Govt committed to 11.25% quota for SEBC in medical, tech colleges: Samal

(SEBC) in medical and technical institutions across the state, marking a significant step towards fulfilling a pre-election promise, party's state unit president Manmohan Samal said here on Tuesday.

ddressing a news conference, Samal said the govt would soon decide on expanding the reservation benefits after it approved a similar quota for admission in general undergraduate and postgraduate courses on May 14. "This is just the beginning of our commitment to ensuring constitutional rights for backward classes," Samal said, while criticising the stance of opposition parties on backward classes' welfare.
Samal accused both BJD and Congress of neglecting backward classes during their respective tenures. He particularly questioned BJD's handling of a 2017 Supreme Court case regarding the 50% reservation cap, stating, "While the BJD govt spent crores on lawyers for mining cases, they remained silent on OBC reservation matters."
Samal's statement comes a day before BJD plans a demonstration demanding 27% reservation of seats for the SEBC students.
Samal said though there is a provision of a 27% quota for other backward classes (OBCs) nationally, the 11.25% cap has been set in Odisha, complying with the SC guidelines under which the overall quota can't exceed 50%, and the state already has a 38.75% quota for SCs and STs together.
Samal said the BJP will fulfil all its manifesto promises. "While 11 of the 21 promises were fulfilled, the remaining 10 will be done within another six months," he said.

On the BJP promise of returning chit fund money to duped investors, Samal said the process is very much on, and the same would be definitely provided to 100% of the investors. He blamed the previous BJD govt for the delay, claiming crucial papers were misplaced.
Responding to Samal's statement on the reservation for backward classes, BJD MLA Arun Sahoo said the BJP has responded to BJD's demand for this quota, which is a welcome move.
"However, BJP has been traditionally opposed to backward classes' interests since the Mandal Commission days in the 1990s. Only time will tell if they will walk the talk," he said.
Former Union minister and Congress member Srikant Jena said the quota for backward classes should be a minimum of 27% both in education and jobs. "The govt should approach the SC and convince it of the situation in Odisha, which has a high percentage of SC, ST and backward class population," he said.
On Samal's promise to return chit fund money, BJD spokesperson Lenin Mohanty said the BJP has already failed as it promised to return the money within days of forming the govt. "The BJP chief is trying to mislead people by passing the blame onto BJD," he said.

New Delhi: The political storm stirred by Congress MP and Leader of Opposition in Lok Sabha Rahul Gandhi over alleged irregularities in Maharashtra electoral rolls was dismissed as 'baseless' by an Election Commission source on Saturday. 'The Maharashtra electoral roll revision process was undertaken under the full glare of 1,03,727 Booth Level Agents appointed by the political parties, including 27,099 BLAs by the Indian National Congress (INC) themselves,' said an official source, claiming that there was no basis for the Congress leader to insinuate vitiation of the electoral process. According to the Election Commission's elaborate procedure on the updating of electoral rolls, any deletion and addition is done strictly as per the given framework under Article 324 of the Constitution and the provisions of the Representation of the People Act, 1950 and the Registration of the Electors Rules, 1960 and the extant instructions issued by the Commission from time to time Congress leader Rahul Gandhi, in an article published in a national daily, alleged "match-fixing" by the BJP in the Maharashtra Assembly elections. His article ignited a political controversy, with opposition parties claiming that it exposes the alleged scale of electoral manipulation in the 2024 Maharashtra Assembly elections and points to the Election Commission's "silence" on critical questions raised by the opposition alliance. Election Commission sources, however, disagreed with Rahul Gandhi's claim and questioned why no appeals were filed in case the allegations about manipulation carried any weight. After the finalisation of these electoral rolls during the Maharashtra elections, out of 9,77,90,752 electors, only 89 appeals were filed before the first appellate authority (District Magistrate) under Section 24(A) of the Representation of the People Act, 1951, said a source. Only one appeal was preferred before the second appellate authority (Chief Electoral Officer) under Section 24(B) of the same Act, he said. To counter Rahul Gandhi's attack on alleged election rigging, BJP leader Amit Malviya on Saturday posted on social media a news clip headlined: 'Misleading', 'baseless', says EC, rejects Congress' claims on Maharashtra voter lists. The EC said there was no irregular pattern in voter deletions in the state and rule-based process was followed with transparency in preparation of the electoral rolls, according to the clip.

During a community event with the Indian diaspora in Berlin, Prasad highlighted India's remarkable progress in IT, space, and digital transformation under Prime Minister Narendra Modi's leadership, contrasting it with Pakistan's repeated failures in wars while referring to the repeated incidents of Pakistan-sponsored terrorism and the military's dominant role in the country's politics. "India and Pakistan were born the same day. Where are we in India, and where are they (Pakistan)? India has become a major global IT power in the world. India has become an emerging space power in the world. The startup movements here are now globally recognised. India has also become the second biggest mobile phone manufacturer in the world. We have brought digital transformation with equity and justice," Prasad said. "What Pakistan is doing is creating terror machines. How to create world-class terrorists under their (military) Generals. They attacked us four times and lost every time. We never attacked; they were the ones who always started the war. It is because they are under the control of Generals and not political leaders. Generals want conflict to keep themselves relevant, and terrorists are the instruments through which they execute. He emphasised India's economic achievements, including a 51 per cent share of global digital payments and its status as the second-largest mobile manufacturer, attributing this to PM Modi's 2014 vision of "IT+IT=IT" (Information Technology + India's Talent = India Tomorrow). "Prime Minister Narendra Modi used to say in 2014 that if he became the PM, he would make an India where IT+IT=IT, which means Information Technology + India's Talent = India Tomorrow. Digital payment in India is at 51 per cent of the world," the BJP MP stated. Prasad also spoke about the April 22 Pahalgam terror attack and India's decisive response through Operation Sindoor on May 7, noting that Operation Sindoor remains paused but ready to resume based on Pakistan's actions. "Pahalgam attack happened on April 22. We attacked on May 7 and hit the terrorist camps. If Pakistan has to talk, it must directly speak to us. Our message was stern and straight: If you stop, we stop. If you fire, we will give a stronger reply. Operation Sindoor is on pause, subject to the good behaviour of Pakistan. It has not ended," he stated. The delegation, led by Ravi Shankar Prasad, includes BJP MPs Daggubati Purandeswari and Samik Bhattacharya, Congress MP Amar Singh and Gulam Ali Khatana, Shiv Sena (UBT) MP Priyanka Chaturvedi, AIADMK MP M Thambidurai, former Union Minister MJ Akbar and former diplomat Pankaj Saran. The Centre was resorting to the tactics of denying funds to opposition-ruled States and thereby diverting those funds to the BJP-ruled States, he said.
