India's Social Security Coverage Increased By 64% In 10 Years: Centre

India has achieved a milestone in the realm of social protection coverage, recording one of the most significant expansions globally. According to the latest data from the International Labour Organisation's (ILO) ILOSTAT database, India's social security coverage has increased from 19% in 2015 to 64.3% in 2025, an unprecedented 45 percentage point surge over the past decade.
While holding a bilateral discussion with the Director General, ILO, Gilbert F Houngbo on the sidelines of the International Labour Conference (ILC), Union Minister of Labour and Employment and Youth Affairs and Sports, Mansukh Mandaviya, highlighted the pro-poor and labour welfare schemes undertaken by the Modi Government over the past 11 years.
According to an official release, Union Minister also apprised DG ILO about the national-level Social Protection Data Pooling Exercise that has been carried out by the Government in collaboration with the International Labour Organisation, a release said.
Recognising these efforts, ILO acknowledged India's achievement and officially published on its dashboard that 64.3 per cent of India's population, i.e. over 94 crore people, are now covered under at least one social protection benefit. In 2015, this figure was just 19 per cent.
In terms of beneficiary count, India now ranks second in the world, providing social protection to around 94 crore citizens. DG ILO praised India's focused welfare policies for the poor and labour class under Prime Minister Narendra Modi's leadership.
ILO's Criteria for Scheme Consideration for each country include that the scheme should be legislatively backed, in cash and be active, and verified time series data of the last three years has to be provided.
Speaking from Geneva, Mandaviya said, "This remarkable achievement stands as a testament to the visionary leadership of Prime Minister Narendra Modi and the relentless efforts of the Government in building an inclusive and rights-based social protection ecosystem. The increase marks the fastest expansion in social protection coverage worldwide, reflecting the Government's unwavering commitment to 'Antyodaya', i.e. empowering the last mile and fulfilling the promise of leaving no one behind".
The release said it is important to note that the present figure reflects only Phase I of the data pooling exercise.
"This phase focused on beneficiary data of Central sector schemes and women-centric schemes in the selected 8 States. With Phase II and further consolidation underway, it is expected that India's total social protection coverage will soon surpass the 100-crore mark upon verification of additional schemes by the ILO," the release said.
India is also the first country globally to update its 2025 social protection coverage data in the ILOSTAT database, reinforcing its leadership in digital governance and transparency in welfare systems.
The release said that increase in Social Protection Coverage will further strengthen India's global engagements, particularly in finalising Social Security Agreements (SSAs) with developed nations. These agreements will ensure the portability of social protection benefits for Indian professionals working overseas, while offering partner countries the transparency required for mutual recognition frameworks. This will further bolster India's position in trade and labour mobility negotiations by showcasing a credible and robust social protection regime, the release said.
Mandaviya is leading an Indian delegation to Geneva, Switzerland, from June 10 to 12 to participate in the 113th session of the International Labour Conference (ILC) of the ILO.

Rly hauled up for providing filthy train to BSF: 4 officials axed
Railway Minister Ashwini Vaishnaw on Wednesday suspended four officials and ordered an inquiry after the BSF accused the railways of providing a filthy, rickety and unhygienic 'special' train from Tripura to transport around 1,200 troops to be deployed in Jammu and Kashmir for the Amarnath Yatra. Sources at the BSF headquarters in Delhi said jawans of the paramilitary force were shocked to see the poor condition of the coaches, which were 'full of cockroaches, broken seats and windows and dirty toilets with no water and strewn with human excreta'. Videos of the rundown and filthy train, shot by some BSF jawans, went viral on social media, triggering outrage over the treatment of security forces, as many online users took potshots at the Narendra Modi dispensation that swears by national security and soldiers. 'It was so shameful that the railways provided a special train with horrible conditions inside. Apparently, the train was not used for months. The jawans would have fallen sick had they travelled in it. Our top brass took up the matter with senior railway officials and asked them to provide a better train, or the troops would not travel,' said a BSF official. The troops were part of the central force reinforcements being sent to Jammu and Kashmir to boost security for the annual Amarnath Yatra scheduled from July 3 in the aftermath of the Pahalgam terror attack. Sources said around 1,200 BSF troops, drawn from 13 companies, were scheduled to board a special train on June 6 for Jammu Tawi from Udaipur in Tripura. The train was supposed to make a few stops in between for more troops to board from Assam and Bengal. 'The train was, however, made available three days later (June 9) even though the jawans were supposed to be deployed by June 12 as per the directions of the Union home ministry. When some troops entered the train, they were shocked to see the horrific condition inside. It was filthy, full of cockroaches, with broken seats and windows and dirty toilets strewn with human excreta. There was no water inside the washroom,' said the BSF official.

Air India plane crash: DNA matching underway, 6 bodies returned to families
As the country mourns the loss of lives in the devastating crash of an Air India Boeing 787 shortly after takeoff from Ahmedabad's Sardar Vallabhbhai Patel International Airport, authorities have intensified efforts to identify the victims through DNA sampling. As rescue and recovery operations continue at the crash site, the focus is also on the process of DNA identification, a critical step in bringing closure to grieving families. Forensic teams are working around the clock to collect DNA samples from the remains recovered from the charred wreckage. According to PTI, Relatives of the deceased have been arriving at local hospitals and morgues, many of them asking to provide saliva or blood samples to assist with the matching process. Authorities are prioritising cases where preliminary identifications have been made through personal belongings or documentation, to expedite the DNA matching. Most of the bodies were charred beyond recognition, and DNA testing was being conducted to identify the victims. More bodies are expected to be found in the search at the crash site. There was no information on whether the black boxes — the flight data and cockpit voice recorders — had been recovered. One family member, waiting outside the forensic unit, said: 'We came all the way from Surat as soon as we heard the news. We just want to take him home.' Volunteers who rushed to help after a passenger jet crashed into a residential neighbourhood of India's Ahmedabad city described Friday the intense fireball they faced Meanwhile, police have confirmed that six bodies have so far been identified and handed over to their families. "We have handed over six bodies to relatives. We have started the process of collecting DNA samples of relatives for profiling to identify bodies that are charred beyond recognition. Relatives of 215 deceased persons have approached us to give their samples," Inspector Chirag Gosai said.
