the support of Finance Division is finalizing the requisite documents with about 18 commercial banks to disburse the amount of Rs 1.275 trillion to retire power sector circular debt to bring it down from current level of Rs 1.614 trillion to around Rs 330 billion.
The sources said since a major chuck of banks loans of Rs 1.275 trillion are to be given to the ' protesting' Chinese CPEC IPPs, the government wants a discount like offered by other IPPs on account of LPS. This will have significant impact on the balance sheets of Power Holding Limited (PHL).
'Circular debt swap arrangement is under discussion for loan of Rs 1.225 trillion to be parked in CPPA-G. Base loan of PHL of Rs 660 billion is assumed for FY 25 with additional loan Rs 565 billion to be availed from commercial banks ,' the sources quoted Power Division as informing the Prime Minister.
Swap of circular debt stock of Rs 2.4 trillion in six years is to be through re-financing of Rs 1.275 trillion at cheaper rates to be serviced by Debt Service Surcharge (DSS) of Rs 3.34 / kWh. However, this cap will be removed as per agreement with the IMF to bridge any gap in collection.
The Cabinet approved the transaction on June 18, 2025 with 16 documents received from banks and 5 documents awaited. In this regard Power Division's team was in Karachi to finalize the remaining documents with the banks. The package is to be executed on Friday (Aug 15) or next week. Drawdown to be in place on execution within 90 days.
Power Division has harvested Rs 260 billion LPI waiver as of June 30, 2025 whereas Rs 76 billion is under negotiation- nuclear Rs 32 billion + 17 billion RLNG, Uch 8 billion and Rs 19 billion miscellaneous.
According to Power Division, it has signed renegotiated settlement agreements with 42 power projects of which contracts of 6 were terminated. Tariffs with 16 thermal power plants, 9 baggasse-fired power plants, 4 GPPs/RLNG, 2 Gencos, 6 nuclear power plants have been completed. The reduction is now translated through QTAs.
The Prime Minister has also been informed that negotiations with 34 power projects are also underway. Of this 3 projects are hydel of KPK, 3 SHPs in GEPCO jurisdiction, 18 CPEC (5 wind, 3 solar, 1 HVDC, 7 coal, 2 hydel) 2 Korean, (Laraib and Lucky), 3 DFC Wind and WAPDAs' Neelum Jhelum Hydropower project is expected to be operational after two years.

China's Zhenhua Oil is set to double its oil offtake from Abu Dhabi National Oil Co to 200,000 barrels per day after taking on a new role leading development of one of the exporter's top oilfields, three Chinese industry sources said. In January, the smallest of China's state oil companies replaced French major TotalEnergies following a bidding process to become asset leader for Bu Hasa, the largest onshore oilfield in the United Arab Emirates, the sources said. Orsted said in a statement the Danish state, which owns just over half the company, has agreed to subscribe to a similar portion of the share issue, upholding a majority stake. With that new role, in which Zhenhua is responsible for setting Bu Hasa's development plan and meeting production and cost targets, it also agreed a new annual deal to receive an additional 5 million tonnes from ADNOC, the sources said. The offtake deal, finalised around April, and Zhenhua's role in Bu Hasa have not been previously reported. It adds to Zhenhua's 100,000 bpd offtake agreement as an equity holder in ADNOC Onshore.

Indian Prime Minister Narendra Modi is set to meet Chinese President Xi Jinping at the end of the month when he travels to China — his first visit in seven years — to attend the summit of the Shanghai Cooperation Organisation, a regional security bloc. Power minister voices dismay over lack of consultation

The minister for power has expressed concerns over ignoring the Power Division while providing electricity consumption data of shipbreaking and recycling processes for tariff categorisation and determination by the National Electric Power Regulatory Authority (Nepra). The Economic Coordination Committee (ECC) of the cabinet, in a recent meeting, held discussions on declaring shipbreaking and recycling as an industry. It directed the Maritime Affairs Division to consult the Power Division while gathering data of electricity consumption in shipbreaking and recycling for tariff categorisation and determination. The power minister expressed reservations that the Power Division had not been consulted to ascertain the total electricity consumption by the shipbreaking sector, which was essential. The Ministry of Maritime Affairs recalled that the ship recycling facility at Gaddani, Balochistan had once been the third largest in the world. The sector has largely been operating informally without being officially given the industry status. However, the shipbreaking and recycling sector has been accepted as an industry by the Balochistan Development Authority. The ministry said that the Federal Board of Revenue (FBR), on the recommendation of the Engineering Development Board, had notified Customs General Order No 04/2022 containing a list of locally manufactured goods for providing exemptions and concessions from duties and taxes under the concessionary regimes/SROs for items not manufactured locally. The Pakistan Ship Breakers Association was the only entity manufacturing re-rollable and re-meltable scrap through ship recycling, adding value and providing direct employment to 20,000-24,000 skilled and unskilled workers at Gaddani, along with indirect employment to scores of women in the surrounding areas. The ministry explained that the re-rollable scrap was the key raw material for re-rolling to produce construction bars. Owing to its mild steel composition and strength, it has also been the primary raw material for hundreds of cottage industries, operating in Punjab and across the country, producing thousands of tools and hardware items for industrial and domestic use. It is also used in the manufacturing of wire rods and agricultural implements. The re-meltable scrap (HMS 1&2) is consumed by steel melting furnaces, including large steel manufacturing units, to produce ingots, billets and re-bars. The ministry added that Pakistan had acceded to the International Convention for the Safe and Environmentally Sound Recycling of Ships 2009, known as the Hong Kong Convention, in November 2023. The convention aims to ensure that ships, when recycled at the end of their operational life, do not pose unnecessary risks to human health, safety or the environment. It deals with environmentally sound recycling of ships, the establishment of safe facilities for hazardous material disposal and the welfare of workers engaged in ship recycling. The Hong Kong Convention was set to take effect on June 25, 2025. Therefore, the formal declaration of ship recycling as an industry was necessary to implement the convention within the given timeframe. The Ministry of Maritime Affairs requested the Ministry of Industries and Production to initiate the process for granting industry status to shipbreaking and recycling. The Ministry of Industries responded that there was no specific legal criterion to determine which sector could be declared as an industry. However, as per precedent, each request for such a declaration is submitted by the relevant ministry to the federal cabinet through sharing a summary with the ECC. The Ministry of Maritime Affairs told the forum that a summary seeking the ECC's approval was submitted to the cabinet on March 26, 2025. The cabinet called for obtaining views of the relevant stakeholders, including the ministries of commerce and finance as well as the FBR. These stakeholders supported the proposal. In light of that, the ministry recommended that the shipbreaking and recycling sector should be formally declared an industry to enhance the local manufacturing of re-rollable and re-meltable scrap and to comply with the standards set by the Hong Kong Convention. The ECC's approval was sought for the proposal, which considered the summary submitted by the Ministry of Maritime Affairs and approved the proposal.
