Health Ministry launches SHRESTH index to strengthen state drug regulatory systems
The index was launched on Tuesday by Union Health Secretary Punya Salila Srivastava virtually in the presence of Drug Controller General of India Dr Rajeev Singh Raghuvanshi.
New Delhi, Aug 13 (PTI) The Union Health Ministry has launched the State Health Regulatory Excellence Index, a first-of-its-kind national initiative to benchmark and strengthen state drug regulatory systems through a transparent and data-driven framework.
In a meeting attended virtually by the health secretaries, principal health secretaries and the drugs controllers from states and Union Territories, Srivastava reiterated that the health of all citizens begins with the safety, quality, and efficacy of the medicines they consume.
Ensuring their quality is the government's commitment, she said.
'Our federal structure is designed to regulate a complex and globally significant pharmaceutical industry. The only way forward is cooperative action to ensure medicines made in India are trusted everywhere, starting with every citizen in India,' the Union health secretary said.
Srivastava highlighted the crucial role played by states and Union Territories in ensuring quality manufacturing and distribution in India and the need for recognising and supporting their best practices and growth.
'States have strong regulatory certification. State Health Regulatory Excellence Index (SHRESTH) is a virtual gap assessment tool for states to assess their current position and help towards maturity certification,' she added.
Highlighting India's achievement of WHO ML3 status for vaccines, Srivastava stressed the next step is to elevate medicines to the same global standard, advancing international harmonisation and reinforcing India's role as the 'pharmacy of the world'.
Several upcoming initiatives were also outlined, including the extension of the Not of Standard Quality (NSQ) dashboard to all states, the proposed symposium on Drug Regulatory Systems, and the expansion of joint training and audits.
Speaking on the occasion, Dr Raghuvanshi highlighted that states will be divided into two categories — manufacturing and primarily distribution — and will be ranked accordingly on the SHRESTH index.
SHRESTH will have 27 indices for Manufacturing States across five key themes — human resources, infrastructure, licensing activities, surveillance activities and responsiveness — and 23 indices for primarily distribution states.
States will submit the data on predefined metrics to CDSCO, which will be collected by the 25th day of every month, and these metrics will be scored on the first day of next month and shared with all states and Union Territories, Dr Raghuvanshi said. PTI PLB NSD NSD

Bird flu cases detected in 2 Rampur poultry farms
Lucknow: With some cases of bird flu detected in two poultry farms in Rampur, the state govt has stepped up monitoring and inspection of poultry farms across the state to prevent the spread of the infection. After the detection of positive cases, the department of animal husbandry declared a surveillance zone in an area of one to 10 km around the farms. A senior official said that the situation was controlled locally and remained normal across other parts of the state. In all other districts of the state, the situation remains normal. In the surveillance zone, Rapid Response Teams (RRT) were conducting continuous surveillance and samples were being collected to ensure that the infection has not spread. Allahabad HC stays fee hike for MBBS course by Hapur medical college
Agency: PTI Prayagraj, Aug 14 (PTI) The Allahabad High Court has stayed an increase in fee for the MBBS course by the GS Medical College in Hapur, and directed the state government and the college to file their reply within two weeks. The order was passed by Justice C D Singh on August 13 while hearing a petition filed by Aanya Porwal and 239 other MBBS students. The fee was increased mid-semester from Rs 11 lakh to 14 lakh. The counsel for the petitioners claimed the notification issued on July 5 by the state government was 'arbitrary" and 'without application of mind". The government, while issuing the aforesaid notification, failed to consider the other miscellaneous charges, which have already been enhanced during this session, the counsel argued. He said there was no reason to increase the fee for a second time in eight months, particularly when miscellaneous charges had already been deposited by the petitioners. The government's counsel submitted that it (fee hike) was done in accordance with the law, and there was no illegality or error in the impugned notification, saying the instant writ petition may be dismissed as devoid of any merit. The court said, 'Taking into consideration the submissions made by the learned counsel for the petitioners as well as the learned counsel for the respondent and the contents made in the writ petition, I am of the view that matter requires consideration." The court directed to put up the case on September 17, and till then the operation of the impugned notification dated July 5 shall be kept in abeyance. Public health service, nurses' union condemn attacks on Indians in Ireland
London, Aug 14 (PTI) Ireland's Health Service Executive and the largest nurses' union have spoken out against the 'racist abuse and assaults" targeting members of the Indian community and cautioned that their exodus would have a 'dramatic impact" on the healthcare sector. In a statement issued on Wednesday, the Health Service Executive (HSE) said that the effective operation of many essential health services in Ireland would be seriously threatened without the support of the many thousands of international staff that work in the country's hospitals and community services. According to the Irish public health service provider, healthcare professionals from India, Africa and other Asian countries account for 23 per cent of HSE nurses and midwives. 'The HSE unequivocally condemns all incidents of racist abuse and assaults of people from abroad, their families and the wider community. It is unacceptable. People should not be afraid to leave their house or go to work for fear of abuse," said Anne Marie Hoey, Chief People Officer of the HSE. 'We are proud of our organisation's diversity and are dependent on all our staff for the delivery of frontline, essential services… We are deeply grateful to international workers who have chosen to move their lives and families to Ireland to work with the HSE and help provide essential care and support for patients," she said. Hoey said the HSE was 'saddened" to hear reports that some international staff, now fearful for their personal safety, are considering moving away. 'This will have a dramatic impact on staff levels and the provision of health services and should be a cause for alarm for people in this country," she said. The intervention came after a spate of violent assaults on Indians in the capital Dublin and other regions have been reported to the Irish police force, An Garda Síochána. Last week, the Irish Nurses and Midwives Organisation (INMO) condemned the 'racially motivated abuse" of its workers and called for robust action against the perpetrators. 'Recent horrific attacks on members of the Indian community in Ireland should be condemned. There must be a robust policing response to racially motivated abuse and attacks. We do not want Ireland to be a place where nurses and midwives are afraid to work," said INMO Deputy General Secretary Edward Mathews. 'Providing more robust protections would go a long way to making internationally educated nurses and midwives feel safe. Everyone should have the right to work in an environment free from abuse or harassment of any kind, and to feel safe in their community," he said. He also referenced the safety advisory issued earlier this month by the Indian Embassy in Dublin, calling on its nationals to take 'reasonable precautions for their personal security and avoid deserted areas, especially at odd hours". Mathews added: 'In broader terms, as a society, it has never been more important to reject racism. Hateful rhetoric and violent attacks must not become the norm." 'It is unacceptable that consular services in Ireland feel the need to issue advisories about travel and personal security at unsocial hours. This should raise alarm bells, this is not the type of country we want to be."
