Goa govt to legalise over 1 lakh houses existing prior to 1972
In a major decision to legalise houses in the state that are facing the threat of demolition, state govt on Friday issued two circulars. One was by the revenue department and the other by the directorate of panchayat, to legalise over one lakh illegal houses that existed prior to 1972 on any land.
Chief minister Pramod Sawant said that these circulars do not give any ownership rights on the land, but they legalise the structure and clarify the land status. 'We are making houses legal. The revenue department will give sanand, and the panchayat will give status as legal,' he said.
Sawant said that with these circulars, there is no need to bring any bills in the assembly. A few minutes before the press conference to announce the circulars, both Sawant and revenue minister Atanasio 'Babush' Monserrate made a statement on the floor of the House that govt will bring a bill to regularise the houses.
Sawant said that to clear the confusion in villages about illegal structures, govt has issued two circulars. He said that if the house is shown on the survey plan but does not have any document, then the owner of the house should go to the deputy collector and apply for the sanad.
He said that once the sanad is issued by the deputy collector under this circular, and in case the owner of the house needs to construct a new house, then the same sanad can be used.

The circular said that the Goa Land Revenue Code, 1968, has exempted all lands (survey holdings) situated in the settlement zone, as per the Regional Plan/Outline Development Plan, from the operation of provisions. This is provided the survey records of such survey show the existence of a structure on the said land, the total area of the survey holding does not exceed 1,000sqm, and the existing structure, as shown in the survey map, covers at least 25% of the total area of the said plot.
However, govt found that in several cases, structures which are already in existence and are duly reflected in the records of rights (Form I and XIV) as well as in the survey plans prepared under the provisions of the Goa, Daman and Diu Land Revenue Code, 1968 (during the period 1970 to 1972) are being required to obtain a fresh conversion sanad at the time of reconstruction.
'This has led to certain ambiguities and inconsistent interpretations across departments regarding the applicability of the conversion provisions under the Goa Land Revenue Code, 1968,' govt said.

Recalling the incident of teary-eyed Salman Khurshid and the then Congress President Sonia Gandhi shedding tears over the infamous Batla House encounter in 2008, he said that the then government stood with 'terror sympathisers'. 'Rather than rallying behind martyred cop Mohan Sharma, they were shedding tears with an eye on a certain vote bank,' he said. Digging out the Congress government's stance on the Prevention of Terrorism Act (POTA), he said that the law brought by the Atal Bihari Vajpayee government as a deterrent against terror acts was revoked by the UPA government, soon after coming to power in 2004. "What followed was a string of terror attacks," he said and also listed out incidents when many innocent civilians were killed in terror attacks. 'In December 2004, POTA was revoked. Subsequently, in 2005, the Ram Lalla tent was targeted; in 2006, Mumbai train blasts happened, killing 186 people; in 2006, the Doda attack led to deaths of 44 people; in 2008, Mumbai attacks happened killing 246 people, same year, 21 blasts ripped through Ahmedabad killing 57 people,' he told the House. Further tearing into Congress, Amit Shah said that many dreaded terrorists fled the country when it was in power. 'Dawood Ibrahim fled the country in 1986, Tiger Memon in 1993, while Aness Ibrahim escaped the country in 1993,' he said. He said that the security forces have given a befitting reply to the Pahalgam attackers, and now it's time that the Leader of Opposition and Congress give answers on who allowed the hardcore terrorists to escape the law, under their regime. Amit Shah's blistering attack on the Opposition came on the back of its repeated charge that the Pahalgam attackers fled the country after killing 26 tourists, and the Home Minister must take the blame for this.

New Delhi: Union Home Minister Amit Shah lashed out at the Congress as well as party veteran P Chidambaram on Tuesday, taking umbrage over the latter's remarks that the Pahalgam attackers could have been 'homegrown terrorists' and not from across the border. He said there was ample proof of their country of origin as the Voter IDs of the Pahalgam terrorists were Pakistani. Speaking on the 'Operation Sindoor' debate in Lok Sabha, Amit Shah assailed the grand old party and Chidambaram over raising doubts, even if small, on whether the terrorists who killed 26 people in Baisaran Valley in Jammu and Kashmir (J&K) were Pakistanis. He expressed surprise as to how the former Home Minister of the country (P Chidambaram) was raising questions over origin and nationality of terrorists. 'Whom do you want to save? What will you gain by shielding Pakistan?,' asked the furious Home Minister. Amit Shah told the House that there was ample proof with the government and investigating agencies that the attackers came from Pakistan. "They were Pakistanis. Their voter ID number is available; the rifles they used are also with us. Pakistan-made chocolates that the terrorists carried have also been recovered," Amit Shah said. 'Former Home Minister is giving clean chit to Pakistanis,' he added. Chidambaram, in a recent interview with a news publication, claimed that the government was unwilling to disclose the work the NIA has done in the aftermath of the terror attack in J&K. "Have they identified the terrorists? Where they came from? I mean, for all we know, they could be homegrown terrorists. Why do you assume that they came from Pakistan? There's no evidence of that," he told the daily. In another instance, when the Home Minister was heckled by the Opposition members in the House, led by SP MP Akhilesh Yadav, over the Centre's alleged failure in bringing the perpetrators to book even after 100 days of the heinous Pahalgam attack, he said that the security forces achieved unprecedented success in gunning down the terrorists involved in the April 22 terror attack. As the Opposition kept interjecting, he taunted them asking, 'Doesn't killing of terrorists bring smile on your faces?' "I thought the killing of Pahalgam terrorists would bring a smile on the faces of all Parliamentarians, but this is strange. You are not happy. All should stand united in matters of national security and not express certain emotions, based on their religious identity," he further said.
