Mock drills for emergency preparedness are being held across India on Wednesday, hours after the armed forces launched missile strikes at terror targets in Pakistan to avenge the Pahalgam terror attack. Increased security measures are being observed at railway stations across the country as part of the planned mock drill.
Under orders from the Home Ministry, a comprehensive civil defence mock drill is being conducted as part of the Civil Defence Program to prepare for potential wartime scenarios. The exercise includes several railway stations, such as Kachiguda (Hyderabad Division), Raichur (Guntakal Division), and Aurangabad (Nanded Division), among others. However, specific details about mock drills at stations in and around the capital, Delhi, remain unclear.
This mock drill aims to test emergency preparedness and inter-departmental coordination by simulating an attack scenario. Activities will include air raid warnings, blackout practices, safe evacuation drills, and evaluations of civil defence services, including fire extinguishing, Basic Life Support (BLS), and rescue operations.
As per the Railway Manual, a blackout will be implemented during the drill. Unnecessary lights will be switched off and windows covered. The primary objective of this exercise is to strengthen the emergency preparedness of railway personnel and ensure an effective response during crisis situations.
The exercise aims to activate air-raid sirens, train people in evacuation procedures, and clean bunkers and trenches, among other preparations for a potential 'hostile attack."
This emergency readiness exercise, possibly the first since 1971, is scheduled for 4 pm across most states. According to sources, around 600,000 volunteers are expected to participate, though the final count could be higher, PTI reported.
According to sources, these drills will involve students from educational institutions, employees of both government and private organisations, hospital staff, railway and metro officials, as well as uniformed personnel from the police, paramilitary, and defence forces.
Vulnerable locations include major metropolitan cities such as Delhi, Chennai, Mumbai, and Kolkata, along with cities housing critical installations like nuclear facilities or those situated along the border.
'The civil defence authorities will assess the capabilities of these areas and address any deficiencies," a source mentioned.
This site identification exercise will continue for the next three days.
In response to the Pahalgam terror attack, the Indian armed forces conducted missile strikes early Wednesday on nine terror targets in Pakistan and Pakistan-Occupied Kashmir. These targets included the Jaish-e-Mohammad stronghold in Bahawalpur and the Lashkar-e-Taiba base in Muridke.
Following the Pahalgam attack, which resulted in the deaths of 26 civilians, the prime minister had granted the armed forces complete operational freedom to determine the targets, methods, and timing of their actions against terrorism.

Akbar also praised India's economic growth, citing the World Bank's report, which shows that the number of people living in extreme poverty in India has dropped below 5 per cent. 'We have not only become the fourth largest economy in the world, but last night the World Bank released that those living in hardship poverty in India are less than 5 per cent now. That is the economic growth we want,' he said. Addressing the issue of terrorism, Akbar stressed that military force is necessary to counter invading armies and terrorists. 'An invading army at the border will not be stopped by eloquence. It will be stopped by military force,' he said. 'And that military force has been exhibited and evident to the world since the first attack of October 5 1947. Since then, when 5,000 terrorists came. Till today, thousands of terrorists are coming till today they are being defeated,' he added. Akbar also warned about the global threat of terrorism in the name of religion. 'There will come a time in this century when the world will realise that the challenge before the world is the challenge of terrorism in the name of religion,' he stated. 'Humanity and peace are really what religion teaches, not faith. And a state which encourages or which feeds, breeds and perpetrates violence of the most barbaric and brutal kind in the name of religion doesn't belong to this century,' he added. Meanwhile, BJP MP Samik Bhattacharya said while addressing the Indian diaspora, 'We want Akhand Bharat. PoK was ours. If not today, then tomorrow it will come back to us.' The delegation arrived in Germany after concluding their visit to Belgium. Earlier, Ravi Shankar Prasad said they raised strong concerns about terrorism during their visit to Brussels and generals of Pakistan 'run that country with the help of a military terrorist coalition', which is a 'threat' to democracy and humanity. The Indian Armed Forces carried out targeted strikes against terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 terrorists. Following the meeting, the Ministry of External Affairs (MEA) said the British foreign secretary strongly condemned the Pahalgam terror attack while Modi underscored the need for a decisive international action against terrorism and those who support it. 'Appreciate his substantive contribution to the remarkable progress in our Comprehensive Strategic Partnership, further strengthened by the recently concluded FTA. Value UK's support for India's fight against cross-border terrorism,' the prime minister said in a social media post. Modi described the recent conclusion of the India-UK free trade pact and double contribution convention (DCC) as a 'strategic milestone' that will unlock potential of the partnership in diverse sectors, according to the MEA. It said the prime minister conveyed his warm greetings to his UK counterpart Sir Keir Starmer and reiterated the invitation for his visit to India at the 'earliest mutual convenience'. Lammy paid a two-day visit to Islamabad from May 16 during which he welcomed the May 10 understanding between India and Pakistan to stop the military actions. He also accused the Congress-led government of 'dragging in' the Pahalgam terrorist attack and the Prayagraj stampede to deflect criticism over its own failures. 'The government is making decisions every hour on the stampede issue. What will they do in the end? First, there was a judicial investigation. Now there is a CID investigation. Finally, they will get the investigation report. What is this government doing? If any decision is made, there should be clarity,' Kumaraswamy told reporters. 'The government is a complete are dragging Pahalgam and Prayagraj here for the mistakes they made. What is the connection between the Pahalgam incident and this?' he added. Earlier, top senior officials of Karnataka State Cricket Association (KSCA), secretary A Shankar and treasurer ES Jairam, tendered their resignations from their posts, taking 'moral responsibility' for the stampede that took place near M Chinnaswamy Stadium on Wednesday ahead of Royal Challengers Bengaluru (RCB) team's felicitation after winning their Indian Premier League (IPL) title by defeating Punjab Kings (PBKS) in a tight final on Tuesday. As per ESPNCricinfo, the resignation has been submitted to the president of the board, Raghuram Bhat. Also in Bengaluru, CID officials paid a visit to KSCA office, with the state government having ordered a CID probe into the stampede case. The stampede left 11 people dead and several others injured. Communicating to KSCA on Friday night, both Shankar and Jairam wrote as quoted by ESPNCricinfo, 'Due to the unforeseen and unfortunate events that have unfolded in the last two days, and though our role was very limited, but owing moral responsibility, we wish to state that last night we have tendered our resignation to our respective posts as secretary and treasurer of the KSCA.' The Bengaluru Police also filed a first information report (FIR) against the popular IPL franchise on Thursday. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which is in control of the stadium. On Friday, the cops also confirmed the arrest of RCB's marketing and revenue head Nikhil Sosale, while acting on directives of newly appointed police commissioner SK Singh, who took over after his predecessor was removed by the chief minister Siddaramaiah after the incident.
