New legislation planned to mitigate human-wildlife conflicts: Saseendran
The decision to move forward in this regard was based on an advice received from the Advocate General, who suggested that the State could utilise the provisions of the Concurrent List to enact such a law. While the drafting process has begun, it would likely be presented at the next Cabinet meeting, the Minister told mediapersons on Thursday.
He added that the decision to draft the law was taken on the instruction of Chief Minister Pinarayi Vijayan. The government plans to introduce the Bill in the Legislative Assembly session scheduled for next month.
The move comes in the wake of widespread criticism that existing Central laws and regulations are impractical in addressing the State's challenges. Several quarters have argued that the current legal framework heavily favours wildlife protection, often at the expense of human safety and livelihoods.
The Minister said the new legislation aimed at balancing the interests of both humans and wildlife. It would deviate from current norms by giving greater consideration to human concerns in conflict scenarios.
The draft will, however, undergo further discussions within the Cabinet and among constituent members of the ruling Left Democratic Front. Public opinion will also be solicited and considered before the Bill is finalised and introduced in the assembly, he added.

Narendra Modi says UK visit aimed at prosperity, job creation, growth
Before departing for the United Kingdom on Wednesday as part of his two-nation tour, Prime Minister Narendra Modi said his visit to the UK is aimed towards prosperity, growth and job creation in both countries. The two countries are expected to formally sign the Free Trade Agreement (FTA) during the visit, which is expected to double bilateral trade by 2030. 'During my meeting with Prime Minister Keir Starmer, we will have the opportunity to further enhance our economic partnership, aimed at fostering prosperity, growth and job creation in both countries. I also look forward to calling on His Majesty King Charles III during the visit,' the Prime Minister said in his departure statement. Besides discussing the whole gamut of India-UK ties with his British counterpart, the PM will also take up issues of regional and global importance, including the Russia-Ukraine conflict and Gaza situation. The Cabinet had Tuesday approved the FTA between India and the UK, which will be signed in London on July 24. Besides the expected signing ceremony of FTA with the UK, which was concluded in May this year, New Delhi will also raise the issue of pro-Khalistan extremism and the fugitive economic offenders, officials said. 'India and the UK share a Comprehensive Strategic Partnership that has witnessed significant progress in recent years. Our collaboration spans a wide range of sectors, including trade, investment, technology, innovation, defence, education, research, sustainability, health and people-to-people ties,' Modi said. After the UK, the PM travels to Maldives to participate as a Guest of Honour at the country's 60th independence day celebrations. This year also marks the 60th anniversary of the establishment of diplomatic relations between India and Maldives. 'I look forward to my meetings with President Muizzu and other political leadership, to advance our joint vision of a Comprehensive Economic and Maritime Security Partnership, and to strengthen our cooperation for peace, prosperity and stability in the Indian Ocean Region,' Modi said on his two-day Maldives visit, a first by any heads of government during Muizzu's presidency. 'I am confident that the visit will yield tangible outcomes, benefiting our people and advancing our Neighbourhood First Policy,' the PM said. The trip marks a reset of bilateral ties that had come under severe strain after Muizzu, known for his pro-China leanings, became president in November 2023.

Iraqi governor resigns after deadly mall fire
Agency: PTI Baghdad, Jul 23 (AP) The governor of an Iraqi province where a fire in a shopping mall killed more than 60 people resigned Wednesday. The fire last Wednesday tore through a newly opened shopping centre in the town of Kut in Wasit province. While an investigation is ongoing, officials and residents have said that lack of safety measures in the building exacerbated the tragedy. Provincial Gov Mohammed al-Miyahi said he had resigned 'in honour of the blood of the martyrs, as they are in need of a gesture that may soothe part of their deep wounds, and in loyalty to them and to the people of this province". The provincial council elected a new governor, Hadi Majid Kazzar. The fire had sparked widespread public anger, with families of the victims demanding the governor's dismissal and that others responsible for negligence be held accountable. They asserted that the blaze was the result of a long history of administrative corruption and weak oversight. Iraqi Parliament Speaker Mahmoud al-Mashhadani had sent an official request to Prime Minister Mohammad Shia al-Sudani calling for the governor's dismissal, and the Cabinet decided in a session Tuesday to refer al-Miyahi to the investigation. Al-Miyahi previously said that the building owner did not implement fire safety measures and had not applied for required permits, and that legal complaints had been filed against the owner and shopping centre owner. Poor building standards have often contributed to tragic fires in Iraq. In July 2021, a blaze at a hospital in the city of Nasiriyah that killed between 60 to 92 people was determined to have been fuelled by highly flammable, low-cost type of 'sandwich panel" cladding that is illegal in Iraq. In 2023, more than 100 people died in a fire at a wedding hall in the predominantly Christian area of Hamdaniya in Nineveh province after the ceiling panels above a pyrotechnic machine burst into flames.
