ONSSA to Launch Platform for Health Alert Management

Marrakech – The National Office for Food Safety (ONSSA) has launched a national tender for the design, development, and operation of an information technology platform for reporting and managing health alerts, valued at nearly MAD 875,400 ($87,540) including taxes.
According to official documents, the opening of bids for this national tender will take place on October 2, in the meeting room at ONSSA headquarters in Rabat.
The first article of the special conditions document states that this contract aims to design, develop, deploy, and implement a health alert information and management platform (SIAS) for food products and animal feed under production, for the benefit of ONSSA.
The third article of the specifications indicates that the goal is to provide ONSSA with a reliable, effective, secure, and scalable IT platform for reporting and managing health alerts related to food products and animal feed.
Services to be executed under this contract include defining the functional and technical framework of the project, design, development, testing, final acceptance, recovery of existing systems, deployment, implementation, user training, and project guarantee.
Regarding the tender file, the fourth article specifies that the contract documents consist of the commitment contract, current special conditions (CPS), technical offer, total price schedule, breakdown of the total amount, and the general administrative conditions applicable to state service contracts.
The provisional guarantee amount has been set at MAD 17,500 ($1,750), while the final guarantee is 3% of the original contract amount. If the contractor fails to complete the final guarantee within 30 days of notification of contract approval, the provisional guarantee becomes the property of the project owner.
Amid increasing risks, ONSSA launches SIAS system
ONSSA stated that the SIAS system aims to improve response speed, tracking, and communication in health risk management. The platform will enable 'early detection of health hazards' and enhance the speed and effectiveness of responses when health alerts occur.
'The globalization of food exchanges has led to an increased risk of introducing and spreading health hazards, requiring enhanced monitoring and rapid response,' argued the food safety office. It added that 'the food supply chain has become more complex, involving a large number of actors (producers, processors, distributors, importers, and others).'
'Therefore, an effective information system is essential to ensure tracking and coordination between these actors,' ONSSA said, adding that 'national and international food safety regulations have become more stringent.' The SIAS must enable ONSSA to comply with these requirements and ensure consumer safety.
In the case of a health alert, the agency pointed out the necessity of 'communicating quickly and transparently with competent authorities, professionals, and the general public to limit risks and maintain consumer confidence.'

The SIAS system aims to modernize and improve health alert management processes within the agency by automating certain tasks, centralizing information, and enhancing coordination between different services.
The specifications document states that the SIAS system should strengthen health monitoring through early detection of health hazards by improving data collection and analysis, while also enhancing alert response speed.
Automation of notifications and standardization of information 'will contribute to faster and more effective intervention when a health alert occurs.' The public portal of the SIAS system will inform consumers about health alerts and measures taken by ONSSA.
This initiative comes amid a dire food safety crisis in Morocco, where food poisoning represents 17% of all poisoning cases annually, ranging from 1,000 to 1,600 cases, according to the latest statistics from the Ministry of Health and Social Protection.
The current regulatory vacuum has created what experts describe as a 'tsunami' of poisoning incidents, with street food becoming a 'deadly poison' threatening Moroccan lives due to flagrant violations of health standards and ONSSA's failure to properly monitor food products of animal origin.

ONCF Secures €202 Million from KfW to Modernize Casablanca Rail Network

Marrakech – Morocco's National Railway Office (ONCF) is securing €202 million in funding from German development bank KfW to modernize Greater Casablanca's railway network. This financing follows a $350 million loan approved by the World Bank in June, both supporting the 'Service Intra-métropolitain Rapproché' (SIR) program. The investments aim to improve access to employment and essential services by strengthening public transportation in Casablanca, while enhancing ONCF's railway capacity in the region. The funding will also contribute to climate protection and improve living conditions for local populations. Both financial packages align with Morocco's strategy to decarbonize urban mobility systems, with rail serving as a key lever for greening transportation. Greater Casablanca, the economic heart, has been placed at the center of the country's green mobility transition initiatives. According to World Bank data, Morocco is experiencing rapid urbanization, with 60% of its population currently living in urban areas, a figure expected to reach 70% by 2050. This growth is particularly pronounced in the Casablanca-Settat region, a key driver of the national economy, offering significant development opportunities. The SIR program aims to modernize railway services by renovating and constructing stations while increasing passenger train frequency. By June 2031, the program will improve access to sustainable transport for over 560,000 residents, increase workplace accessibility by 7%, and expand service access by 7.3%. This initiative will ensure access to key locations within 45 minutes, expanding opportunities for residents and businesses while improving connectivity and reducing environmental impact. The World Bank's financial support will help implement an electrified passenger rail service connecting the urban center to suburbs such as Zenata, Mohammedia, Nouaceur, and Bouskoura. The program will utilize a 73-kilometer railway corridor to increase track capacity and improve infrastructure, including electrical and signaling systems, with particular attention to climate resilience. The initiative also aims to decongest current lines and strengthen freight capacity to Casablanca port. It includes investments in maintenance and modernization of infrastructure in the Casablanca-Settat region. Fifteen multimodal railway stations will be built or redeveloped, integrating transit-oriented development principles and universal accessibility standards. The program will also improve Greater Casablanca's logistics facilities, focusing on rail logistics in Aïn Sebaâ and connectivity around a new logistics zone in Zenata. Morocco's railway revolution This development is part of Morocco's broader railway ambitions. The 2024-2030 period will see an investment program of MAD 96 billion ($9.6 billion), with 430 kilometers of additional high-speed lines planned, bringing the total to 630 kilometers before 2030. ONCF expects a record-breaking 2025, with revenue projected to exceed MAD 5 billion ($500 million), a 6% increase from 2024. Last year closed with exceptional growth, carrying more than 55 million passengers, a 4% increase from the previous year. Last April, King Mohammed VI launched construction work on the Kenitra-Marrakech High-Speed Rail Line at the Rabat-Agdal train station. The 430-kilometer project, budgeted at MAD 53 billion ($5.3 billion), excluding rolling stock, will drastically reduce travel times across the country, with journeys between Tangier and Marrakech taking just 2 hours 40 minutes. Looking ahead, ONCF has awarded three contracts worth MAD 29 billion ($2.9 billion) for the acquisition of 168 new-generation trains. These contracts have been distributed to international companies: Alstom for 18 high-speed trains, CAF for 40 intercity trains, and Hyundai Rotem for 110 RER (rapid transit) trains. The Moroccan railway ecosystem is also developing industrially. Through partnerships with international manufacturers such as Alstom, CAF, and Hyundai Rotem, Morocco aims to produce train components locally and ultimately assemble complete trains. A new factory in Benguerir will be established in partnership with Korean industrialists, with the goal of having a 'Made in Morocco' train by 2030.

Rabat — The Moroccan dirham recorded contrasting trends between June and July 2025, according to the latest monthly review of economic, monetary, and financial developments by Bank Al-Maghrib (BAM). During this period, the dirham strengthened by 1.3% against the US dollar but slipped 0.2% in value against the euro. These shifts came as the euro itself rose by 1.5% against the dollar. BAM noted that the central bank has not held any foreign currency auctions since December 2021. Activity on the interbank market fell sharply, with transactions of foreign currency against dirhams totaling MAD 23.1 billion ($2.31 billion) in July, a drop of 48.2% compared with the same month last year. Interactions between banks and their clients showed a different pattern. Spot purchases climbed to MAD 41.4 billion ($4.14 billion), up from MAD 37.7 billion ($3.77 billion) the previous year, while forward purchases reached MAD 23.3 billion ($2.33 billion), higher than MAD 17.9 billion ($1.79 billion) in July 2024. On the sales side, spot operations totaled MAD 41.2 billion ($4.12 billion), above last year's MAD 36.9 billion ($3.69 billion). Forward sales also edged up slightly, from MAD 1.9 billion ($190 million) to MAD 2.2 billion ($220 million) year-on-year. The figures suggest a cautious but steady adjustment in Morocco's foreign exchange market, reflecting domestic dynamics and the shifting influence of major international currencies.
