New legislation planned to mitigate human-wildlife conflicts: Saseendran

Forest Minister A.K. Saseendran has said that a draft is being prepared for a new legislation aimed at mitigating human-wildlife conflict in the State.
The decision to move forward in this regard was based on an advice received from the Advocate General, who suggested that the State could utilise the provisions of the Concurrent List to enact such a law. While the drafting process has begun, it would likely be presented at the next Cabinet meeting, the Minister told mediapersons on Thursday.
He added that the decision to draft the law was taken on the instruction of Chief Minister Pinarayi Vijayan. The government plans to introduce the Bill in the Legislative Assembly session scheduled for next month.
The move comes in the wake of widespread criticism that existing Central laws and regulations are impractical in addressing the State's challenges. Several quarters have argued that the current legal framework heavily favours wildlife protection, often at the expense of human safety and livelihoods.
The Minister said the new legislation aimed at balancing the interests of both humans and wildlife. It would deviate from current norms by giving greater consideration to human concerns in conflict scenarios.
The draft will, however, undergo further discussions within the Cabinet and among constituent members of the ruling Left Democratic Front. Public opinion will also be solicited and considered before the Bill is finalised and introduced in the assembly, he added.

The Hemant Soren government's decision to rename a healthcare scheme launched by the previous Bharatiya Janata Party government after Mother Teresa has kicked up a political storm, with the Opposition accusing it of 'pushing a conversion agenda'. Earlier this week, the Jharkhand Cabinet decided to rename the Atal Mohalla Clinic. Launched under the Raghubar Das-led BJP government as a tribute to former Prime Minister Atal Bihari Vajpayee, the scheme aims at strengthening health infrastructure in urban slums and provides free primary healthcare services — including consultations, medicines, and diagnostic tests. The decision to rename it 'Mother Teresa Advance Health Clinics' was taken at Chief Minister Hemant Soren's cabinet meeting earlier in the week. The chief minister also approved 20 other key proposals at this meeting. The BJP called it an attempt to 'promote religious conversion', claiming it was part of a 'larger conspiracy'. The BJP has long been alleging there's an attempt to convert the state's tribals to Christianity. 'What contribution has Mother Teresa made to Jharkhand?' senior BJP leader and former Leader of Opposition Amar Kumar Bauri said Saturday at a media briefing in Ranchi. 'The blueprint for a separate Jharkhand was based on the BJP's Vananchal vision, which was a gift from Atal ji. Religious conversion is a serious issue in the state, and Hemant Soren is using this name change to further that agenda.' BJP's Godda MP Nishikant Dubey too raked up the name change, accusing the Soren government of 'trying to erase Vajpayee's name'. He then went on to call the government's actions 'cheap', saying that the chief minister seemed to be 'preparing to end up in jail again'. 'If the government wants to work in the name of Teresa, they can start a new initiative. Why rename a scheme named after Atal ji?' he said. 'By changing the name, the government has acted in a disgraceful manner. The current conduct of the state administration suggests that the CM of Jharkhand, who is also Congress's favourite, seems ready to go to jail once more'. Soren's Jharkhand Mukti Morcha dismissed the charges as 'politically motivated and baseless'. 'Mother Teresa may not have been awarded the Bharat Ratna, but she was honoured with the Nobel Peace Prize for dedicating her entire life to serving the poor, the oppressed, the marginalised, and the sick. Illness knows no religion, and she provided healthcare to thousands without discrimination. Her work was directly connected to health, making her name rightfully fit for such a scheme,' he said. Taking a jibe at BJP, the JMM alleged that the party had 'run out of real issues', claiming it was the 'BJP that started the trend of renaming things across the country'. 'Those holding press conferences have already been rejected by the people in elections… BJP trying to polarise votes in the name of religion and nationality, accusing people of being Bangladeshi when Jharkhand doesn't even share a border with Bangladesh,' he said. The long-pending Mahadayi project is again in the news following the Goa Chief Minister's statement in the Legislative Assembly about Union Minister for Forest and Environment Bhupendra Yadav's 'assurance' that the project will not be approved. While the Karnataka government has already taken exception to this, farmers' organisations fighting for the Kalasa-Banduri Nala Project (which is part of the Mahadayi project) are now up in arms against political parties, particularly the BJP, as the recent statement comes from its dispensation. Karnataka Chief Minister Siddaramaiah and Law and Parliamentary Affairs Minister H.K. Patil have condemned the statement of Goa Chief Minister Pramod Sawant and said that such development was not only an 'injustice to the federal system' but also indicated the stepmotherly treatment meted out to Karnataka by the BJP-led NDA government at the Centre. BJP on the back foot The development has put the BJP leaders from the State on the back foot, particularly Union Minister for Consumer Affairs, Food and Public Distribution Pralhad Joshi and others, including Arvind Bellad, who hitherto used to refer to the then AICC president Sonia Gandhi's statement against the project during an election campaign. Mr. Joshi has issued a statement saying that the Goa Chief Minister had made a 'personal statement' and it had nothing to do with the Union government. Emphasising that it was not time for politicising the issue, Mr. Joshi has said that after his earlier meeting with Mr. Yadav on the Mahadayi issue, Deputy Chief Minister D.K. Shivakumar had said that Mr. Yadav would not do politics over the issue and that he was pro-development. Other BJP leaders in the region, including Deputy Leader of the Opposition in the Legislative Assembly Mr. Bellad, and former Minister Shankar Patil Munenakoppa too have taken a similar line. However, farmers' organisations, which have been fighting for the implementation of the long-pending project, have not taken the statement lightly and have condemned it in strong terms. At the same time, they have urged politicians on both sides of the divide not to use the issue for their politics. 'Exert pressure together' President of the Karnataka Raita Sene Shankrappa Ambali has said that instead of again indulging in the blame game, all the Members of Parliament from Karnataka should exert pressure on the Union government to get the required clearances as the Mahadayi Water Disputes Tribunal had already given its verdict, and the DPR had also been approved. 'What is now required is getting required clearances and the MPs should make concerted efforts in this regard,' he said. Veeresh Sobaradmath Swami, who has been leading an indefinite agitation for the project at Naragund in Gadag district, not only termed Mr. Sawanth's statement as 'highly condemnable', but also Mr. Joshi's reaction to it as 'highly irresponsible'. He said he would would be convening a farmers' meeting at Naragund on July 31 to chalk out the course of action. While the demand for the Kalasa-Banduri Nala project is over four decades old, an indefinite agitation was launched at Naragund on July 16, 2015, and amid various ups and downs, the stir has been continued by farmers who are insistent on getting the project implemented. Now their demand is that the Centre should give all clearances for the project to be executed to utilise the water allocated by the tribunal.

The gallantry grant for Param Vir Chakra awardees has now been increased to ₹1.5 crore. Previously, the amount was ₹50 lakh. In addition, they will continue to receive an annual grant of ₹3 lakh. The Chief Minister made this announcement during a Soldiers' Honour Ceremony held in Khatima. The ceremony was organized on the death anniversary of his late father, Subedar Shri Sher Singh Dhami. The proposal from the Department of Sainik Welfare has been approved by the Chief Minister. An increase of ₹1 crore in the gallantry grant amount clearly reflects the Chief Minister's deep concern for the welfare of soldiers. Before June 2022, the gallantry grant for Param Vir Chakra recipients was ₹30 lakh. On June 10, 2022, the Cabinet decided to increase this to ₹50 lakh, and the official order was issued on July 14, 2022.
