Row as AAP Delhi spokesperson named Punjab Pollution Control Board chief
Apart from Gupta, the Punjab government on Monday appointed 31 people, mostly from the AAP, as chairmen, directors, and members in various government boards and corporations of the state. Gupta will be the first women chairperson of PPCB and 27th overall since the formation of the board.
According to sources privy to the developments, Gupta was the only candidate from Delhi for the post of PPCB chairperson. 'The remaining 27 were mostly from Punjab, including top engineers and two former IAS officers,' the official said, pleading anonymity.
Chief secretary KAP Sinha-led selection panel on Friday had shortlisted the incumbent PPCB chairperson Adarsh Pal Vig and Thapar University professor Amit Dhir, apart from Reena Gupta for the post. However, chief minister Bhagwant Mann selected the name of Reena Gupta and her appointment was notified on Monday, the official added.
Established in 1975, the PPCB is a nodal agency in matters related to enforcing environmental regulations and managing pollution in Punjab. It is also the nodal figure during farm fires and one of the vital agencies which formulates policies to tackle stubble burning.
As per Gupta's online profile, she has served as an adviser to the government of Delhi during the AAP government and also has experience working with the World Bank. She was also the AAP spokesperson in Delhi.
'Reena has worked extensively for the party and advised the Delhi government during the AAP regime on the issues of environment, education and other fields. She has vast knowledge on the issue of environment, and her selection is on merit', said an AAP leader who didn't wish to be named.
Another non-Punjabi, Deepak Chauhan, has been made chairman of the Punjab Large Industrial Development Board.
The opposition parties have slammed the move. Leader of Opposition and senior Congress leader Partap Singh Bajwa said two non-Punjabis have been made chairperson of important bodies. 'Deepak Chauhan, ex-PA to backroom boss Sandeep Pathak, hailing from UP, is now chairman of Punjab's Large Industrial Development Board. He has no industrial experience. Meanwhile, Reena Gupta — another non-Punjabi & Former Delhi SEIAA member — is now chairperson of Punjab Pollution Control Board. 'Nepotism? No no… it's called Badlav. ', he said on X.
SAD president Sukhbir Singh Badal said that CM Mann has surrendered two of the top posts in the state to outsiders.
'Now he (CM Mann) has surrendered two key posts - Chairperson of the Punjab Pollution Control Board & Chairman of the Punjab Large Industrial Development Board to acolytes of Kejriwal,' Sukhbir said on X.
'Never before in the history of the state have outsiders been handed over all important posts,' Badal added on X.

NDA V-P candidate Radhakrishnan files nomination in presence of PM Modi
NDA candidate C P Radhakrishnan on Wednesday filed his nomination papers for the vice presidential election in the presence of Prime Minister Narendra Modi, Defence Minister Rajnath Singh, Home Minister Amit Shah and other senior leaders. Modi, flanked by Radhakrishnan and senior NDA leaders, handed over four sets of nomination papers to Rajya Sabha Secretary General P C Mody, who is the returning officer for the vice presidential election. The four sets of nomination papers have Modi, Singh, Shah and JD(U) leader Rajiv Ranjan Singh as lead proposers. A prospective vice-presidential candidate is required to get his nomination paper subscribed to by at least 20 electors as proposers and at least another 20 electors as seconders. The NDA has ensured representation of all its constituents as proposers and seconders in the four sets of nomination papers that were filed. The returning officer examined the nomination papers following which Radhakrishnan signed a register. The returning officer then handed over an acknowledgement slip of the nomination papers to the prime minister. Modi, Shah, senior ministers Pralhad Joshi, Dharmendra Pradhan and other NDA leaders, including TDP leader and Union Minister K Ram Mohan Naidu, Shiv Sena leader Shrikant Shinde, LJSP (RV) leader Chirag Paswan escorted Radhakrishnan to the office of the returning officer in Parliament. Earlier, Radhakrishan paid tributes to Mahatma Gandhi and other national leaders at Prerna Sthal, which houses statues of iconic personalities, in Parliament complex. Radhakrishnan, whose election as vice president is a certainty, was accompanied by Union ministers and other leaders from the BJP-led alliance. The electoral college for the vice presidential elections comprises members of the Lok Sabha and the Rajya Sabha. Nominated members of the Rajya Sabha are also eligible to cast their votes. The effective strength of the electoral college is 781 and the majority mark is 391. The ruling NDA enjoys the support of at least 422 members and non-INDIA bloc parties such as YSRCP have already announced support to Radhakrishnan. Described as a "Pachai Tamizhan" (true-blue Tamil) by well wishers, Maharashtra Governor Radhakrishnan (67) is a senior Bharatiya Janata Party (BJP) leader who served as a two-term member of the Lok Sabha from Coimbatore during the tenure of Prime Minister Atal Bihari Vajpayee and later, went on to lead the party in Tamil Nadu. The NDA is projecting Radhakrishnan as an untainted leader with rich political and administrative experience for the vice-president's office and maintaining that this would also prove useful as the chairman of the Rajya Sabha. Radhakrishnan was the chairman of the All India Coir Board from 2016 to 2020, a period when coir exports witnessed a significant jump. BJP president J P Nadda described Radhakrishnan as a "statesman" who commands respect across party lines. He belongs to the influential Gounder caste, an Other Backward Classes (OBC) community in Tamil Nadu.

AAP on Centre's new Bills for jailed ministers: ‘This was always govt plan, to stop Oppn'
'The government will run from jail,' said the Aam Aadmi Party (AAP) over a year ago, when former Delhi Chief Minister Arvind Kejriwal was arrested in late March 2024 in connection with the Enforcement Directorate's Delhi Excise Policy case. As the Union government brings in Bills Wednesday which seek resignation of ministers in state and at the Centre, if held continuously for 30 days on 'serious offences' and 'corruption charges', Kejriwal remains the only sitting Chief Minister to have been arrested. He was behind bars for nearly six months. Before Kejriwal's arrest, his Jharkhand counterpart and INDIA bloc ally Hemant Soren was arrested by the Enforcement Directorate. However, just before his arrest, Soren had resigned as CM and handed over charge to someone else in the party. In Kejriwal's Cabinet, he was not the only one to be arrested or serve a long time in jail either. Between 2015 and 2024, three others in his government served more than 30 days behind bars, including Manish Sisodia, Satyendar Jain and Jitendra Tomar. While Tomar resigned soon after his arrest, Jain held the position for nine months from jail. Sisodia resigned within a week of his arrest. Responding to the Modi government's move to bring in the Bills seeking removal of ministers including CMs and PMs if detained for 30 days, the AAP said Wednesday that Kejriwal had understood the BJP's plan well in advance. 'Kejriwal ji knew all along that this was the Centre's plan – to arrest Opposition CMs and ministers to disable governments. It has been proven over and over again that Arvind Kejriwal ji understands their dirty tricks. Now, the Centre will bring laws to execute its conspiracy to topple Opposition-led governments. First, they will file false cases against the CMs, then they will blackmail them. If they don't give in, they will put them in jail and topple their government,' AAP Delhi unit president Saurabh Bharadwaj said. At the time of Kejriwal's arrest, the AAP had insisted that no rule mandates that a Minister or CM resign if jailed. However, during his time behind bars, Kejriwal was not permitted to sign any files or issue any orders. Delhi Lieutenant Governor V K Saxena, said at a public event: 'I can assure the people of Delhi that the government will not be run from jail.' Eventually, Kejriwal resigned, but that was after he was released on bail by the Supreme Court, nearly six months after his arrest, with conditions that restricted his functioning as the CM. Warning other non-BJP CMs at the time, Kejriwal said they should learn from his example: 'If the Prime Minister files a fake case against you and imprisons you, do not resign. Run the government from jail. Do not resign because our Constitution, our country, and our democracy are more important than anything else.' AAP sources say that even if Kejriwal's incarceration hit governance months before Delhi went to polls, his refusal to resign made a political point.
