
India's share of Indus waters can recharge Punjab aquifers
In the aftermath of the Pahalgam terror attack, India decided to put the Indus Waters Treaty (IWT) in abeyance. Transboundary water-sharing agreements are vital to maintaining harmonious international relations in the long run. India also shares water with Nepal, Bhutan, Bangladesh and China. We need to prioritise full usage within treaties before we reject any.
Under the Indus Water Treaty, India has the right to use all of the water of the three eastern rivers — Ravi, Beas, and Sutlej — while Pakistan has the right to use most of the three western rivers, Indus, Jhelum, and Chenab.
Officials of the Jal Shakti ministry have stated that not a drop of India's share of water under the treaty would be allowed to flow into Pakistan. Union agriculture minister Shivraj Singh Chouhan has said the suspension of IWT will prove to be 'a blessing for our agriculture in states such as Punjab, Haryana, Rajasthan and Jammu and Kashmir'.
But India is yet to develop the infrastructure needed to stop the water from flowing downstream to Pakistan and has not yet fully utilised its water rights. The government plans to deploy short-, medium-, and long-term measures to implement its current stance. In the short term, it is considering de-silting reservoirs to increase capacity. In the medium and long term, India may expedite the completion of ongoing projects like Shahpurkandi and Ujh, or consider constructing new dams.
While these steps are helpful, they face significant challenges, including technical, environmental, and political constraints. Therefore, it is crucial that India broadens its thinking and looks for more innovative measures to safeguard its water rights.
One such measure that is under-represented in the public discourse is the utilisation of the vast underground aquifer space in Punjab. These aquifers, severely depleted over the past decades, have the ability to store vast quantities of water. The understanding of Managed Aquifer Recharge (MAR) techniques has improved significantly over the past few decades, and it can help strengthen our water security and implement the government's priorities.
India has one major dam on each of the three eastern rivers of the Indus system: Bhakra on Sutlej, Pong on Beas, and Ranjit Sagar on Ravi. These are at locations where these great rivers cross the Lower Himalayan range. These locations present perfect narrow valleys where we can use the mountains to impound large quantities of water to have deep reservoirs. But these three locations have already been utilised.
As per the Bhakra Beas Management Board, India is currently unable to use 2.5 billion cubic metres (BCM) of the water from the three eastern rivers. During monsoons, the peak flows are so high that much of the water is let out to Pakistan. Additionally, annual rainfall in northwestern India is expected to increase with the climate crisis. There is a clear need to augment the storage capacity if India wants to utilise its entitlements and tap surplus monsoon waters.
Meanwhile, Punjab's groundwater situation paints a worrying picture. Central Groundwater Board (CGWB) estimates that the state is extracting 165% more water than its natural recharge. Groundwater levels are declining by more than one metre per year in some areas. While the aquifers in Punjab are quite deep, much of the deeper groundwater is saline, and the thickness of the freshwater at the top is decreasing. If current practices persist, extensive areas could become saline in the next few decades.
Worse, the falling groundwater levels in central and southern Punjab, could invert the direction of sub-surface flows of groundwater in the coming decades. There is a high risk that saline groundwater from south-western Punjab will migrate into central Punjab and contaminate aquifers that still support fertile agriculture. CGWB has estimated that Punjab has approximately 50 billion cubic metres of aquifer space available for recharge. In theory, 20 years' worth of excess water of the three eastern rivers can be channeled into the aquifers of Punjab.
Managed Aquifer Recharge (MAR) refers to the intentional recharge of water into aquifers using human-made systems to enhance the natural replenishment of groundwater. India has traditionally been doing watershed management in its own way, but for something like the diversion of Indus waters, it needs to do much more.
There is growing evidence of successfully managed aquifer recharge around the world. Tucson, Arizona, in the US has a case similar to Punjab. Tucson has an alluvial aquifer in a semi-arid region and was facing groundwater decline after the advent of borewells around the 1950s. However, it started to receive water from the Colorado River in the 1990s and chose to replenish its aquifers, via carefully managed recharge projects. Tucson's groundwater levels have since stabilised and begun to recover, offering a critical buffer against future water insecurity.
Underground Transfer of Floods for Irrigation (UTFI) is a type of MAR that has been successfully tested in Uttar Pradesh by the International Water Management Institute. It essentially involves three steps. One, the identification of areas with good aquifer storage, high recharge capacity soils, proximity to canal systems, and good water quality. Two, the construction of small ponds equipped with recharge wells with appropriate filtration systems. Three, the diversion of peak flood waters during the monsoon.
This decentralised and cost-effective technique can be scaled across the central Punjab belt. A few hundred strategically placed UTFI systems could significantly augment groundwater storage at a regional scale.
We should use India's share of Indus waters to address our challenges even as we hold the IWT in abeyance. Managed aquifer recharge in Punjab can be the start.

Delhi considers building elevated road over ring road to ease chronic congestion
N ew Delhi: With the city's Ring Road catering to heavier traffic than its capacity, Delhi govt is toying with the idea of building an elevated road over the existing 55-km stretch. PWD minister Parvesh Verma said he had already asked for a feasibility of such a project, with the proposed road to be built on pillars and connected with other arterial roads through ramps. Verma said he had discussed the plan with Union minister for road, transport and highways Nitin Gadkari and received a go-ahead from him. "This will be one of the biggest projects of this govt and will be completed within its term," Verma told TOI. The minister said that Delhi's two ring roads bear the maximum load of traffic and remain clogged during peak hours. Adding to the capacity of the existing road would help ease traffic on the existing one while also decongesting other roads that connect with Ring Road. "Since the new road will be entirely elevated, it can be built on pillars along the central verge of the existing road. "The cost of the construction of an elevated road comes to about Rs 100 crore per kilometre. This project can easily be completed at a cost of Rs 5,500-6,000 crore," the PWD minister said. Once a relatively efficient arterial corridor designed to decongest central areas and facilitate cross-city travel, Ring Road is now facing chronic congestion. Unlike the newer Outer Ring Road, developed later to redirect peripheral traffic, the inner Ring Road is buckling under mounting pressures. From urban sprawl and flawed planning to infrastructure saturation and enforcement gaps, a confluence of factors has brought the once-speedy corridor to a glacial pace. When Ring Road was originally planned in the 1950s and completed in the following decades, it was meant to serve a very different city — both in population and traffic volume. At the time, Delhi had fewer than three million residents. Today, the metro region is home to over 30 million. The road, however, has not expanded proportionately to accommodate this growth. What was once designed as a bypass route now functions as a semi-central road. As the city grew outward, neighbourhoods like South Extension, Punjabi Bagh, Lajpat Nagar and Ashram became dense mid-city urban hubs. Ring Road now cuts through commercial, institutional and residential areas. The corridor is used not just by through traffic but also by local traffic to access shops, markets, schools and hospitals — all of which generate frequent stops and lane intrusions. Intersections like AIIMS, Moolchand, Dhaula Kuan, Ashram and ITO are choke points where arterial routes intersect with heavy local traffic. While flyovers and underpasses have been built at some locations, they often only shift the congestion rather than resolve it. Delhi Traffic Police conducted a survey in 2024 and found that of 134 congestion hotspots, at least 12 were located on Ring Road and Outer Ring Road.

'Viksit Krishi Abhiyan': Shivraj Singh Chouhan unveils housing, seeds boost, and Narmada water for Sehore
New Delhi [India], June 7 (ANI): Union Minister of Agriculture, Farmers Welfare, and Rural Development, Shivraj Singh Chouhan, visited Ichhawar in Sehore, Madhya Pradesh, on Saturday as part of the Viksit Krishi Sankalp Abhiyan (VKSA). During his visit, the Union Minister engaged with local farmers, discussing key agricultural issues and initiatives to enhance farmers' welfare and rural development. According to a release, this initiative embodies the vision of 'One Nation-One Agriculture-One Team' and aims to connect scientists with farmers nationwide. So far, Chouhan has visited Odisha, Jammu, Haryana, Uttar Pradesh, Bihar, Maharashtra, Punjab, and Uttarakhand. Today, he met with farmers in his birthplace, Sehore. Chouhan highlighted the success of schemes like Ladli Behna Yojana and emphasised that under PM Modi's leadership, India is undergoing a transformative development. He announced that letters of acceptance for around 8 lakh new homes were handed over to the poor under the PM Awas Yojana. Further, the eligibility criteria for the Yojana have been relaxed: people with an income up to Rs15,000, two-wheelers, and up to 2.5 acres of irrigated, or 5 acres of non-irrigated, land are now eligible, as stated in the release. The Minister emphasised women's empowerment by highlighting the success of the Lakhpati Didi programme, and promised early completion of pending projects under the PM Gram Sadak Yojana. He also assured that the Narmada water would soon reach Sehore and its nearby villages. Additionally, the initiative aims to offer compensation for crop loss to safeguard farmers against natural adversities, promote crop diversification to improve resilience, and preserve the soil for future generations through the adoption of organic farming practices. He said that high-quality seeds, tailored to local climate and soil, can increase yields by up to 1.5 times. Scientific teams are visiting villages to advise farmers based on local agricultural conditions. VKSA is also a two-way communication platform, where scientists share research and listen to the practical challenges of farmers to guide future research and policymaking. Soybean will be procured at Minimum Support Price (MSP), he said, adding that efforts are underway to strengthen the Pradhan Mantri Fasal Bima Yojana. Delays in insurance claim payments will now attract an additional 12% interest from insurance companies. New Delhi [India], June 7 (ANI): Union Minister of Earth Sciences Jitendra Singh left for France on Saturday to lead a high-level Indian delegation at the International Meet on Oceans. Scheduled to be held at the French picturesque coastal city of Nice, the United Nations Ocean Conference (UNOC3) will take place from June 8 to 13. The high-level international gathering will bring together leaders, scientists, policymakers, and civil society actors from across the globe to discuss sustainable ocean governance and concrete actions for the health of the world's oceans, an official release said. Over the next four days, Jitendra Singh will participate in bilateral meetings with Ministers from key partner countries, deliver India's national statement at the UNOC plenary and engage in crucial policy dialogues on ocean action. In addition to the formal sessions of the Conference, Jitendra Singh is slated to hold bilateral meetings with representatives from France, Germany, Vietnam, Indonesia, and Chile, among others. These meetings are expected to strengthen India's cooperation with key global players on issues ranging from marine pollution to ocean science and financing for blue economy initiatives. The third edition of the UN Ocean Conference -- co-hosted by France and Costa Rica -- will focus on key themes such as restoring marine ecosystems, reducing marine pollution, promoting ocean-based scientific cooperation, and mobilizing resources for the conservation and sustainable use of the oceans, seas, and marine resources, in line with Sustainable Development Goal 14.
