
Myanmar villagers embrace slash-and-burn farming in Shan state as lifeline amid smog and conflict
But the villagers who set it ablaze dance below in a ceremony celebrating the inferno as a moment of regeneration and hope.
'It's a tradition from our ancestors,' said Joseph, a youth leader from Tha Yu village in Myanmar's eastern Shan state.
'It's the only way we survive,' added Joseph, who goes by only one name.
Every year between January and April, Southeast Asia is plagued by smog from farmers lighting fires to clear land, emitting microscopic PM 2.5 pollution that lines the lungs and enters the bloodstream.
Myanmar residents lose 2.3 years of life expectancy as a result of pollution from farming fires and other sources, according to analysis of 2022 data by the Energy Policy Institute at the University of Chicago.
Since a 2021 coup, the country has been riven by a civil war between the military and a patchwork of anti-coup partisans and ethnic minority armed groups, leaving the toll from pollution largely ignored.
But in Tha Yu village there are additional tensions—between the old ways of agriculture and new knowledge about environmental risks.
'We don't have any other work or opportunities in our region,' said Joseph, 27, as haze swallowed the hills behind him, scorched to make way for paddy rice, chilli and corn.
'So we are forced into this tradition every year.'
'Not getting rich'
Most agricultural burn-off happens when farmers incinerate the stubble of old harvests in their fields to make room for the new, and to fertilise the soil.
But the smoke billowing around Tha Yu village is from 'slash and burn' agriculture—a method also called shifting cultivation, in which patches of wild vegetation are burnt for similar purposes, with crops planted for only a few growing cycles.
'If possible, we want to try other agricultural methods but we don't have any technology and no one has taught us,' said Joseph.
Environmentalists generally say slash and burn farming can be twice as harmful because it lays waste to tracts of existing plant life which would otherwise absorb carbon dioxide emissions.
But a 2023 study in Belize suggested Indigenous 'slash and burn' farming done in intermediate size patches of land could have a positive effect on forest diversity by opening up space for new growth.

'I can surely say we are not getting rich from shifting cultivation,' said Khun Be Sai, a member of the local area's cultural committee.
'We do it just to get by day to day.'
Shifting mindset
Air quality monitoring is neither practical nor a priority in war-torn Myanmar, where more than half the population lives in poverty and 3.5 million people are displaced.
But the toll from air pollution only adds to those woes.
'Clean air is very important for your health,' said Thailand's Kasetsart University environmental economist Witsanu Attavanich. 'It's kind of a basic thing.'
'If you don't have it you have less healthy people, a lower quality of human capital. How can the country improve without good health?'
Tha Yu is in an area controlled by the Kayan New Land Party, an ethnic minority armed group.
Khun Be Sai says hundreds of villages in the region still practise slash and burn farming, but Tha Yu is the only place that marks it with a formal ceremony.
But he sees little to celebrate in the landscape altered by climate change around the village.
'We are experiencing more natural disasters. The forests are thinning and water retention is decreasing. We are experiencing soil erosion due to heavy rains,' he said.
While the ceremony lauds the practice that sustains their community, Khun Be Sai also sees a dwindling of their way of life.
'People are leaving and living in different places,' he said.
'Our identities, our origins, language and literature are disappearing and being swallowed by others.' — AFP

New Delhi says fuel ban on old vehicles not feasible
NEW DELHI: Two days after India's capital stopped fuel sales to ageing vehicles to tackle the sprawling megacity's hazardous air pollution, authorities on Thursday said the ban was not practical. New Delhi is regularly ranked as one of the most polluted capitals globally with vehicular emissions being one of the worst offenders, according to several studies. At the peak of the smog, levels of PM2.5 pollutants -- dangerous cancer-causing microparticles small enough to enter the bloodstream through the lungs -- surge to more than 60 times the World Health Organization's recommended daily maximum. The fuel restriction was introduced Tuesday to reinforce an already-existing but widely disregarded ban on petrol cars older than 15 years, and diesel vehicles older than 10. But Delhi's environment minister, Manjinder Singh Sirsa, told reporters the fuel ban was not feasible because of 'crucial issues related to technological glitches'. Number plate-recognising cameras and loudspeakers installed at fuelling stations were 'malfunctioning', Sirsa said, leading to 'fights and arguments'. The ban had resulted in public 'discontent', he added. Sirsa said he had written to the area's pollution control authority, explaining the problems in implementing the ban. 'Unless there is a robust system and the ban is everywhere, it will not work,' he added. The ban was to be extended to satellite cities around the capital, an area home to more than 32 million people, from November. A study in The Lancet medical journal attributed 1.67 million premature deaths in India to air pollution in 2019. Each winter, vehicle and factory emissions coupled with farm fires from surrounding states wrap the city in a dystopian haze. Cooler temperatures and slow-moving winds worsen the situation by trapping deadly pollutants. Piecemeal government initiatives, such as partial restrictions on fossil fuel-powered transport and water trucks spraying mist to clear particulate matter from the air, have failed to make a noticeable impact. – AFP

Chieng said this move aims to further strengthen coordination and services for the community. 'The Sarawak government has not remained idle—it has introduced various forms of assistance to ease the burden on the people,' he said. Kota Kinabalu: The Prime Minister's decision to let Sabah Pakatan Harapan take the lead in facing the coming state election is a wise and timely move, says Upko. Its Youth Chief Felix Joseph Saang said Datuk Seri Anwar Ibrahim's recent statement asking Sabah Pakatan to take the lead in electoral pact negotiations, among other matters, showed his confidence in the political maturity and capability of the coalition's state leaders. The decision to have Datuk Ewon Benedick leading these negotiations also acknowledges the need to let local leaders strategise based on Sabah's political realities and sentiments, he added in a statement Wednesday. On Thursday (May 29), Anwar had said Sabah Pakatan would take charge of discussing seat arrangements, forging pacts and other matters related to the state polls. Joseph said this approach of strategic autonomy would not strengthen the party machinery and allow component parties to discuss seat sharing and cooperation in the field. 'Sabah has different, complex political backgrounds and, therefore, the decision to allow us to have full (authority) in the coming state election enables us to draw up a more inclusive, localised and focused strategy,' he said. He said the main focus was on Sabah's development, strengthening the State and giving more attention to local issues, including rural development, poverty and state rights under the Malaysia Agreement 1963 (MA63). Joseph said Ewon would be able to lead the way in forming strategic partnerships among coalitions.
