
Kuwait partners with Microsoft to drive AI innovation and digital growth towards 'Vision 2035'
KUWAIT CITY, March 6: Kuwait, represented by the Central Agency for Information Technology (CAIT) and the Communications and Information Technology Regulatory Authority (CITRA), signed a strategic partnership agreement with Microsoft on Wednesday to accelerate the country's digital transformation and strengthen its position as a regional hub for artificial intelligence (AI), in alignment with 'Kuwait Vision 2035.'
Minister of State for Communications Affairs, Omar Al-Omar, addressed the media during a press conference held on the occasion. He highlighted that the partnership with Microsoft aligns with the directives of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, and the close follow-up from His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah.
Al-Omar emphasized that this collaboration marks an important milestone in utilizing AI technologies to support the state's efforts in achieving its ambitious vision, as well as supporting economic diversification plans. The initiative is expected to foster innovation and entrepreneurship in Kuwait, while also preparing the national workforce to stay ahead of the technological curve, enabling them to take leadership roles in emerging fields.
He further explained that the establishment of new data centers would address national challenges and create a comprehensive AI system that drives development, enhances the digital economy, and improves public services. He also revealed that the government will introduce "Copilot for Microsoft 365" solutions to its employees, making Kuwait one of the first countries in the region to fully adopt these advanced solutions. This initiative is anticipated to improve operational efficiency and boost productivity in government agencies.
Al-Omar mentioned the launch of the "Copilot Solutions Center of Excellence," which will provide the necessary consultations and resources to ensure optimal use of these technologies across all sectors. The government's ongoing investment in digital transformation is driven by the increasing demand from Kuwaiti institutions and companies for high-performance computing solutions and rapid access to Microsoft's advanced services. He noted that the new data centers will play a crucial role in offering cutting-edge cloud services that will accelerate digital transformation and facilitate the adoption of cloud technology across various sectors.
The minister also stressed the importance of providing an attractive digital infrastructure to global companies, researchers, and innovators. This will contribute to nurturing the entrepreneurship environment by offering the necessary resources and expertise to emerging tech companies in Kuwait.
Samer Abu Ltaif, President of Microsoft in the Europe, Middle East, and Africa region, also spoke at the press conference, reaffirming that the partnership with Kuwait would enhance the country's digital infrastructure and contribute to the sustainability of its economic prosperity. He added that Microsoft's commitment to developing Kuwait's cloud infrastructure reflects the company's broader vision of empowering both government and private institutions, as well as strengthening the innovation and investment landscape in the country.
Abu Ltaif highlighted Microsoft's collaboration with the Kuwaiti government to implement the Cybersphere initiative, aimed at enhancing cybersecurity in the public sector. This will involve creating a security platform using Microsoft's solutions to protect Kuwait's national digital infrastructure from cyber threats.
Additionally, Microsoft will launch a comprehensive program to develop digital skills among Kuwait's workforce, focusing on areas such as artificial intelligence, cybersecurity, and other emerging technologies. This program will ensure that Kuwait's national workforce is prepared for future challenges in the labor market.

Expat exit permit based on worker's choice
KUWAIT CITY, June 12: Director of the Public Authority for Manpower (PAM) Marzouq Al-Otaibi confirmed that the departure permit granted to expatriate workers in the private sector (Article 18) is determined based on the wishes of the workers, as they have the right to choose the start and end dates of the permit upon submitting the application. In a statement to the newspaper, Al-Otaibi explained that the departure permit is used only to document the worker's departure date from the country and does not entail any commitment to a specific return date. He emphasized that this permit does not restrict the worker to a specific return date. He pointed out that this measure is part of a series of services offered by the authority to provide the necessary flexibility for workers and employers; enabling them to arrange travel procedures in line with their specific circumstances, while simultaneously maintaining the organization of the labor market and ensuring compliance with applicable laws. 'This is under the directives of First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah,' he added. In a related development, PAM announced Thursday the launching of two online services -- Requesting an Exit Permit for Workers under Article 18 Visa on the unified government application for electronic services (Sahel) and Approving the Request through the unified government application for employers (Sahel Business). In a press statement, the authority disclosed that the service launched through the Sahel application allows workers to submit an electronic exit permit request to their employer, while the other service through the Sahel Business application enables employers to review and approve exit permit requests submitted by their employees. It added that the launching of the two services is in compliance with the circular issued by Sheikh Fahad Al-Yousef earlier; obligating expatriate workers in the private sector to obtain an 'exit permit' from their employers before leaving the country, starting from July 1.

More than 3,000 companies fined for missing beneficial owner registration
KUWAIT CITY, June 12: The Ministry of Commerce and Industry announced on Thursday that 98 percent of commercial entities in Kuwait have completed registration of their beneficial owners (BEN) following the ministry's deadline on Wednesday. This high registration rate reflects strong compliance with regulatory requirements aimed at enhancing transparency and combating money laundering. The ministry's spokesperson, Abdullah Al-Harz, informed Kuwait News Agency (KUNA) that a total of 3,007 commercial entities failed to disclose their beneficial owners by the deadline and will face financial penalties estimated at KD 3 million (approximately USD 9.8 million). Fines start at KD 1,000 and can escalate to KD 10,000 for continued non-compliance. Al-Harz detailed that 148,108 out of 151,115 active commercial entities completed the beneficial owner registration during the allotted period. Among these, 111,838 out of 114,339 active personal companies registered, achieving a 97.8 percent registration rate. Sole proprietorships numbered 35,066, with 34,701 registered, representing a 98.9 percent compliance rate. Joint-stock companies accounted for 1,710 active entities, with 1,569 registered, reflecting a 91.7 percent rate. He emphasized that the 3,007 companies that did not meet the registration deadline will be penalized according to applicable legislation. The spokesperson also highlighted the ongoing importance of adhering to transparency controls and regulations to improve Kuwait's business environment in line with international standards. Earlier this month, the Ministry of Commerce and Industry set a final 10-day deadline for institutions and companies to disclose the identity of their beneficial owners — defined as the individuals exercising ultimate control over the companies — to avoid legal actions and fines. This initiative is part of Kuwait's broader commitment to strengthening transparency and complying with global standards against money laundering and terrorist financing. The ministry stressed that disclosure reflects companies' seriousness in maintaining organized data and enhancing their credibility.
