Talks launched to set date for 1st Lee-Trump summit

Korea Herald2 days ago
Seoul and Washington have launched discussions to set a date for a summit between President Lee Jae Myung and US President Donald Trump, South Korea's Foreign Minister said Friday.
The latest talks follow US President Donald Trump's remark that his first summit with Lee would take place in the White House 'within two weeks,' shared the previous day via Truth Social.
"(The two sides) are coordinating to set a date (for the summit)," Cho said during a meeting with South Korean correspondents in Washington.
Cho added that the 'content' of the summit would be jointly discussed and planned between Seoul and Washington 'at the working level.'
Ahead of his meeting with the press, Cho held his first talks with his counterpart, US Secretary of State Marco Rubio. The top diplomats discussed key issues, including the trade deal reached between Seoul and Washington, and the allies' security commitment to defend peace on the Korean Peninsula against North Korean threats, according to Cho and the US Department of State.
On Thursday, the two countries reached a trade agreement in which the US will impose 15 percent tariffs on South Korean goods, down from the initially proposed 25 percent. In exchange, South Korea would invest $350 billion in several US economic sectors.
A high-ranking Seoul official, requesting anonymity, told reporters that the discussions for the summit are still at an early stage. '(So far,) the discussions have addressed only the potential dates (for the summit) -- it is expected to take a little more time,' the official said. The official added that it would be difficult to confirm at the moment whether the summit would take place within the two-week timeframe mentioned by Trump.
However, Seoul and Washington agree that the summit agenda should include ways to develop and steer the decadesold alliance towards a 'comprehensive' and 'future-oriented' partnership, the official said.
As for Trump's possible attendance at the Asia-Pacific Economic Cooperation summit set to take place in the South Korean city of Gyeongju from Oct. 31 to Nov. 1, Rubio told Cho that he is fully aware of the event and plans to actively review the matter, Seoul's Foreign Ministry said. The White House has not announced whether Trump will join. South Korea's presidential office last month sent out invitation letters to the leaders of the 21 APEC member economies, including the US, China, Russia and Japan.
Cho also told reporters that he was able to deliver and explain the Lee administration's foreign policy stance to officials in Washington and that both sides agreed to work toward alleviating tensions on the peninsula.
'(Seoul and Washington) will make comprehensive efforts to move in the direction of alleviating tensions on the Korean Peninsula,' Cho said. '(South Korea) plans to closely coordinate with the US in the process and pursue (that goal) with US support.'
With the Lee administration seeking to improve inter-Korean relations, there have been discussions in Seoul in recent days about adjusting the annual South Korea-US joint military exercise Ulchi Freedom Shield, scheduled for mid-August.
Seoul's Unification Minister Chung Dong-young told reporters on Monday he plans to suggest such adjustments to Lee, but the Defense Ministry said the following day that no changes have yet been made to the scheduled drills.
North Korean leader Kim Jong-un's powerful sister, Kim Yo-jong, recently denounced Lee by saying that he 'is no different from his predecessor in blindly adhering to the South Korea-US alliance' in a statement released through Pyongyang's state media.
She denounced the South Korea-US joint military exercises as "aggressive," and claimed that the decadesold allies will attempt to blame the "deteriorating" security situation on Pyongyang. The North has routinely condemned the joint military drills as a provocation and a rehearsal for invasion.

Ruling party faces backlash on tax code revision

The ruling Democratic Party of Korea is facing backlash amid speculation that Friday's sharp drop in the Korea Exchange's main board Kospi may be associated with the Lee Jae Myung government's push to impose taxes on a wider scope of investors to address the tax revenue shortfall. On Sunday, Rep. Park Sung-hoon of the main opposition People Power Party said in a statement that the ruling bloc has "waged war against individual investors out of nowhere" through the proposed tax code revision, which he blamed for the Kospi's fall by 3.88 percent on Friday from the previous day's close, marking the sharpest decline in four months. About 99.17 trillion won ($71.36 billion) of market cap evaporated solely on Friday from 850 listed companies on the Kospi combined, according to the Korea Exchange, a day after the liberal administration on Thursday introduced a tax code revision to broaden the tax base. Also, over 90,000 people as of Sunday afternoon had signed an online petition posted just three days earlier Thursday to call on the ruling bloc to slam the brakes on the tax bill revision ― meeting the requirement of 50,000 signatures within 30 days for the matter to be brought to a parliamentary review. The proposed revision of the Income Tax Act indicates that those identified by year-end as stock investors holding at least 1 billion won in a listed company's shares will be levied a capital gains tax of at least 20 percent upon taking profits from selling shares until the end of the company's business year that follows. The same investor's losses in another company's stocks cannot be used to offset capital gains taxes from his or her profits, under South Korea's tax code. The online petitioner warned of a situation in which investors rush to sell off securities as the end of the year approaches ― even at a loss ― to offset capital gains tax, which it said would stymie the moderate rise of Kospi. "Is it realistic (to predict) that you'll be holding 1 billion won worth of shares (of a company by the year-end)? Most investors will begin selling shares when their stock holdings of a company begin to value about 700 or 800 million won," read the petition. Currently, those holding shares worth 5 billion won or more are imposed capital gains tax for their sales of securities. This follows the former administration's move by disgraced ex-President Yoon Suk Yeol to raise the bar for investors in South Korean companies to become a "major stockholder" under the Income Tax Act. In December 2023, the minimum threshold for a stock investor to be classified a "major stockholder" for capital gains taxation was raised to 5 billion won, up from the 1 billion won mark set in April 2020. "Am I paying (more taxes) because I'm holding a greater amount of stocks, not because I took bigger gains? If so, I'll surely exit the South Korean stock markets and turn to ones in the United States," the petition also read. The proposed tax code revision ― predicted to collect 35.6 trillion won in taxes ― also suggests that the securities transaction tax rate be raised from 0.15 percent to 0.2 percent. Na Jeong-hwan, a strategist at NH Investment & Securities, said in a note to investors Friday that fears of tax code changes "sparked questions about the government's policy to boost the stock market." The ruling bloc appears to have mixed views over the new tax code proposal. Democratic Party Rep. Jin Sung-joon, who leads the party's policymaking process, downplayed concerns that the tax code changes could stoke a bear turn in the stock market. Referring to an underperformance in domestic stocks under the Yoon administration, despite the eased capital gains tax rule, Jin said via Facebook on Saturday, "Many investors and experts are saying that if we change who is to be levied capital gains by rolling back (the tax relief of the Yoon administration) our stock market could experience a collapse, but precedents suggest otherwise." Presidential spokesperson Kang Yu-jung also played down a connection between the fluctuation in the stock market and the tax code revision announcement, saying in a briefing Friday that a cause-and-effect analysis on Friday's stock slide "must be carried out more delicately." However, before Friday's plunge, Rep. Lee So-young of the Democratic Party in a Facebook post Thursday raised doubts that those holding 1 billion won of stocks of a company should be deemed a major stockholder for capital gains taxation, adding that the move could disrupt investors, while the degree of increase in the tax revenue from the changes remains unclear. Rep. Kim Han-kyu of the Democratic Party also said Saturday that striking fairness in taxation schemes is important, but now is the time to focus on the Lee administration's campaign pledge for the Kospi to reach 5,000. The Kospi stood at 3,119.41 points at Friday's close.

Trump's China tariffs reshape US ESS market, offer boon for Korean batteries

The market for energy storage systems, or ESS, in the US is at a critical juncture, as Korean battery-makers move to fill the gaps left by domestic players hurt by tariffs. Oregon-based Powin, once a top-three ESS integrator, filed for bankruptcy after tariff-driven costs on Chinese battery imports surged, exposing how vulnerable US firms are to foreign supply shocks. According to recent media reports, Powin, headquartered in Oregon, filed for Chapter 11 bankruptcy protection last month at a court in New Jersey after piling on more than $300 million in debt. The Chapter 11 filing will enable the company to operate under court supervision while restructuring its finances. The main factor behind Powin's collapse was its inability to find alternative suppliers for battery cells outside of China. The company predominantly sourced lithium iron phosphate, or LFP, battery cells from Chinese battery-makers, including CATL, and integrated them into its ESS products. Powin has reportedly suffered from project delays or even renegotiations with clients due to supply chain disruptions arising from its dependence on China-focused battery sourcing. Last month, the company said in a statement that its 'significant financial challenge' was 'reflective of ongoing headwinds in the broader energy storage industry.' Chinese-made ESS batteries imported into the US are currently subject to a 40.9 percent tariff, which is anticipated to rise to 58.4 percent next year. Changing tables at LG's lead Industry insiders indicate that while Trump's strategy to curb US reliance on the Chinese battery supply chain may come at the expense of domestic companies like Powin, it is likely to open doors for Korean battery-makers. Notably, LG Energy Solution, the only company capable of manufacturing LFP ESS cells in the US at its Michigan facility, is moving fast to capitalize on this emerging market with no clear leader. The company was recently reported to have secured a 6 trillion won ($4.3 billion) deal to supply LFP batteries for Tesla's ESS products. Tesla was considered a promising US company to start LFP cell manufacturing for its ESS lineups, such as Megapack and Powerwall, at its Nevada facility. But its production capacity will apparently not be enough to meet market demand. During its second-quarter earnings conference call, LG Energy Solution also hinted at the possibility of converting portions of the production lines at its joint venture facilities in the US with global automakers -- likely the second plant with General Motors in Tennessee -- from electric vehicle manufacturing to ESS. It aims to increase its capacity from a potential 17 gigawatt-hours by the end of this year to 30 gigawatt-hours by 2026. The Tennessee plant, with an annual capacity of 50 gigawatt-hours, could potentially secure an additional 10 gigawatt-hours for LFP production. This is based on last year's 40 percent operational rate and the potential allocation of half its capacity to LFPs. 'Utilizing a joint venture facility with GM is an efficient move to streamline capital expenditures, while swiftly addressing the fast-growing demand for ESS,' said Lee Ho-geun, a car engineering professor at Daeduk University. 'This strategy could buy time for LG to prepare its third joint plant, acquired from GM, for ESS battery production.' On Thursday, Samsung SDI announced that it will convert a portion of the EV production lines at its joint venture plant with Stellantis in Indiana into ESS lines, with large-scale production for nickel, cobalt and aluminum batteries set to start this year. It looks to produce LFP ESS cells next year. SK On is also gearing up for large-scale manufacturing of LFP cells and has signed a cathode supply deal with L&F Co. for the North American market. Containerized ESS in spotlight Korean companies look to solidify their presence in the US with large-scale, containerized ESS, spurred by the rapid expansion of data centers and the increasing demand for reliable electricity supply solutions. Among the ESS products, ranging from battery packs to containerized systems, containerized ESS is gaining momentum, driven by the rapid expansion of data centers and the increasing demand for reliable electricity supply solutions. 'Compared to small battery packs for residential applications, containerized ESS are more effective in boosting sales and profits because they are considered value-added products,' said an industry source familiar with the matter on condition of anonymity. 'These systems are equipped with various features, including safety mechanisms that control humidity and temperature to protect the battery systems within the container.' Samsung SDI's flagship Samsung Battery Box 1.5, a fully equipped, ready-to-deploy product, is housed within a 20-foot container using nickel, cobalt and aluminum cells, with an energy capacity of approximately 5.26 megawatt-hours. LG Energy Solution's JF2S DC Link, similar in size to Samsung Battery Box 1.5, offers a capacity of approximately 5 MWhs. However, it is powered by more cost-effective LFP batteries.
