Vice President Sara Duterte on Wednesday expressed concerns that the interim release of her father, former president Rodrigo Duterte, might not be granted, following the petition of the Office of the Prosecutor in the International Criminal Court (ICC) to the tribunal.
The Vice President said that she has not yet read the recent request by the prosecution for the chamber to reject the defense's call for Rodrigo Duterte's interim release.
As a daughter, she said she is worried that the tribunal will deny her father's release, considering his physical state.
'As a daughter, I am concerned that he will not be granted interim release. He is 80 years old, he is not in good health, he's not been eating well and he needs support from familiar people and he needs the care of his family and loved ones,' she said.
The Vice President, who is also a lawyer, also questioned the purpose of the provision on the interim release if it would simply be denied to the accused.
The prosecution argued that Rodrigo Duterte's continued detention is necessary to ensure his appearance during trial, saying that he does not accept the legitimacy of the legal proceedings against him.
It noted the former president's previous remarks against the ICC as well as the petition he filed before the Supreme Court against the cooperation of the Philippine government with the ICC.
The prosecution further said that Rodrigo Duterte's allies and family members remain in positions of power. It specifically mentioned VP Sara, noting that the vice president made clear that she views his detention as illegitimate.
Rodrigo's release also poses a risk to the ongoing investigation due to the possible opportunity to intimidate or threaten witnesses, as he appears to still wield considerable power, according to the prosecution.
Sara Duterte, in response, emphasized that her power and authority as the Vice President do not extend beyond Philippine shores.
'I do not understand the reasoning behind opposing the interim release because of the position of the daughter. Because right now, he is not in interim release. He is detained in the ICC detention unit pero Vice President pa rin ako [but I'm still the VP],' she said.
The Duterte patriarch is facing a crimes against humanity case before the ICC over his administration's drug war. Though he is currently under ICC custody, his camp has sought his release to an undisclosed country.
In their request, Rodrigo Duterte's camp argued that the former president is not a flight risk. They also cited humanitarian considerations for the interim release, saying that Duterte is already 80 years old. —LDF, GMA Integrated News

OVP budget delibs: Courtesy given to, expected from all agencies —Suansing

REUTERS/ Eloisa Lopez The House Appropriations panel will always extend courtesy to Vice President Sara Duterte and all heads of government agencies during the upcoming budget deliberations with high hopes that the same courtesy will be given to the House members, House Appropriations panel chairperson and Nueva Ecija Representative Mikaela Suansing said. Suansing made the response when asked if the House will extend courtesy to the Vice President who, during last year's deliberations on the proposed 2025 budget, asked for the replacement of the presiding officer at the time, then-appropriations senior vice chairperson Stella Quimbo, after one of the House members asked the Vice President on how her office spent its confidential fund allocation in previous years. 'Under my leadership as chairperson of the committee on appropriations, I commit that all of the of the heads of agencies will receive the respect due and commensurate with their offices. We [will] extend the same courtesy to all of the heads of agencies, and we will invite all heads of agencies to attend the budget deliberations,' Suansing said. 'I really do hope that the heads of agencies would extend the same courtesy of respect. And that is highly dependent on the way that all the parties engage with each other,' she added. (We want the same thing: a comprehensive discussion of the national budget. We can only execute a comprehensive scrutiny on the proposed national budget if we will calmly deliberate on its merits.) The Vice President, who was impeached by the House in February mainly due to allegations of the misuse of P612.5 million worth of confidential funds and saying she had contracted someone to kill President Ferdinand "Bongbong" Marcos, Jr., earlier said she expects the House to make cuts to the Office of the Vice President's (OVP) proposed P903-million budget for 2026. In 2024, the House reduced the OVP's proposed 2025 budget by P1.29 billion due to the Vice President's repeated refusal to answer queries on how her office's confidential fund was spent and adverse findings of the Commission on Audit on how the OVP used its funds in years 2023 to 2024. The COA findings include: OVP's lease expenses increased to P53 million in 2023 from P29 million in 2022 only P600,000 out of P150 million budget for Magnegosyo Ta Day was used each of the 10 satellite offices, except for Bangsamoro Autonomous Region in Muslim Mindanao (P200,000), accumulated P2.2 million in cash advances. no clear guidelines in distribution of bags and books ('Isang Kaibigan') for students 53 schools in PagbaBAGo program (bag distribution) have no pre-determined list of beneficiaries students have pre-signed forms confirming receipt of bags ahead of distribution The House's reduction of the OVP budget was adopted by the Senate and eventually signed into law by the President. Day 1 The budget deliberations for the proposed P6.7-trillion budget for 2026 is expected to start on Monday, August 18. Set to face the House appropriations panel on August 18 is the Department of Budget and Management (DBM), the newly-formed Department of Economy, Planning, and Development )(DepDev, Department of Finance (DOF) and Bangko Sentral ng Pilipinas (BSP). These agencies make up the Development Budget Coordination Committee, which faces the House appropriations panel first as oer customary. DBM is headed by Secretary Amenah Pangandaman, while DepDev is led by Secretary Arsenio Balisacan. Former Senator Ralph Recto is the DOF chief, while BSP is headed by Governor Eli Remolona, Jr. — BM, GMA Integrated News

PH to US: Invest more so we become 'more reliable defense ally'

Manila on Thursday urged the United States to help the Philippines boost its economic strength through more American investments for it to become a "more reliable defense ally" of Washington. Speaking at a business forum in Manila attended by close to 40 top American companies, Foreign Affairs Secretary Theresa Lazaro and Manila's Ambassador to Washington Jose Manuel Romualdez said a stronger Philippine economy would enable it to focus on strengthening its defense and security capabilities. "The strength of our alliance is not just determined by the depth and frequency of our defense and security engagements. For our alliance to be strong politically, it must also be strong economically," Lazaro said during the Association of Southeast Asian Nations (ASEAN)-US Business Council meeting. Romualdez said an increase in US business presence in the Philippines, given its strategic location, would further bolster America's position in the region, where a rapidly rising China aggressively expands its defense and economic clout. "At a time when America is diversifying supply chains and rethinking global strategy, we are a natural choice–and a strategic necessity," Romualdez said. "You are not only investors; you are trusted voices in Washington. I ask you to carry this message to the Trump administration: 'Every US dollar invested in the Philippines strengthens America's position in the Indo-Pacific.'" "Show them how your projects here create jobs, transfer skills, and reinforce an ally that shares your security goals." Among all possible economic partners in the region, Lazaro said the Philippine economy remains "strong, steady, and resilient, despite global uncertainties" as it is supported by strategic policy reforms and strong macroeconomic fundamentals. In the second quarter of 2025, she said the Philippine economy grew 5.5%, slightly higher than the 5.4% growth recorded in the first quarter, outpacing many of its neighbors. On the production side, agriculture posted 7.0% growth, while services sector expanded by 6.9%, she said. "Driven by strong domestic consumption, a diverse and skilled workforce, and a growing services industry, the Philippines is well-placed as a business processing, manufacturing, supply chain and innovation hub in Southeast Asia and the Asia Pacific region," said Lazaro. Investment opportunities, she said, are available in various sectors, such as in IT and AI technology, food and agriculture, biomedical and pharmaceuticals, fintech, critical minerals, creative industries, defense industries and infrastructure, among others. Romuladez said investments in strategic industries would complement and benefit America's defense interests in keeping an open and peaceful Indo-Pacific. Infrastructure and logistics, he said, serve trade and naval readiness, while energy projects secure reliable power for both industry and defense. Meanwhile, investments in technology and cybersecurity will protect commercial and military assets and defense industrial partnerships would keep American equipment ready in the region, the envoy added. "Our alliance is built not just on shared history, but on shared purpose. In today's world, prosperity and security are inseparable," he said. Last July, Washington has committed $60 million to reinforce the Philippines' energy, maritime, and economic growth programs. It has also forged a trilateral bloc with Japan and the Philippines under the Biden administration to boost security, economic and investment engagements. Such alliances would help its two closest Asian allies, which both face similar territorial disputes with China, diversify their trading engagements as a buffer in case the disputes spill into the economic front. "Economic strength is the foundation of strategic strength," said Romualdez. "When US companies invest here, it's not just about returns on capital–it's about returns on alliance. A stronger Philippine economy means a more capable and reliable defense partner for the United States." — VDV, GMA Integrated News

Patidongan brothers file complaint-affidavit vs. ex-CIDG chief

Julie 'Dondon' Patidongan and his brother Elakim Patidongan on Thursday filed a complaint-affidavit against former Criminal Investigation and Detection Group (CIDG) chief Police Brigadier General Romeo Macapaz and two others before the National Police Commission (NAPOLCOM). In a press conference right after the filing, Dondon accused Macapaz of urging individuals to implicate him in the missing sabungeros case as the mastermind. 'May isang pamilya na nagsabi, katulad ng nakaraan, na tinuturuan na baliktarin lahat ng sinasabi ko, na gagagawin niya ako ang mastermind, at labas na raw dito sa Mr. Atong Ang,' Dondon said. (A family said, like in the past, that they were instructed to contradict everything I said, that they would make me the mastermind, and leave Mr. Atong Ang out of the issue.) 'Nakausap ko ang isang major na sinabi sa akin, 'Sir, hindi ko gagawin 'yan kung walang nag-utos sa akin.' Sa madaling salita, sinabi ng isang major, inutusan siya ni General Macapaz,' he added. (I spoke to a police major and they told me, 'Sir, I wouldn't do that if no one ordered me. In other words, the police major said, General Macapaz ordered him.) Meanwhile, Elakim said his rights were violated when he was taken by Philippine authorities in Cambodia. 'Meron po. Malaki ang ano niya sa pagkuha niya sa amin. Una, hindi niya kami kinausap at kinuha niya ang cellphone namin,' Elakim said. (There were rights violated. It was a big violation when he took us. First, he didn't talk to us and he took our cellphone," Elakim said. According to Elakim, there were sets of evidence in their belongings. The complaints filed against Macapaz and others are misconduct, dishonesty, conduct unbecoming of a police officer, and oppression, according to Dondon. GMA News Online is seeking the contact information of Macapaz from the CIDG and the Philippine National Police (PNP) to get his statement but the police organization has yet to respond as of posting time. Macapaz in July said that they are still verifying information that there were cops who were trying to make Patidongan appear as the mastermind in the case. 'Bine-verify pa po namin 'yan Ma'am kasi may order nga po ang DOJ na sila lang ang pwede magsalita for the moment. Linawin muna namin Ma'am kung ano ang issue…' Macapaz earlier said. (We're still verifying that because the DOJ has issued an order that only they can speak for the moment. We need to clarify the issue first.) Dondon and the families of missing sabungeros on July 14 also filed a complaint-affidavit implicating 18 cops in the disappearances. NAPOLCOM announced August 4 that it has imposed a 90-day preventive suspension on 12 involved active police officers. Six other police officers have already been dismissed. A total of 34 cockfighting enthusiasts have been reported missing from 2021 to 2022. According to the police, the missing personalities were kidnapped allegedly due to match fixing or cheating in the cockfighting games. Patidongan claimed that the victims were already buried in Taal Lake. He named businessman Atong Ang as a mastermind in the case and also linked actress Gretchen Barretto to the disappearances. Both have denied the allegations. On August 1, multiple murder, serious illegal detention, enforced disappearance, direct bribery, and obstruction of justice were filed against Ang, Barretto, and others. — BM, GMA Integrated News
