Higher education minister: Malaysia proposes Asean Institute to unify regional expertise, offers to host in UKM
LANGKAWI, June 20 — Malaysia has proposed the establishment of an Asean Institute to consolidate expertise across various fields among member countries in the region.
Higher Education Minister Datuk Seri Zambry Abdul Kadir stated that this proposal was among the topics discussed during the Asean Higher Education Ministers' Roundtable here yesterday.
'Although certain countries have conducted studies at their respective university levels, there isn't a more comprehensive institute for all Asean member states,' he said at a press conference after the roundtable here yesterday.
He added that Malaysia has offered to host this Asean Institute, given the country's expertise, including through the Institute of Malaysian and International Studies (Ikmas) at Universiti Kebangsaan Malaysia.
Furthermore, he noted that the roundtable also discussed student and academic mobility within the region, including exchange programmes that would allow foreign lecturers to teach at educational institutions in Malaysia.
'Additionally, we also agreed to establish a body to manage scholarship matters, namely Asean-GEMS. This platform will be utilised to seek financial resources among Asean member states to provide scholarships,' he said.
The Asean Global Exchange for Mobility and Scholarship (Asean-GEMS) is a one-stop platform for information about regional scholarship and mobility programmes throughout the Asean region that was launched last night.
This initiative will, among other things, provide access to opportunities and scholarship offers for all Asean students, while also supporting regional integration by encouraging youth mobility and cross-border academic exchanges.
Zambry further mentioned that other matters discussed included proposals to establish networks and collaborative platforms among Asean higher education institutions, and to ensure that all discussion outcomes are elevated to the Asean Heads of State Meeting in October.
He also remarked that this roundtable successfully brought together all ministers, representatives, and senior education officials from member countries, receiving positive feedback from regional and international participants.
Meanwhile, among the delegates, the Chairperson Commission on Higher Education (CHED) of the Philippines, Dr Shirley Castañeda Agrupis, praised Malaysia's efforts in hosting the dialogue, calling it a valuable platform for benchmarking best practices and addressing regional challenges.
She stressed the need for harmonising research agendas and recognising academic credentials across Asean member states.
'We dream of borderless education, but without mutual recognition of curricula, student and faculty mobility remains limited,' she noted.
Director-General of the Islamic World Educational, Scientific and Cultural Organization (Isesco) Dr Salim Mohammed Al-Malik has praised Malaysia's commitment to education and innovation following a series of high-level engagements during his visit to the 2025 Asean Ministers of Education and Higher Education Roundtables.
Dr Al-Malik underscored the pivotal role of Isesco in supporting its 53 member states, including Malaysia as a founding member, in advancing education, science, and culture, particularly among developing nations. — Bernama

PUCHONG, June 20 — Prime Minister Datuk Seri Anwar Ibrahim asserted that he had no involvement in the Kuala Lumpur High Court's decision to grant a discharge not amounting to an acquittal (DNAA) to former prime minister Datuk Seri Najib Tun Razak over three money laundering charges involving RM27 million from SRC International Sdn Bhd. 'That is the judge's decision, and the Attorney General's. I do not interfere,' he said briefly when approached by reporters after performing Friday prayers at Masjid Kampung Seri Aman today. Earlier, Judge K Muniandy allowed the defence's application for a DNAA, citing the prosecution's lack of preparedness to proceed with trial proceedings, which have been marked by persistent postponements since 2019. The court was informed that the prosecution had yet to obtain the necessary documentary evidence. The delay, the judge noted, had denied the accused the right to a fair and timely resolution of the case. A DNAA means the accused is temporarily discharged from the charges, but may still be prosecuted for the same offences in the future if the prosecution decides to reinstate them. — Bernama

Zaid lists prosecutorial reforms needed after Najib's latest DNAA
Former law minister Zaid Ibrahim said public fatigue over flawed prosecutions is reaching a tipping point. PETALING JAYA : Former law minister Zaid Ibrahim has outlined several proposed reforms to keep the Attorney-General's Chambers accountable, after Najib Razak's discharge not amounting to an acquittal (DNAA) in his SRC International Sdn Bhd money laundering case. Zaid said the AGC has operated without being held accountable for too long, necessitating reforms to be undertaken as Malaysians become disillusioned. 'Public fatigue over flawed prosecutions is reaching a tipping point. Malaysians are watching and they are angry,' the former Kota Bharu MP said in a post on X. Zaid called again for the separation of the roles of the attorney-general and public prosecutor to be expedited to ensure the public prosecutor's independence in upholding justice. He also suggested the establishment of a prosecution oversight commission, specifically to review decisions not to prosecute cases of public interest and to recommend referrals for judicial review. He proposed that a prosecution code of ethics be enacted to make it mandatory for prosecutors to always disclose all exculpatory evidence and provide written justifications for DNAAs, NFAs (no further action) and plea bargains. This is also aimed at excluding any political influence in charging any individual of an offence. Zaid called for the AGC to be required to table annual reports on the statistics of DNAAs and NFAs as well as prosecution outcomes in Parliament, and for a select committee to oversee prosecutorial conduct. He also suggested that senior prosecutors, like judges, be appointed to fixed terms to ensure that their tenures are protected from arbitrary removal. He called for whistleblower protection laws to be reviewed to allow for disclosures to be made even if involving classified information, as long as done in public interest and good faith. Zaid said Perikatan Nasional should champion these reforms if it wanted to gain public support, instead of simply touting slogans on reforms. 'A credible, ironclad promise to clean up the prosecution – with independent oversight, transparent rules, and professional integrity – would strike a powerful chord among the rakyat,' he said. This morning, Najib was granted a DNAA in his RM27 million SRC money laundering case after the High Court found that the prosecution was not ready to proceed with the trial. Justice K Muniandy said no witness testimony had been pursued since the case was brought against Najib in 2019, only a plethora of postponements, indicating that the prosecution was not ready to prosecute the case. Najib is currently serving his reduced six-year prison term for abuse of power, money laundering and criminal breach of trust involving RM42 million in SRC funds. In November, Najib and former Treasury secretary-general Irwan Serigar Abdullah were granted a DNAA in their International Petroleum Investment Company (IPIC) case.
