How soaring prices are brewing prosperity for PNG's coffee farmers

For decades, coffee has been the lifeblood of countless rural communities in Papua New Guinea, a crop that sustains families and connects this rugged nation to global markets.
As international coffee prices surge to unprecedented levels, and farmers experience a windfall, the challenge for many within government is to address the existing systemic and long-standing issues that have prevented farmers from fully reaping the benefits of these high prices.
The latest figures paint a remarkable picture. According to Kina Bank, coffee prices jumped a staggering 70 per cent in 2024, with an additional 18 per cent increase in the first quarter of 2025.
While there's been a slight dip in the current June quarter, prices remain historically high. These elevated figures are largely attributed to adverse weather conditions in major coffee-producing nations like Brazil and Vietnam, creating a global supply deficit that PNG farmers are now helping to fill.
For the vast majority of rural highlands households reliant on coffee, this translates to tangible benefits. More money in the pockets of smallholder farmers means improved living standards, better access to education, and greater financial security.
"Coffee is everything. We pay for school fees. We pay for our cultural obligations," said Robert Solala, a coffee farmer and community leader in Nivi village, Unggai-Bena District, Eastern Highlands - one of PNG's leading coffee-producing provinces. This sentiment is echoed across the coffee-growing regions.

The surge in income is driving a mini-boom in local economies, as farmers spend their newfound earnings on goods and services, stimulating wholesale and retail trade.
ANZ Research forecasts Papua New Guinea's GDP to grow by 4.7 per cent in 2025, largely powered by exports of coffee, cocoa, and palm oil. This economic uplift is also playing a crucial role in easing the country's persistent foreign currency issues.
While the figures look good, the difficult realities for many coffee farmers continue largely unabated.
Nivi village is located in a valley where getting a trusty Toyota Landcruiser to the community can take hours of pushing and pulling, especially after even a slight drizzle. The road leading to the village has deteriorated so much that farmers often walk for four hours, carrying 40-kilogram coffee bags, to reach the nearest truck stop. Even with these difficulties, the village still produces an average of 5,000 bags a year.
"This is something I am yet to understand. I don't know if the government understands the difficulties we face as farmers," Robert Solala said.
"We contribute to the economy of the country. We make the money. But we're not getting the help we need."
Solala is one of many smallholder farmers who continue to work the land despite the challenges. With the spike in coffee prices expected to be sustained for at least the next two to three years, he is hoping there will be long-term investments into transport infrastructure and farmer support.
The PNG government, with support from international partners like the World Bank, has been actively working to bolster the coffee industry and ensure these benefits reach the grassroots. However, it's the slow grind of legacy problems like land disputes and bad roads that present a tricky situation for those driving the intervention programs.
A cornerstone of these efforts is the PNG Agriculture Commercialization and Diversification (PACD) Project, managed by the Coffee Industry Corporation (CIC), PNG's administering body. Co-funded by the World Bank and the government, the project is a multi-million dollar initiative designed to empower farmers and enhance productivity.
For the PACD's project coordinator in the highlands, Potaisa Hombunaka, bad roads remain the biggest obstacle to achieving the high coffee export figures demanded by Prime Minister James Marape.
"If I had the financial ability, I would put all the money into roads," Hombunaka said. "So-called experts who plan in air-conditioned offices in Port Moresby need to go to the villages and understand how people live."

Potaisa Hombunaka has worked in the coffee-rich highlands for the last three decades. His intimate knowledge of landownership and the deadly disputes it can trigger make him a valuable government asset.
Under a similar project six years ago, Potaisa Hombunaka and his team oversaw the construction of what they called "coffee roads". These are short stretches of road leading into coffee-growing regions that drastically reduced the time it took for farmers to transport their coffee. Under the PACD Project, the focus has shifted to enhancing the ability of farmers and PNG exporters to actively participate in global trade.
"In 2023, coffee was the second biggest commodity traded on the world market. The first was oil. But our farmers get very little from the global trade. That has to change now."
The program has been careful with the partners it works with, avoiding any groups with unresolved land disputes.
Through the PACD, coffee farmers are receiving direct assistance in various forms. This includes the distribution of high-quality coffee seedlings, crucial for revitalizing aging coffee trees and increasing yields. In provinces like Chimbu and the Eastern Highlands, farmers have received thousands of seedlings, along with essential farming tools such as pruning shears and canvases.
The project also supports the construction of vital infrastructure, such as coffee training centres, storage sheds, and wet mills - facilities that improve the quality of coffee processing and help farmers fetch better prices for their beans.
In Goroka, Las Malo, a family-owned coffee processor, has just begun using an electronic colour sorter. The machine, which occupies two-thirds of a newly built warehouse, removes the need for manual labour and quadruples production.
"Since 2019, we've paid K13 million [kina] in taxes. We buy directly from farmers," said owner Ken Dumudi.

However, there is still a tough nut for the PNG government to crack. The vast majority of coffee exported comes from smallholder farmers who cultivate coffee on their customary land. While plantations with state land titles produced coffee from the 1960s through the 1980s, much of that land has, since Papua New Guinea's independence in 1975, been taken over by its customary owners, many of whom are embroiled in long-running land disputes, some spanning 40 years.
"All our coffee comes from smallholders," says Ken Dumudi of Las Malo. "Even us, we don't own plantations."
The interventions are not just economic; they are also fostering social change.
In areas previously affected by tribal conflict, coffee initiatives are becoming powerful tools for peace and community building. The Kualga Women's Development Association in Nebiliyer, for instance, has received significant funding through the CIC-PACD Project for a nursery, office, and wet bean factory. This project is not only boosting coffee production but also bridging relationships damaged by decades of unrest.
While the current climate is undoubtedly positive, challenges remain.
Issues such as pest management, declining production in some areas due to aging trees, and ongoing logistical hurdles in transporting coffee from remote farms to market still need addressing. However, with sustained high prices and continued support, the outlook for Papua New Guinea's coffee farmers is brighter than it has been in years, provided prices remain high and long-term investments are made into existing and new transport infrastructure.

Farmers of cereals like wheat, barley and oats have faced unstable prices and markets in recent years, competing with cheaper imports from Australia or European Union countries. Farmer confidence soared to its highest level in more than a decade in July but not for the arable sector, according to lobby group Federated Farmers. While it found 81 percent of dairy farmers were making a profit, 29 percent of arable farmers were making a loss. Nearly half the arable farming respondents said their mental health had been affected. Harvest volumes in the year to July were down 2 percent on last year across milling, malting and feed to 97,500 tonnes, according to the latest Arable Industry Marketing Initiative (AIMI) survey of 110 farms. However supply was matching demand, with the volumes of unsold stocks up to 187,600 tonnes. As farmers considered plantings for the 2026 harvest, volumes were expected to fall 7 percent to around 90,500 hectares, the survey showed. Foundation for Arable Research (FAR) general manager of business operations Ivan Lawrie said farmers' margins were "squeezed" as commodity prices had not kept up with the rising cost of production. "Well, it hasn't been a brilliant year and obviously that affects the mood. We've had some issues around a very wet harvest for most crops that affected yield and quality in some cases, and really the issue of profitability lingers on." He said historically, profitable times in dairy correlated to good prices in arable, but that was not currently happening. "There's certainly been an increase and/or maintenance of some of these feed products imported into the dairy industry. Obviously [Palm Kernel Expeller] being the leading one. "And while not all arable products are direct replacements for that... there are certainly things we could produce in New Zealand both on the dairy platforms and on arable platforms to let's say, reduce the reliance on imports." Lawrie said buying local grain would support farmers and rural communities, but there was more transparency too around traceability to New Zealand's highly efficient arable farms. "When we import product, we actually do not have the same level of information as to where the crops were grown and how they were grown." Lawrie said milling wheat particularly was under a lot of pressure, and levels of 100,000-120,000 tonnes was "not sustainable in the long-term." "So we need to increase probably at least double that volume of milling wheat grown and used by end users in New Zealand. "We are under a great danger of losing it if we don't have critical mass." He said FAR was developing a trademark to recognise when mills use 100 percent New Zealand grains in flour and bread making, set to launch later this year. Lawrie said most North Island flour mills predominantly used imported grain for making loaved bread. He said they chose to import rather than getting southern grain sent up via the "not fully reliable" ferry across the "very expensive" Cook Strait . But he said a solution to reduce the cost of freight could unlock the use of southern grain at northern flour mills. "We're looking at other options like can we boost coastal shipping in New Zealand to make more sensible bulk movement of grain. "Can the rail and ferry combinations be upgraded to improve movement of grain from from the South Island to the North, and also can we create infrastructure for storage consolidation, grain drying and improvement of facilities on port to be able to load grain onto ships, etcetera. "All of that is still to be done, and unfortunately we probably had better infrastructure for that 70 years ago than what we have on Wednesday." Lawrie said it was in talks with the government in the hopes of a collaborative approach between public and private sectors, but appreciated there was "not a lot of surplus". He said the world has seen in the past five years alone how cargo shipping routes and operations could be disrupted by conflicts or pandemics. "This becomes an issue that transcends just the pure transactions. It really does become, in turbulent times globally, a potential issue for our food security. "Ensuring that New Zealand has a backbone of producing its own staples for the ability to feed its own people is actually quite important." Last month, the Commerce Commission granted clearance for food manufacturing giant George Weston Foods NZ, trading as Mauri New Zealand, to buy South Canterbury's Farmers Mill. It was considered one of the few remaining mills using exclusively New Zealand grain, but the Commission said it was satisfied the acquisition was unlikely to substantially lessen competition in the New Zealand market. The arable sector employed around 11,300 people, earning $800 million domestically and $260m through exports. Bevan Lill, a Mid Canterbury arable farmer who was also part of Federated Farmers' arable industry group, said prices for contracted milling wheat had not changed in 15 years, falling behind the cost of production. He said these days, there was huge diversity among arable farms, as farmers looked to other crops or activities to generate revenue, and warned there would likely be some loss of arable. The forage seed industry was also considering the impact of low profitability in the arable sector. Dr Derek Woodfield, who had just retired as general manager of PGG Wrightson Seeds spoke at the Plant Breeders Forum in Ōtautahi Christchurch last week. He said since farmers farmed for either capital gains or profit, challenges in arable were expected to flow down to the seed sector. "Where I see a real risk for us is actually the viability of the arable sector in New Zealand," Woodfield said at the industry event. "There have been close to zero capital gain on those properties per hectare in the last 10-15 years. That is a risk for arable farmers. "So as the moratorium or whatever on dairy conversions comes off, are we going to see a lot of our arable industry transition into dairy?" It has released its latest data, which shows, nationwide, values were down 0.2 percent in the month of July, 0.6 percent down in the quarter and 0.2 percent down year-on-year. Auckland remains 21.7 percent below its peak, Wellington 24.7 percent and Christchurch 4.7 percent. But there was a bit more resilience for values in provincial areas, which chief economist Kelvin Davidson said could reflect the two-speed nature of the New Zealand economy at present. Primary industries are generally faring better than the rest of the country. Gisborne experienced a drop in prices in July but Hastings, Whangarei and New Plymouth all rose by at least 0.5 percent. "It's early days and any perceived rural-urban divide in the property market at present should not be overplayed. After all, housing conditions are still fairly subdued almost everywhere. But a potential export-led recovery over the next year or two may well be a factor to watch in terms of boosting regional house prices relative to urban areas." Davidson said proportionally more of the regional markets had seen growth in values compared to the main centres. "Nowhere is booming so it's a relative story but if you look at the so-called regional markets, the provincial centres, there's probably a slightly more common story around a bit more growth." He said the export-led recovery could mean "cash coming off farms" and going into service towns and cities. "The longer the export-led recovery continues, the greater the chance you see outperformance in the regional markets." He said property investors might notice the trend and decide to look at areas such as Invercargill and New Plymouth. "If there's a bit more capital growth it might be a place to think about investing … I'm not making investment recommendations and keep in mind there's always risk on the other side. If you're looking at a high-level measure like gross rental yield or the possibility the markets deliver a bit more value growth, it doesn't tell the full story. There are other costs associated and things to weigh up on both sides." Infometrics chief forecaster Gareth Kiernan said the South Island's property market was generally stronger than the North Island's. "Parts of the South Island in particular seem to be performing better in terms of sales levels and stock numbers, it's not quite as over-supplied but Auckland and Wellington are struggling." He said the country was facing an "old-fashioned" economic recovery, driven by the export sector rather than migration and housing radiating out of Auckland. "I'm not sure whether the regional housing markets get dragged along with that agricultural upturn." He said some centres did not seem to have had the population growth to justify the number of houses built at the peak of the building boom. That might put investors off. "An oversupply issue in some regions persists … I'm positive about Christchurch and Queenstown and I guess some of those smaller regional centres have the benefit of being tied into the dairy sector, the rental yields are bit better than you get in Auckland. "If there's a better rental yield and potentially better expectation of capital gains that might be preferable [to main centres]. But it does depend on people's expectation of what prices will do and there's still a lot of uncertainty around it. Consenting numbers are still relatively high compared to population growth." Davidson said the second half of August was usually when there was an increase in the number of listings on the market. "Sales volumes have been gradually growing to the point where the level of sales is back to about normal and we are starting to see hints that the total stock of listings is starting to come down, although it's coming off a multi-year high … it will be interesting to see how it plays out in spring." Some properties were being removed from the market because owners had decided not to sell , he said. Davidson said he was cautious about what might be ahead through the rest of the year. "This is market that's going sideways. Sales are rising but it's not flowing through to prices. There are restraining forces on the other side - abundant listings, a weak economy and labour market. "Both buyers and sellers seemingly remain in a measured mood. First home buyers and 'Mum and Dad' investors are active groups on the purchaser side of the equation at present, but it's also worth noting that many vendors aren't rushed at present either - those who are confident about their employment security may well be happy to wait for the price they want." He said while it had previously been expected that house prices might lift 5 percent this year, it now seemed the lift would be smaller than that. "In fact, on recent form, the market may struggle to generate much more than a 1 percent or 2 percent rise in 2025."
