Row as AAP Delhi spokesperson named Punjab Pollution Control Board chief
Aam Aadmi Party (AAP) government in Punjab on Monday appointed the party's Delhi spokesperson, Reena Gupta, as chairperson of the Punjab Pollution Control Board (PPCB), triggering a row with opposition parties slamming the move to name a non-Punjabi for the top post.
Apart from Gupta, the Punjab government on Monday appointed 31 people, mostly from the AAP, as chairmen, directors, and members in various government boards and corporations of the state. Gupta will be the first women chairperson of PPCB and 27th overall since the formation of the board.
According to sources privy to the developments, Gupta was the only candidate from Delhi for the post of PPCB chairperson. 'The remaining 27 were mostly from Punjab, including top engineers and two former IAS officers,' the official said, pleading anonymity.
Chief secretary KAP Sinha-led selection panel on Friday had shortlisted the incumbent PPCB chairperson Adarsh Pal Vig and Thapar University professor Amit Dhir, apart from Reena Gupta for the post. However, chief minister Bhagwant Mann selected the name of Reena Gupta and her appointment was notified on Monday, the official added.
Established in 1975, the PPCB is a nodal agency in matters related to enforcing environmental regulations and managing pollution in Punjab. It is also the nodal figure during farm fires and one of the vital agencies which formulates policies to tackle stubble burning.
As per Gupta's online profile, she has served as an adviser to the government of Delhi during the AAP government and also has experience working with the World Bank. She was also the AAP spokesperson in Delhi.
'Reena has worked extensively for the party and advised the Delhi government during the AAP regime on the issues of environment, education and other fields. She has vast knowledge on the issue of environment, and her selection is on merit', said an AAP leader who didn't wish to be named.
Another non-Punjabi, Deepak Chauhan, has been made chairman of the Punjab Large Industrial Development Board.
The opposition parties have slammed the move. Leader of Opposition and senior Congress leader Partap Singh Bajwa said two non-Punjabis have been made chairperson of important bodies. 'Deepak Chauhan, ex-PA to backroom boss Sandeep Pathak, hailing from UP, is now chairman of Punjab's Large Industrial Development Board. He has no industrial experience. Meanwhile, Reena Gupta — another non-Punjabi & Former Delhi SEIAA member — is now chairperson of Punjab Pollution Control Board. 'Nepotism? No no… it's called Badlav. ', he said on X.
SAD president Sukhbir Singh Badal said that CM Mann has surrendered two of the top posts in the state to outsiders.
'Now he (CM Mann) has surrendered two key posts - Chairperson of the Punjab Pollution Control Board & Chairman of the Punjab Large Industrial Development Board to acolytes of Kejriwal,' Sukhbir said on X.
'Never before in the history of the state have outsiders been handed over all important posts,' Badal added on X.

Nominations for standing committee posts filed
New Delhi: Nominations for the posts of chairperson and deputy chairperson of the Municipal Corporation of Delhi 's pivotal standing committee were filed on Friday. Satya Sharma of BJP submitted her papers for the post of chairperson, while Sunder Singh filed for deputy chairperson. For the Aam Aadmi Party , Praveen Kumar and Mohini Jeenwal filed their nominations, respectively, for the posts of chairperson and deputy chairperson. Chief Minister Rekha Gupta on Friday said the Delhi government will set up 7,000 smart classrooms in its schools by the end of the year. She added that 175 digital libraries and 100 A.P.J. Abdul Kalam Language Labs offering foreign language instruction in English, French, and German will also be made operational in the Delhi government-run schools. The CM made the announcements following a meeting she chaired with the principals of Delhi government schools in her Assembly constituency of Shalimar Bagh. 'Intimidating parents' In a social media post later in the day, she spoke about the 'alarming reports of schools employing bouncers to intimidate parents and students'. 'Education is a right, not a business. Our children deserve compassion, not coercion. Schools must remain spaces of learning, values, and nation-building,' the CM said. Her comments come a day after the Delhi High Court expressed dismay at the 'reprehensible practice' by Delhi Public School, Dwarka, of allegedly hiring bouncers to block the entry of the students who had not paid the increased fee. Ms. Gupta hit out at the previous Aam Aadmi Party (AAP) government for engaging in 'propaganda about improving education' while 'failing to provide' basic education infrastructure despite being in power for 11 years, citing the state of a government school in her constituency's Haiderpur village. 'The area neither has an English-medium school nor a higher secondary school where science is taught,' she said. The CM added, 'Their much-celebrated school buildings were structurally weak — one built in 2018 deteriorated within just two years. This exposes their 'education model' and shows that it was merely a facade.' She said that many government schools lack proper sports grounds, face hygiene and security issues, and suffer from acute staff shortages. 'Ad hoc hirings' 'Many still do not have full-time principals and are run on ad hoc arrangements,' said Ms. Gupta. 'We are ensuring recruitment for all vacant positions, appointment of permanent principals, and deployment of adequate security and sanitation employees in our schools,' said the CM. She also criticised the Delhi Board of School Education, which was started by the previous AAP government, saying, 'This parallel board could pose issues for students seeking college admissions and may affect the recognition of their certificates in India and abroad. Such decisions [to create a new board] endanger the future of our children.' Ms. Gupta also inaugurated a water cooler at a school in Shalimar Bagh and said that plans are being made to instal such machines in all the nearly 1,000 schools run by the Delhi government as well as in other parts of the city. Stalin says Ministry of Home Affairs' remarks on delimitation are ‘vague'
Seeing a 'sinister design' by the Narendra Modi-led government in Census 2027 and the subsequent delimitation, Tamil Nadu Chief Minister M.K. Stalin on Friday said the remarks of the Union Ministry of Home Affairs over the proposed delimitation exercise were 'vague' and further called for a 'clear Parliamentary commitment and a suitable Constitutional amendment.' Mr. Stalin also endorsed the edit published in The Hindu — 'Injustice in the delay - The announcement of the Census is welcome, but the delay is unjust'. On Thursday, a social media post of the Union Ministry of Home Affairs (MHA) said Union Minister Amit Shah had clarified on many occasions that in the delimitation exercise, concerns of southern States would be taken care of and discussed with all concerned at an appropriate time. 'The MHA claims that the concerns of affected States will be addressed. But these are vague remarks. What is needed is a clear Parliamentary commitment and a suitable Constitutional amendment,' Mr. Stalin said in a social media post. Recalling the abrogation of Article 370, Mr. Stalin said: 'The Union government spoke of restoring Statehood to Jammu and Kashmir. Elections were held. Assurances were given in the Supreme Court. Yet, Jammu and Kashmir remains a Union territory. This is the track record of the BJP we are dealing with.' If the Union government proceeded with delimitation based on the Census 2027, the democratic power of peninsular India would be 'reduced to irrelevance,' Mr. Stalin contended. Taking a swipe at his party's rival, AIADMK, over their electoral alliance with the BJP, Mr. Stalin, also the DMK president, said: 'Even if betrayers like the ADMK [AIADMK] choose to kneel before the BJP for their political survival, the people of Tamil Nadu, led by the DMK, will never allow our State to be punished for its progress. Tamil Nadu will fight! Tamil Nadu will win!' Claiming that the delay in the Census was 'no accident', Mr. Stalin further said that the delimitation plan was 'no coincidence' and the danger that he warned of was 'at our doorstep.' There was a 'sinister design' in how the BJP-led Union government was implementing the national Census and the subsequent delimitation, Mr. Stalin said: 'Developed States, especially in the non-Hindi speaking south, which followed population control norms, will now be punished. Meanwhile, States that disregarded population control for decades are set to gain more seats in Parliament. This unfair shift skews the federal balance and rewards irresponsibility.' He also recalled his warning about this 'design' and referred to the contention of senior Congress leader and former Union Minister P. Chidambaram on 'how this sleight of hand is unfolding.' Mr. Stalin emphasised: 'The time has come not only to be vigilant but also to craft counter-strategies to safeguard the South's voice.' The Census 2027 would form the basis for the next delimitation, replacing the 1971 data, he said, and further asserted that this gave the Union BJP-led government the means to 'restructure Parliamentary representation to its advantage, at the cost of the southern States.'
