Transport departments warn against unauthorised use of vehicle beacons in Odisha
BHUBANESWAR : The state government has asked the Odisha Police and three other departments to issue suitable instructions to the subordinate offices under their administrative control against using beacons on their vehicles without approval.
The direction came following allegations regarding use of single coloured red, amber light and multi-coloured flickering lights by field functionaries, who are not authorised to use them.
Principal secretary of the Commerce and Transport department Usha Padhee said, 'There have been restrictions on use of single colour amber/red light as per the provision U/R 108 (4) of Central Motor Vehicle Rules, 1989, relating to use of multi-coloured flickering light.'
So far, the Transport Commissioner's office, authorised to issue permission, has not received any request from any department for grant of permission to use such lights on the official vehicles.
'In case the vehicles are used for the purposes as specified in the guidelines of the Ministry of Road Transport and Highways, then they should use the multi-coloured light with due permission in the shape of a sticker from the Transport Commissioner,' the letter to the departments stated.

Odisha police raids explosive warehouses in three districts, 2 held
Bhubaneswar, A day after recovering around 2.5 tonnes of gelatin sticks looted by Maoists in Sundergarh district, Odisha Police on Tuesday intensified raids on different explosive godowns in three districts and arrested two persons for allegedly violating explosive act, a senior officer said. The raids on explosive warehouses were being conducted in the mineral-rich and bordering police districts of Sundergarh, Rourkela and Keonjhar, DIG, Western Rang, Brijesh Rai told PTI. The DIG said that Sraban Agarwal, the owner of a warehouse at Badagaon in Sundergarh district and the driver of a truck transporting explosive materials, were arrested by the Special Investigating Team . The arrests were made based on the detection of two explosive-laden trucks at a place in Raghunathpali police station area on Sunday. The police had found parking of explosive-loaded trucks near a petrol pump following which one driver was arrested. The materials were getting transported to some undisclosed place. The explosive materials were taken from Sraban Agarwal's warehouse, police said. Earlier, police had detained Agarwal in Rourkela and later arrested him following interrogations by the SIT. His Badgaon warehouse was sealed last week after the May 27 incident , which raised alarms about explosive security and potential misuse. Police sources said that three explosives-laden trucks left Agarwal's warehouse on May 27. While Maoists looted one truckload of explosives, Agrawal misled authorities by claiming the other two trucks were delivered to clients. However, police later on Sunday found two explosives-laden trucks parked suspiciously near a fuel station at Balughat in Raghunathpali area. About 116 packets of gelatin sticks, 416 detonators and 750 metre of charging electric wires were recovered from the two trucks, fuelling suspicions of a broader illegal trade. Police arrested Agarwal for illegally supplying explosives to stone quarries and mines by violating the standard operating procedure . The security personnel on Monday recovered around 2.5 tonnes of explosives during a search operation in jungles near Saranda forest on the Jharkhand border. On May 27, armed Maoists had hijacked the explosives-laden truck from Banko stone quarry in the K Balang area of Sundergarh district.

Odisha Police prepares massive security for Lord Jagannath's Rath Yatra
Odisha Police has prepared massive security arrangements for the annual Rath Yatra of Lord Jagannath later this month, an official said on Tuesday. Director General of Police Y B Khurania on Monday held a high-level meeting with top police officers including those looking after intelligence, law and order, rail and coastal security. He ordered them to give special attention to incidents like possible stampede situation, drive against criminals and devotees amenities. The DGP also stressed on the deployment of K9 squad or dog squad, the official said. Several Union ministers and many VVIPs are likely to visit Puri during the Rath Yatra as Chief Minister Mohan Charan Majhi has invited many Union ministers and chief ministers of NDA-ruled states to visit Puri during the Rath Yatra. Last year President Droupadi Murmu had witnessed the Rath Yatra festival in Puri. The DGP also directed to ensure smooth traffic movement, barricade arrangements, and quick resolution of various problems in collaboration with the district administration. The meeting also discussed the issue of dealing with emergency situations, the official said. Installation of CCTV at various important places in the city, road dividers, traffic zones for traffic management, adequate parking arrangements at various places in the city, maintenance of an orderly traffic system and others were discussed in the meeting. Similarly, patrolling by police on the sea beach and opening of temporary police outposts there were also discussed in detail. The Odisha police expect a congregation of lakhs of devotees during the Rath Yatra festival which is celebrated for about a fortnight. While the Lord's bathing ceremony 'Snan Yatra' will be observed on June 11, the Rath Yatra and chariot pulling is scheduled on June 27. Devotees in large numbers also congregate in Puri on 'Naba Jouban darshan' day (new face darshan) on June 26, a day before chariot pulling. The Hera Panchami festival will be held on July 1 followed by Sandhya Darshan on July 4 and Bahuda Yatra (return car festival) on July 5. The Suna Besha (golden attire on chariot) on July 6, Adharpana (drink offering) ritual on July 7 and finally Niladri Bije (return to temple) on July 8, will mark the end of the Rath Yatra festival.

Explosives looted by Maoists in Odisha recovered from Jharkhand's Saranda Forest
In a major breakthrough, Jharkhand and Odisha police, along with central security forces, have recovered 2.5 tonnes of explosives during a joint operation in the Saranda forest of West Singhbhum district, officials said on Tuesday. The explosives were part of a cache looted by Maoists on May 27 from a stone quarry in Relahatu Yanko, located under Keblang police station in Odisha's Sundargarh district. On May 30, an earlier operation had led to the recovery of 150 kg of the stolen explosives from the Tirilposhi area of the Saranda forest. According to officials, around two tonnes of explosives still remain in Maoist possession, and an intensive search operation is going on. The armed Maoist squad had earlier intercepted an explosive-laden van which was on the way to a quarry and diverted it into the dense Saranda forest, where they unloaded approximately 200 packets of explosives. The incident triggered a heightened alert in both Odisha and Jharkhand. In addition to police efforts, the National Investigation Agency (NIA) also launched an investigation, while Odisha Police had constituted a Special Investigation Team (SIT) to probe the case. Police sources said a significant portion of the looted explosives had been buried underground by the Maoists in the Tirilposhi area under the Jaraikela police station. The recovery was made during a joint operation by Jharkhand Police, CRPF, Cobra Battalion, and Odisha Police. Rourkela Police of Odisha confirmed the recovery via a post on its official social media handle. The expansive Saranda forest continues to serve as a major Maoist hideout. However, sustained counterinsurgency operations over the past two years have pushed the extremists into smaller pockets of the region. Maoists routinely plant explosives along forest routes to target police and paramilitary personnel. In the last two years, at least four security personnel and more than ten civilians have lost their lives in such landmine blasts.
