Council $3.1m rates blunder: New Plymouth households could be overcharged by $102

An urgent review of New Plymouth District Council's (NPDC) annual plan has revealed that it has hiked residential rates by 12.8 percent, rather than the 9.9 percent indicated.
The blunder equates to $102 per ratepayer or $3.1 million.
The error was discovered as part of a review ordered when the NPDC approved its annual plan in May, exclusive of GST, meaning it could've forgone $20m in revenue.
New Plymouth Mayor Neil Holdom took personal responsibility for the mistakes and recommended that councillors approve a one-off rebate for ratepayers at an extraordinary meeting next week.
That would require the NPDC to find $3.1 million in savings elsewhere.
It was not the only mistake in the latest review.
The review and subsequent report produced by Simpson Grierson also identified a resolution wording error relating to industrial water use.
The rates resolution wording would need to be amended to ensure properties on a restricted water flow were able to be charged $418 for each cubic metre of water as intended.
This gaffe could've cost the council $1.4m in lost revenue.
Holdom said he was extremely disappointed by the errors and the impact they could have had on the community.
"As mayor, I take responsibility for the integrity of the information we use to make decisions. Councillors acted in good faith based on the data presented to us.
"We now know that information was flawed, and the safeguards we had to verify the validity of that information and the assumptions behind it have failed.
"I want to offer my sincere apology to our community. You deserve better. The buck stops with me, and I am committed to ensuring we learn from this, fix the underlying issues, to rebuild public confidence and find a way to put this right."
Holdom said the reporting errors did not affect the validity of the rates, but the council was taking action to mitigate their impact.
At an extraordinary meeting on 22 July, the NPDC council would decide between the following options:
Holdom said improvements to NPDC's internal processes and checks would be implemented immediately following the findings of the independent review.
Chief executive Gareth Green proposed structural changes to strengthen financial capability and oversight within the organisation.
"On behalf of the NPDC organisation, I wish to offer my sincere apologies to the mayor and councillors, and our entire community, for the failure of our systems and processes that led to these errors."
"As the leader of the staff organisation of NPDC, it is my responsibility to ensure that we have adequate safeguards to ensure that every piece of advice we provide our elected members is accurate and robust.
"That clearly has not been the case in this instance, and this failing shows that change is required."
Green said he was committed to implementing changes swiftly and building back the trust and confidence of the community.
Holdom said councillors would also be asked to update council policy to implement an independent review of all future financial plans.
"This situation highlights the risks of insufficient specialist financial experience, particularly in local government."
Holdom said that while Audit NZ signed off on the long-term planning process that included the incorrect rating assumption, "the community rightly expects that process to provide assurance [that] the underlying models and data are robust".
"That assurance did not eventuate in this case. We owe it to our community to be honest, to take ownership, and to do better. That's exactly what we are doing."

NZ backs UK sanctions following discovery of Russian cyber attacks

British Foreign Secretary David Lammy said the UK's National Cyber Security Centre had discovered a sophisticated digital espionage tool used to harvest login credentials from online Microsoft products. He accused Russia of conducting a "sustained campaign of malicious cyber activity" targeting governments and institutions across Europe, and linked the activity to the UK's continued support of Ukraine. Spies from Russia's military intelligence agency, the GRU, were "running a campaign to destabilise Europe", he added. In a statement, New Zealand Foreign Minister Winston Peters said Russia's "hostile behaviour in cyberspace continues to threaten global cybersecurity and undermine agreed international rules and norms. New Zealand stands with the UK in calling out this behaviour." The UK has exposed the role of the GRU's cyber operations in real-world events, including the 2018 Novichok poisonings in Salisbury and the bombing of civilian infrastructure in Ukraine. On Saturday, it imposed sanctions on the units and individuals it said were responsible. Separately, according to Reuters, the European Union placed its "strongest sanctions" yet on Russia, which Ukrainian President Volodymyr Zelensky called "essential and timely". New Zealand supported international efforts to impose costs on those responsible for Russia's illegal war against Ukraine, Peters added. "New Zealand will continue to use the Russia Sanctions Act to hold the enablers of Russia's military to account and press the Russian government to end its unlawful and unjust war. "New Zealand has already sanctioned some of the groups and individuals the United Kingdom has acted against today, and officials are providing advice on whether further sanctions are appropriate." 'Woman's voice' Diane Calvert joins Wellington mayoral race
Photo: RNZ / Dom Thomas Wellington City Councillor Diane Calvert says she's running for the mayoralty, saying it is important that a woman's voice is part of the mayoral race. Calvert, a three-time councillor, joins six men vying for the job - including former Labour leader Andrew Little. Current Mayor Tory Whanau ruled herself out of the race in April, saying Little's entry had changed the game. Calvert's announcement comes after a dramatic fortnight in which candidate Ray Chung was accused of dirty tactics after an email leak. Chung had sent the email, seen by RNZ, to three fellow councillors in early 2023 recounting third-hand claims about a sexual encounter with Whanau . Calvert said she had been encouraged to stand for mayor to offer "a credible alternative". She had become increasingly concerned about the way the mayoral campaign had unfolded over the past two weeks. "Like many Wellingtonians, I've had concerns about the tone, the tactics and the lack of focus on the big challenges ahead. That's part of what prompted me to stand for both mayor and my ward. I will bring a steady voice and experienced leadership to the table, both during the campaign and if elected. "I'm not affiliated with any group and will work across the political spectrum to find common ground to move the city forward. It's also important to me that a woman's voice is part of the mayoral race, and one grounded in experience - not noise." Calvert said Wellington faced "one of its most challenging and defining periods" due to the major reform facing local government , and other "key issues" including rates affordability , care of infrastructure and community engagement. "As a three-term councillor, I know the council and how the system works. I also know what needs fixing and how to navigate the challenges ahead." On The Up: Innovative exporters celebrated at Bay of Plenty Export Awards
Judges said they were impressed by Trimax's continued commitment to innovate and grow in a niche but hugely valuable market. Chief executive Michael Sievwright said Trimax was 'intent' on succeeding internationally. 'We're a proud New Zealand-based exporter, and this award shows what can be achieved by companies based in the Bay of Plenty.' Trimax's revenue had tripled in the past five years, and to date, it has sold more than 33,000 mower decks worldwide. To win Exporter of the Year, Trimax had to have more than five years of international operations and a total annual revenue between $5 million and $50 million. Photo / Supplied Trimax has networks in the United States, the UK, and Australia, with mowers used by groundsmen in locations including England's Windsor Castle and PGA golf courses in the United States. 'The award is recognition for all the hard work our team has done across the board.' Oasis Engineering was recognised with the Excellence in Innovation award for success in the commercialisation of innovation in international markets. Oasis manufactures high-pressure control devices for gases, such as hydrogen and compressed natural gas. Managing director Kevin Flint said the whole business was built on people and innovation. 'We are striving to be a leader in the alternative fuel market.' Flint said everything Oasis did was about innovation, but it was their people who were at the heart of that innovation. 'This award vindicates our determination to be at the forefront of fuelling a greener tomorrow.' An AI-first healthcare operating system took out the award for Best Emerging Business. Carepatron, which launched in 2021, is an AI-driven practice management software platform, helping medical practices manage appointments in person and online. The company has more than 3000 customers across multiple international markets and aims to be the central hub for all administrative and clinical tasks for healthcare providers. Co-founder and chief executive Jamie Frew said receiving the award for Best Emerging Business was 'symbolic but powerful.' Sarah Webb and Karl Stevenson were both unanimously presented with the Export Achievement Award by judges. This award recognised an individual who made substantial material contributions to the export success of a business. Karl Stevenson, who is the head of product at BlueLab, said he felt lucky to be part of the Bay of Plenty's export community. 'To be supported and encouraged to share what I've learned over the years, and bring people together to grow, has been a great privilege and something I cherish.' Sarah Webb was the founding force behind LawVu, a provider of a unified, cloud-based legal workspace designed for in-house legal teams. She said she felt honoured to be recognised at the Export Awards. 'I'm incredibly proud and grateful for the dedication and passion our team brings to the table.' Steve Saunders, co-founder and chief executive of Robotics Plus, was recognised as an individual who had made a significant contribution to exporting success in the Bay of Plenty. He is one of the founders of Mount Pack & Coolstores Ltd (MPAC), the largest packhouse in the Bay of Plenty, and served for 12 years with Priority One. 'I am very humbled to receive this award, for me, it's all about the success of the region.'
