Baltimore man allegedly flashed gun at drivers on I-695 and assaulted officers
Kelly Talbert, 31, has been charged with multiple counts of assault and related firearms charges.
He is accused of flashing a gun at several people in another car on Feb. 4 on the Baltimore Beltway near Perring Parkway. On July 7, troopers say Talbert flashed a gun on I-695 near Wilkens Avenue.
Investigators allege that he assaulted two state troopers when he was arrested on Monday. A loaded gun was found in his car.
In June, a Baltimore County man was arrested for gun and drug charges following an alleged road-rage incident on I-695.
Maryland State Police said that on June 4, they received an emergency call from a motorist who said another driver pointed a silver firearm at them and their passenger during a road-rage interaction on the outer loop of I-695 near I-95.
Travis Thomas, 26, faces numerous charges after police said he was found with guns and suspected cocaine.
Thomas was found by police at his job in Harford County. Officers executed search warrants at his job and his home.
In the search, police found a loaded gun and suspected cocaine packaged for distribution. Troopers found two more guns, along with more suspected cocaine, at his home in Dundalk.
Thomas faces two counts of felony assault, misdemeanor assault, and using a firearm during a felony. He is also charged with having a loaded handgun in his vehicle and possessing a firearm during a drug trafficking crime in Harford County.

3 arrested for promoting illegal car meets in Philadelphia, police say
Three people have recently been arrested in connection with car meets that took over streets in Philadelphia with cars doing donuts and large crowds of spectators filming the action, police said Tuesday. The three arrested, all men, are accused of participating in and promoting the car meets, dating back as far as Feb. 14, 2025 – the day of the Eagles' Super Bowl parade. Among those arrested is 19-year-old Laurel, Maryland, resident Yariel Fuentes-Reyes, who police previously alleged was responsible for an illegal car rally on Feb. 14. A Maryland State Police task force working with Philadelphia police arrested Fuentes-Reyes on July 3, 2025, in his hometown in connection with the February car rally. In Tuesday's announcements, police also alleged Fuentes-Reyes was involved in car meets on April 19 and June 15. About two weeks after Fuentes-Reyes' arrest, on July 16, police arrested 21-year-old Serge Youayou of New Castle, Delaware, on the 400 block of North Broad Street. Police say he was involved in car meets that took place on Feb. 14, May 30 and June 15. Then on July 23, police arrested 21-year-old Henry Ramos on the 1300 block of Magee Avenue, in the Oxford Circle section of Northeast Philadelphia. Ramos was involved in car meets on May 31, June 15 and July 4, according to police. All three men are charged with aggravated assault, criminal conspiracy, causing or risking catastrophe, rioting and other offenses. In May, Philadelphia police announced they formed an investigative group to track down the promoters and drivers involved with car meets in the city. Investigators use social media to find events that are advertised and the vehicles that took part in the events. At that time, police said they had made progress on arrests from the major "Project X" meetup in September 2024, bringing in more than 50 vehicles and placing 27 people in custody for that car meet. More details about the car meets Youayou, Fuentes-Reyes and Ramos were accused of organizing, were not immediately available, and none were accused of involvement in Project X.

'Cruel and absolutely unacceptable:' Viral fight video airs as city pushes to curb crime

A video of a fight involving multiple people in Downtown Cincinnati is going viral amid ongoing debates about crime in the urban core. Signal 99, a Facebook page which calls itself "a Spicy meme page for Cops, Firefighters, Medics and Dispatchers" shared the video the morning of July 26. It went on to get traction on multiple platforms, and additional angles of the incident have also been shared. The post claims the fight took place at the corner of Fourth and Elm streets late Friday. The Cincinnati Music Festival brought thousands of people Downtown. Mayoral candidate and JD Vance's half-brother Cory Bowman reposted the video later in the day, using it as a vehicle to argue that the current administration is not addressing crime properly. The Enquirer texted Mayor Aftab Pureval's spokesman for comment, but has not received a response. Cincinnati police spokesman Jonathan Cunningham said the situation is under investigation. No details about whether anyone was hospitalized or arrested have been released. Chief Teresa Theetge issued a statement just after 6 p.m. "I am in complete disgust waking up to the viral video many of you have now seen. The behavior displayed is nothing short of cruel and absolutely unacceptable," Theetge said. "Our investigative team is working diligently to identify every individual involved in causing harm." She said the fight was not connected to the Cincinnati Music Festival. "This was a sudden dispute between individuals following a verbal altercation," Theetge said. He added that he's spoken with other city officials and police to work on "finding the individuals responsible and arresting them urgently." "This behavior cannot stand and will not represent our city," Jeffreys said. "Those responsible must be held accountable and prosecuted to the fullest extent of the law." Ohio State Rep. Cecil Thomas said in a statement to Enquirer media partner Fox19 that he is 'totally embarrassed to see such behavior.' Woman found dead in back of vehicle along Baltimore Beltway, Maryland troopers say
A woman was found dead in the back of a vehicle on the shoulder of I-695 in Baltimore County on Sunday morning, according to the Maryland State Police. A trooper stopped to check on a black Jeep Wrangler around 9:45 a.m. near Perring Parkway when a woman was found unresponsive. Emergency responders pronounced her dead in the vehicle, according to state police. The cause of death is pending an autopsy by the Office of the Chief Medical Examiner.
