Chandigarh power utility told to curb outages, ramp up response

The Chandigarh Administration has asked Chandigarh Power Distribution Limited (CPDL) to bring down power outages and improve service reliability, as the city grapples with repeated supply disruptions barely five months after the private company took over electricity distribution.
At a review meeting on Wednesday, Chief Secretary Rajeev Verma pulled up CPDL over a recent seven-hour blackout that hit multiple sectors after moisture caused a busbar flash at the Sector 56 substation. Officials admitted that the anti-hygroscopic paint applied ahead of the monsoon had failed and said dehumidifiers would now be deployed to prevent similar breakdowns.
The meeting, attended by Secretary (engineering) Prerna Puri, Chief Engineer C B Ojha, senior CPDL executives and administration officials, also took stock of measures to strengthen the city's power infrastructure. CPDL reported that it had installed three 20 MVA power transformers and replaced 28 distribution transformers, unlocking an additional 59 MVA capacity. These measures enabled the utility to meet Chandigarh's highest-ever peak demand of 465 MW.
Officials said the utility had expanded its 24×7 call centre, scaling manpower from 17 to 52, and increasing phone lines fivefold to handle consumer complaints. Fault response capacity was augmented with 100 outsourced technicians, 80 in-house technical staff and 20 support assistants, helping restore 95 per cent of outages within two hours in July.
The administration also reviewed progress under the PM Surya Ghar–Muft Bijli Yojana and CPDL's manpower integration, with 72 employees transferred from the UT promoted on a current duty charge basis.
The performance review comes amid public concern over the frequency of power cuts this monsoon and the transition from the erstwhile electricity department to CPDL. The administration is banking on the private operator to modernise a network long dogged by capacity constraints and ageing equipment, with consumer expectations of faster response and more reliable supply running high.
CPDL, which took charge on February 1, flagged areas where it required the administration's support to speed up its upgrade plans. The roadmap ahead, including measures to strengthen field response and grievance redressal, was also discussed at the meeting.

Residents, however, expressed strong resentment over the proposed hike, citing that tariffs had already been increased recently. 'Another hike would be a double blow to consumers,' said members of various residents' associations. Indian Citizens' Forum (ICF) president SK Nayar and secretary Narinder Sharma pointed out that CPDL has launched a load self-declaration scheme for low-tension (LT) consumers. They claimed the form provided is neither approved by the JERC nor in accordance with the JERC Supply Code, making it difficult for consumers to fill correctly. This, they said, could lead to inflated bills due to misdeclared load and requested that the scheme be put on hold until proper approval is obtained. The ICF also raised concerns about the transfer of 220KV substations and feeders to CPDL, stating that assets above 66KV fall under the jurisdiction of the transmission utility, not the distribution licencee. They demanded separate tariff approvals for transmission and exclusion of transmission losses from the current petition. Highlighting inefficiencies, the ICF noted that losses mentioned in Para 4.2.5 of the petition are higher than those approved previously, indicating a lack of effort by the former licencee. They urged the commission not to pass these losses onto consumers.

This decision, based on Office Memorandum No. 57/05/2021-P&PW(B) dated March 3, 2023, issued by the Ministry of Personnel, Public Grievances and Pensions, targets employees appointed to posts or vacancies advertised or notified on or before December 22, 2003, but who joined service on or after January 1, 2004, and were thus enrolled in the NPS. The move addresses long-standing demands from government employees for the restoration of the Old Pension Scheme (OPS), which guarantees a fixed pension post-retirement, unlike the market-linked NPS. The OPS, seen as a more secure option, offers 50% of the last drawn salary as pension, adjusted for inflation, providing greater financial stability for retirees. The NPS, introduced in 2004, relies on contributions from employees and employers, with returns subject to market fluctuations, raising concerns among employees about retirement security. The Chandigarh Administration has mandated that the process of identifying eligible employees and completing their transition to the CCS (Pension) Rules be finalised by August 15, 2025. Officials have hailed the decision as a progressive step toward enhancing social security for long-serving government personnel, reinforcing the administration's commitment to employee welfare. This policy shift reflects a broader trend across states like Rajasthan, Chhattisgarh, and Himachal Pradesh, which have also reinstated the OPS in response to employee unions' demands. However, critics argue that reverting to the OPS could strain public finances, given its non-contributory nature and rising pension liabilities. For Chandigarh's employees, the decision is a welcome relief, promising greater certainty in their post-retirement lives.
