Cook Islands MP warns workers to pay more tax despite minimum wage increase

A Cook Islands MP is accusing the government of taxing low-wage earners more by not adjusting the tax-free threshold with a
minimum wage increase
.
The changes
came into effect
on 1 July, pushing the minimum wage up slightly from NZ$9.50 to $10 (around US$6).
In Rarotonga, the tax system includes a zero percent threshold of up to $16,500 earned income per year. Now, more income sits above that threshold.
Opposition leader Teariki Heather told RNZ Pacific this could harm the people the minimum wage policy is supposed to help.
"You can't increase the threshold when the minimum wage increases, because then the government doesn't get any benefit from it, no tax," he said.

Responding to a question about the tax threshold in Parliament, Prime Minister Mark Brown said he would look into it.
Local media has reported that Brown told parliament on 25 July that it was never his intention to increase the tax burden for workers.
"It should always be below so if it needs to increase the tax free threshold, then that is something that we need to do,"
More than two weeks later, there is yet to be an announcement on threshold changes.
Heather said that the minimum wage increase is not enough, given the fast-rising cost of living increase on the islands.
"There's not enough money to go around... and I still believe the minimum wage is too low.
"It should be at $12 to $12.50, most private businesses actually say more than that than that, around $15. Across the board, it still won't benefit the families. Everything now has increased."
Cook Islands Chamber of Commerce director Steve Anderson told RNZ Pacific that businesses are happy with the changes, given most of them pay above the minimum wage as it is.
"Only 2.5 percent of these private sector employees earn the current $9.50 per hour minimum wage, with 52 percent earning above $12.5 per hour, indicating many businesses already pay competitive wages."

Anderson said he has been assured by the government that the tax-free threshold will be increased soon.

United States eyes deeper ties with Cook Islands, help businesses form ties

US EMBASSY NZ/25080817 Photo: US Embassy NZ The United States is looking to build stronger ties with the Cook Islands following a historic diplomatic visit this week by its Chargé d'Affaires, David Gehrenbeck, who met with Prime Minister Mark Brown during the nation's 60th anniversary of self-governance. In an interview with Cook Islands News , Gehrenbeck said the US Commercial Service teams based in Wellington and Auckland are ready to assist businesses interested in forming ties. "In our Mission in New Zealand, both at our embassy in Wellington and at our consulate in Auckland, we have an office of the Commercial Service and their job is to work with companies who are interested in getting involved with the United States." Gehrenbeck said this week's meeting with Prime Minister Brown included discussions on tourism development, economic promotion and ongoing cooperation. The meeting with PM Brown was also attended by David Copley, a former mining executive who is now a senior director at the US National Security Council, and Joshua Kroon, the Department of Commerce's deputy assistant secretary for textiles, consumer goods, materials, critical minerals and metals. After the meeting, the two countries announced the cooperation to advance scientific research and the responsible development of seabed mineral resources. Gehrenbeck said: "Tourism development, for example, we understand that's a very important part of the Cook Islands economy and there is this flight between here and Honolulu and actually some members of our delegation took that flight and so we want to just identify ways that we can work together to make sure that there's full awareness in the United States of the Cook Islands." "I know there were other flights - there was an LA flight at one time - and so, this is an amazing place and so we're happy to talk, continue that conversation about finding ways that we can work together." On economic cooperation, Gehrenbeck said there is already growing interest. "We understand that there's a local company that just opened a store in Honolulu and we are interested in identifying further ways for our companies to connect. "Cook Islands is not a large market, but it is a very compelling one and so there probably are some good opportunities for us to work together on that." Gehrenbeck described the meeting with the Prime Minister as "another step in that ongoing relationship with the Cook Islands," and a valuable opportunity to reflect on shared history and future collaboration. "I've heard many stories of people who have memories or whose ancestors have memories of World War Two when US forces built airstrip, for example, in Penrhyn at the far north and I think Aitutaki as well. And then they helped with the port in Pukapuka and so those memories are still very much alive. So it was very nice for me to hear about that kind of long-term historical connection that we have with the Cooks." While this marks Gehrenbeck's first visit to the country in his role, he noted the US has had various forms of engagement over many years, including maritime cooperation, education exchanges and youth leadership development. "We've been actively engaged for a long time. So we've had a shiprider agreement which allows the Coast Guard to work with officials from the Cook Islands to enforce Cook Islands laws in that space, in the fisheries, for example. That's been since 2008," he said. "Our Secretary of State came and visited in 2012 and around 2013 we started this programme - the Young Pacific Leaders - which is not just Cook Islands, it's the entire region and we bring young leaders from all over the Pacific together to meet each other but also to develop their capacity to be the future leaders of their countries, including the Cooks. "So we've had dozens of people go on that programme, we've had a number of other exchange programmes, we do small grants to promote entrepreneurship, to promote STEM education, capacity building and things like that." The US-Cook Islands relationship took a formal step forward when diplomatic ties between the two countries was officially established in late 2023. "That was another big step forward in our relationship because we wanted to continue to develop that," Gehrenbeck said. While the visit focused on strengthening current ties, Gehrenbeck said the meeting was ultimately about continuing the momentum of an evolving relationship. "Our meeting with the Prime Minister was just another step in that ongoing relationship with the Cook Islands to talk about kind of where we've been and then what we can continue to work on." - Cook Islands News

Councillors hit back at Wayne Brown's 'Pacific victims' remark

Photo: Auckland Council/RNZ/Stuff Ricky Wilson via LDR A South Auckland councillor says she doesn't buy into the racist rhetoric that "brown people are lazy", after mayor Wayne Brown accused her of playing a 'Pacific victim' card. Two Manukau ward councillors have clashed with Brown after he claimed they are not showing up to do the work. Councillors Lotu Fuli and Alf Filipaina pointed to official data that shows they have outperformed him in attendance. "It's a bit rich for him to talk about attendance when his is quite low," Filipaina says. In response, the mayor said the councillors were "doing what they always do, being Pacific victims". The comments followed a public grilling from Brown last week over councillors not attending meetings in person. "My attendance is 92 per cent, Lotu's is 98 per cent, and the mayor's is 88 per cent," Filipaina says. Brown dismissed the figures as "very selective" and says councillors were "playing the victim" while neglecting workshops, where he says most of the work happens. "It's just rubbish. And so whoever's given you those, a very selective use of statistics, that," Brown says. The mayor claimed the councillors attended very few workshops. "They are doing what they always do, being Pacific victims. They're always victims." He also criticised remote participation from the councillors. "Lotu in particular mostly attends digitally and doesn't turn her phone on, doesn't turn her picture on, so we don't know where she is." Fuli says the mayor's comments were "not only wrong, but damaging". "Don't buy into that racist rhetoric that brown people are lazy. Fact-check them. My record stands for itself - I'm there all the time, I'm out in our community all the time." She says the mayor's remarks echoed attacks made against former mayoral candidate Fa'anānā Efeso Collins. "They used that against him so much, I think because he's brown." Fuli says Brown had himself missed a key six-hour Governing Body meeting the previous week. "He didn't attend online, he didn't attend at all. He was absent - and that was a really, really important meeting." Brown says he had a family issue so couldn't attend. Fuli called the mayor's decision to single out councillors "very unusual". "He was going through them one at a time, making disparaging comments... is this because it's election year and the media's there?" Filipaina says he had both knees replaced but continued serving the community regardless. "I go online. That's exactly what we've been doing, representing our community." He questioned the mayor's motivation. "He's just making everything political now because he doesn't want people on the Governing Body table that are going to disagree with him." Fuli agreed: "He doesn't like the fact that he can't bully me and Alf. We've actually been bold - we voted against the cuts he's proposed." Fuli says the impact of the mayor's claims extends beyond council chambers. "It's perpetuating that myth that brown people are lazy. That we're not turning up. That Manukau doesn't have a strong voice. But the fact is, we've been bold. Alf and I have stood up when others didn't." Councillor Josephine Bartley, the only other Pacific member on the Governing Body, had an 86 per cent attendance rate and confirmed she had taken bereavement leave. Brown defended his connection to South Auckland. "I've got more votes than either of those do in South Auckland. So I represent everywhere - and I employ people in South Auckland." He rejected claims of racism and bias. "Everything's picking on Pacific and South Auckland. It's bulls**t, you know. That's not true." No Governing Body meeting this term has failed to reach quorum. Only two committees, Performance and Appointments, and Finance and Expenditure, have done so, and the mayor was absent from at least one. Auckland Council data shows that in the last quarter, Fuli attended 94 per cent of meetings, with another 4 per cent recorded as council business. Filipaina attended 88 per cent, plus 4 per cent on council business. Auckland's mayor attended 79 per cent, with 9 per cent on council business, totalling 88 per cent.
