Needing Dollars, Iran-Backed Militias Turn to Visa and Mastercard
Iraq was a minor market for Visa and Mastercard a couple of years ago, generating just $50 million a month or less in cross-border transactions at the start of 2023. Then it exploded to around $1.5 billion in April that year, a 2900% increase almost overnight.
What changed? Iraqi militia groups figured out how to squeeze dollars on an industrial scale from Visa and Mastercard's payment networks for themselves and for their allies in Iran, according to U.S. and Iraqi officials and documents reviewed by The Wall Street Journal.

Israeli Soldiers Open Fire Near Gaza Aid Site. Gaza Health Officials Say 27 Are Killed.
Israeli soldiers opened fire on Tuesday morning near crowds of Palestinians walking toward a new food distribution site in southern Gaza, the Israeli military said. The Gaza health ministry said that the troops killed at least 27 people and wounded dozens. The military said the troops fired near 'a few' people who had strayed from the designated route to the site and who did not respond to warning shots. The statement called them 'suspects' and said they had 'posed a threat' to soldiers, but a military spokeswoman declined to explain the nature of the perceived threat. It added that was 'aware of reports regarding casualties, and the details of the incident are being looked into.' The shootings, which the military said occurred roughly half a kilometer, or some 550 yards, from the food distribution site, were the latest turmoil surrounding a contentious new Israeli-backed system for food distribution in Gaza. Israeli soldiers also opened fire on Sunday near an approach to the same food distribution site, in an incident that Palestinian officials said killed at least 23 people. It followed several episodes of unrest last week. Much is riding on the fate of the new aid system. Aid agencies say Gaza faces widespread starvation following an 80-day Israeli blockade on food deliveries between March and May. The new aid program is overseen by a new and untested private aid group, Gaza Humanitarian Foundation, which pays American contractors to distribute food from a handful of sites that are mostly in Israeli-occupied areas of southern Gaza. Customers say it's a welcome scheme for anyone who likes to save a little each week, and who regularly buys their big Christmas shop at Tesco. On its website, Tesco says: "We'll look after all the Clubcard vouchers you get when you shop and collect Clubcard points with us during the year, up to 16 October 2025 when the 2025 scheme closes. "You'll then get all your vouchers in your November Clubcard statement, just in time to spend on your big Christmas shop. Plus, from the 26 December 2024, you can also top up your savings throughout the year with your own money, to a maximum of £360." They add: "When you've topped up at least £200, you'll get a £12 bonus on us, to help you save even more for the festive season." On a £200 investment, paid in before the October deadline, that's a six per cent return - higher than most bank accounts.
