EU Aluminum Wheel Tax on Morocco Reveals Trade War Brewing with China

Doha – The European Commission has recently slapped hefty compensatory duties on Moroccan aluminum wheel exports, in what experts interpret as a broader signal aimed at China, rather than a direct challenge to Morocco itself.
On March 14, the European Commission published implementation regulation No. 500/2025, establishing definitive compensatory duties on Moroccan exports of aluminum wheels. The regulation imposes duties of 31.45% for Dika Morocco Africa and 5.60% for Hands8.
The Moroccan Ministry of Industry and Commerce immediately responded. It stated that these duties were applied following an investigation process initiated on February 16, 2024, after receiving a complaint from the European Wheel Manufacturers Association (EUWA). The association claimed that Moroccan aluminum wheel exports benefited from subsidies harmful to the European industry.
'The partnership with the European Union is comprehensive and cannot be subject to a selective logic,' said Mustapha Baitas, government spokesperson, during a press conference following a government council meeting. He insisted that the government 'categorically rejects the surcharge decided by the European Commission.'
According to EU findings, Moroccan imports increased dramatically between 2020 and 2023, growing from 2% to 9% market share, with prices reportedly 16% lower than those of European producers. The European Commission argues this rapid progression, combined with what they term 'unjustified subsidies,' causes economic harm to their industry.
These compensatory duties come on top of anti-dumping duties already in effect since January 12, 2023, which range between 9% and 17.5%, potentially bringing total tariffs to over 40% for some Moroccan manufacturers.
The Moroccan government has announced it will not stand idle. The Ministry of Industry and Commerce stated it 'will spare no effort to defend the interests of companies and investors who have trusted the kingdom as a competitive base for production and export.'
In a clear sign of the consequences, the ministry revealed that 'the construction of Dika Morocco Africa's fourth factory, which was planned for Kenitra, has been canceled in favor of an ongoing investment to set up a factory in Portugal' due to these measures.
A report published by Chatham House in December predicted this scenario as a warning: 'Morocco may emerge as a focus in a forthcoming trade war.' The think tank went on to add that, 'under Trump, the US and the European Commission may roll out new measures targeting Chinese EV investments and joint ventures in third-party countries, including Morocco.'
This means 'Morocco could now play that same role for Europe' that Mexico plays for Chinese companies trying to access the US market, the report noted. Such a development would make the North African country 'an ideal pick for offshoring China's EV industry' due to its free-trade agreements with the US and EU, geographical proximity to European markets, and advanced automotive infrastructure. 'This is not targeted against Morocco, but against China wherever it goes'
Badr Zaher Al Azrak, economic analyst and researcher in business and trade, told Morocco World News (MWN) that Chinese investments in Morocco's automotive sector have been growing significantly, which has begun to worry European neighbors.
'Morocco has numerous free trade agreements with many countries: Turkey, Egypt, Jordan, the United States, plus many Arab and African free trade agreements. This bothers Europeans, especially since there's an open war in the automotive manufacturing sector between Europeans, Chinese, and Americans,' Al Azrak explained.
'I don't believe this decision is directed against Morocco, but rather against China wherever it operates. Chinese goods, particularly in car manufacturing, are unwelcome to Europeans,' he stressed. 'If China is going to use Morocco as a platform directed toward Europe, this may raise concerns and call for protective customs decisions from the European side to protect what they consider a threat to the automotive sector.'
Al Azrak pointed out that Morocco now finds itself a party in this conflict: 'The Kingdom of Morocco will seek to clarify to European partners that Morocco is an open platform. Just as it's open to European industry, it's also open to Asian industry.'
'This might slightly change the situation because the battle doesn't concern Morocco as much as it is an international battle between the European Union, the United States, and China,' he added. 'If sanctions against products manufactured in Morocco or other countries with Chinese investments are escalated, this may push China to look for other places to localize its investments, which would be a loss for the Moroccan economy.' 'EU measures translate the growing power of Moroccan industry'
Speaking to MWN, Abdennabi Aboulaarab, an economic expert, clarified that these EU protective measures against a key sector of Moroccan exports 'translate the volume that Moroccan exports in the automotive sector to the European Union have come to represent.'
'The European Commission's trade investigation revealed that tires made in Morocco are less costly and lower priced compared to European products, and that these Moroccan-made tires' market share jumped from 2% to over 9% in a short period,' Aboulaarab said. 'This indicates that Moroccan products are achieving steady growth that will enable them to capture larger market shares in the coming years. That's why the European Commission moved against these products.'
'This undoubtedly translates to the strength of Moroccan industry, the strength of this sector that has succeeded in opening up to international players the size of Chinese companies, which naturally pose a challenge to companies of European or American origin,' he added.
Aboulaarab detailed that Morocco still has significant room for maneuver: 'Morocco is a reliable economic partner with a trade deficit with the European Union, which gives it a red card against any customs, protectionist, or trade measures the EU might take against Morocco.'
'Morocco should not be deterred from further coordination in these industrial sectors because this coordination doesn't just involve European companies, but also aims to attract European and American companies,' he argued. 'The solution in this context that Morocco should strongly and effectively adopt is greater integration with various major markets worldwide, and pushing for more industrial and economic partnerships.'
'Based on this, it will be difficult for these industrial powers to take protectionist measures against Morocco,' Aboulaarab concluded. 'So we must remain optimistic and cautious at the same time, while working to take more actions and policies that, as I said, move toward deepening the kingdom's economic integration in its international environment.'

Rabat – While Morocco faces its worst drought in decades, the country has exported a record 1,180 tons of avocados, a water-intensive crop, to Canada this season. According to EastFruit, citing official data from Statistics Canada and Global Trade Tracker, Morocco exported 1.18 thousand tons of avocados to Canada during the first 10 months of the 2024/25 marketing year (July–June), valued at $3.7 million. This is a big jump compared to previous years, when Moroccan avocado exports to Canada never exceeded 70 tons. Shipments started in December 2024 and peaked in January and February 2025, with over 400 tons exported each of those months. By January, Morocco became Canada's second-largest avocado supplier, behind only Mexico. In February and March, it remained among the top three, alongside Mexico and Colombia. Mexico still dominates the Canadian avocado market, supplying over 93% of all imports. But this season, Mexico faced serious challenges. Heavy rain during the summer of 2024 damaged avocado crops, causing production to drop by 20%. At the same time, new US trade threats under President Donald Trump, including the possibility of 25% tariffs on Mexican goods, created uncertainty. Even though the tariffs were never applied, the increased customs checks caused delays and discouraged Canadian buyers. Because of these issues, Mexico sent about 2,500 tons fewer avocados to Canada between December and March, compared to the same period the year before. This created a supply gap in the Canadian market, and Morocco stepped in to help fill it. This record avocado export season comes at a time when Morocco is facing one of the most severe water crises in its history. The country has experienced five consecutive years of drought, with rainfall dropping nearly 53% below the 30-year average. Rivers and reservoirs have shrunk, crops have withered, and rural communities have been hit hardest. Because of this crisis, King Mohammed VI called on Moroccans to refrain from performing the traditional animal sacrifice for Eid Al Adha, one of the most important Islamic holidays. The King's decision came in light of the drastic drop in livestock numbers, the rising cost of feed, and the scarcity of water. Livestock herds had already declined by nearly 40% since 2016 due to poor pasture conditions and lack of rainfall. Avocados are known to be a water-intensive crop, as they require large amounts of water to grow. This has raised concerns about the sustainability of expanding avocado farming while Morocco struggles with water shortages.

In the sun-scorched hills of southern Morocco, generations of women have toiled with care and pride to extract a golden oil from the nut of the argan tree, a tradition that has nourished communities, empowered cooperatives, and safeguarded one of the world's rarest ecosystems. But today, that tradition stands on the edge of collapse. The reason lies in a silent and systematic takeover of the argan oil industry by a French multinational: Olvea Group. What began as an inspiring model of social entrepreneurship, where Moroccan women's cooperatives transformed ancestral knowledge into economic opportunity, has now become a cautionary tale of dispossession and corporate dominance. A Market Once Moroccan, Now Industrial Olvea, originally a fish oil company from Normandy, France, entered the Moroccan market in 2005 and swiftly expanded its argan operations under the brand Olvea Morocco. Today, it controls nearly 70% of argan oil exports, acting as both buyer and processor, leaving Moroccan producers and cooperatives clinging to the fringes of a sector they built. According to figures highlighted by Médias24 and field research by Reporterre, Moroccan cooperatives, once responsible for over 80% of exports, now represent less than 20% of output. Most have been relegated to subcontracted roles, cracking argan nuts for a pittance while Olvea reaps the profits of processing, branding, and international sales. Many women-led cooperatives are locked into contracts that oblige them to sell below cost. One such cooperative, led by Jamila Idbourrous, was compelled to operate at a loss for nearly a year due to binding agreements. Others have shut down altogether, unable to compete for raw argan fruits, which have become scarce and unaffordable due to climate change, forest degradation, and illegal harvesting networks. Fatima El Mehni, president of a cooperative in Ameskroud, notes with sorrow that they used to produce 3,000 liters a month and now are lucky to make 50. The once-bustling storage rooms of women's collectives now stand eerily empty, while Olvea's state-of-the-art industrial tanks operate at full scale in Agadir. Legal Blind Spots and Trademark Barriers The legal framework has also failed Morocco. Despite the country's long history of argan cultivation, there is still no internationally recognized Protected Geographical Indication for argan oil. A French pharmaceutical company, Pierre Fabre, registered the name 'Argane' as a trademark in 1983, effectively barring Moroccan producers from using their own heritage name in various markets. Although a French court acknowledged in 2013 that 'argan' refers to a generic tree endemic to Morocco, no exclusive rights were granted to Moroccan cooperatives. As a result, Moroccan producers still operate without any guarantee of intellectual property protection, despite the product being listed by UNESCO as an Intangible Cultural Heritage of Humanity. Climate Stress and Ecological Collapse The environmental situation is just as alarming. The argan ecosystem is under siege. Drought, overgrazing, and agricultural encroachment are shrinking forests and exhausting groundwater reserves. In this context of scarcity, industrial players with deep pockets such as Olvea are buying up raw argan in bulk, pushing local producers out of the market. The traditional 'agdal' system, a form of ecological resting period, has been violated, with illegal collectors raiding forests even during seasonal bans. Women have been harassed or threatened when trying to collect fruit, a resource they historically managed and protected. The power imbalance is clear and deeply unjust. A Pattern Repeated Across Africa Olvea's extractive logic is not limited to Morocco. Greenpeace Africa has exposed the company's role in the depletion of fish stocks in West Africa, where fish oils destined for European livestock and aquaculture feed are extracted at the expense of local communities' food security. In addition to argan oil, Olvea also produces Omega-3 oil extracted from sardines, widely used in food supplements and health products. According to a reliable source in Morocco, the company holds exclusive control over the production of refined fish oils, including Omega-3 derivatives. This operation is carried out through its subsidiary, Winterisation Atlantic, established in Agadir in 2005 as part of Olvea's fish oil activities. While Moroccan raw materials are used, the refined oil is neither sold to Moroccan organisations nor made available to local manufacturers, effectively shutting domestic actors out of the value chain. This has sparked concern among industry professionals, who view the situation as a clear restriction on access to a valuable national resource with both nutritional and economic potential. The same pattern now unfolds in Morocco. Just as Olvea has taken fish from African plates to produce feed for livestock and aquaculture industries in Europe, it is now taking ancestral knowledge and forest fruits from Moroccan women to supply the European beauty market. Reclaiming What Is Rightfully Moroccan This is not simply a business concern. It is a matter of economic justice, cultural sovereignty, and environmental responsibility. Moroccan authorities must act decisively. Securing international recognition for Moroccan argan oil, reforming the sector's governance, supporting value-added local processing, and enforcing environmental protections are no longer optional. They are essential if Morocco is to retain control over one of its most iconic and valuable resources. At the same time, global consumers, especially those who purchase argan oil under the assumption of fairness and sustainability, must ask difficult questions. Who benefits from this product? And who has been left behind? The story of argan oil should not become another example of Africa exporting raw materials while importing poverty. It should remain a celebration of Moroccan excellence, women empowerment, and ecological wisdom. But that can only happen if Morocco reclaims what belongs to it: its land, its knowledge, its communities, and its future. The argan tree grows on Moroccan soil, nurtured by Moroccan hands. Its story should be written by Moroccans, not erased by others. The Broader Struggle for Resource Sovereignty What is unfolding in the argan oil industry reflects a larger structural issue facing developing countries: the imbalance of power between multinational corporations and local economies. From cocoa in Côte d'Ivoire to fishmeal in Mauritania and shea butter in Burkina Faso, African natural resources are consistently extracted and commercialized abroad, often without fair value returning to the source communities. In this landscape, Olvea is not an isolated actor. It is emblematic of a broader system that commodifies heritage while sidelining the custodians of that heritage. This is not merely about argan oil. It is about the principle of who gets to benefit from Africa's natural wealth. The Moroccan case should be a wake-up call for the region to build stronger legal safeguards, reinvest in community-based enterprises, and actively resist the normalization of economic models that strip local populations of value while exporting narratives of ethical trade. Towards a New Vision of Economic Justice Morocco has the potential to pioneer a new model, one that aligns environmental protection, women's empowerment, and national economic development. This means putting cooperatives back at the center of the value chain. It means building a Moroccan-owned export infrastructure that does not rely on foreign intermediaries. It means educating consumers worldwide that true sustainability is not a certification stamped by a European body but a commitment to fair partnerships and shared prosperity. The international community must also bear responsibility. It is time for governments, consumers, and ethical certification bodies to stop rubber-stamping exploitative systems. A product should not be considered ethical if it silences the voices of the people who made it possible. Argan oil is not just a luxury product. It is the symbol of a culture, a history, a way of life. It must remain in Moroccan hands, not just in memory but in reality. In light of these concerning developments, it may be timely for the relevant Moroccan authorities to consider examining such monopolisation practices by foreign organizations. While economic openness is important, the strategic and cultural significance of argan oil makes it vital to ensure that access to this natural treasure remains fair, inclusive, and beneficial to local communities. Safeguarding the argan sector is not only an economic imperative but a cultural responsibility essential to preserving one of Morocco's most meaningful heritage assets.

Zoomlion's flagship crawler crane, the ZCC9800W, is currently being used for critical hoisting operations at the Prince Moulay Abdellah Stadium in Rabat, which is under construction. Designed for large-scale infrastructure and energy projects, the crane is «delivering high-precision lifts of steel components weighing hundreds of tons, operating with efficiency and stability on site», Zoomlion said in a press release on Wednesday. Following the completion of work in Rabat, the ZCC9800W will be transferred to the construction site of the Grand Stade Hassan II in Benslimane, Morocco, which is set to become the largest football stadium in the world and host the upcoming 2030 World Cup. Zoomlion also highlighted the crane's proven performance in demanding environments, including «wind turbine installations in Inner Mongolia under –40°C conditions and petrochemical projects in Vietnam facing wind speeds over 8 m/s». «The crane's performance in Morocco marks a key milestone in Zoomlion's continued advancement in the high-tonnage crane segment», the press release added. For the record, the ZCC9800W is one of several heavy-duty cranes ordered by Eurogrues Maroc, a leading Moroccan industrial lifting company, from Zoomlion this year. The fleet also includes the Zoomlion ZCC17000—Africa's first 1,250-ton crawler crane—along with the ZAT9000V (900 t) mobile crane, ZAT5000V (500 t) mobile crane, ZAT1600V (160 t) mobile crane, and ZRT900V (90 t) all-terrain crane. The acquisition comes as Morocco accelerates preparations for the 2030 World Cup, with the new equipment set to support major infrastructure projects across the energy, transport, and sports sectors.
