House speaker: Debate on old rent remains open until all-out vision ensuring social peace reached

CAIRO, May 11 (MENA) - House of Representatives Speaker Counselor Hanafi el-Gebali said discussions on old rent and community dialogue sessions will remain open until a comprehensive legislative vision is formulated ensuring social peace and achieving justice without bias envisaging a consensus appealing to the nation and its citizens.
In a statement delivered by the speaker of the House of Representatives at the onset of Sunday's plenary session on the House's actions on file of rent laws (old rent) the House Speaker said, "The Egyptian public opinion is closely following the parliament's discussions on exceptional rent laws - known in the media as old rent, due to the special nature of this issue and the social and economic entanglements that have accumulated over decades."
"As the House of Representatives recognizes the sensitivity of this issue, it deals with it with its constitutional responsibilities towards the nation and its citizens alike," He said.
"Since the start of its current legislative session, the House has demonstrated a clear will to address thorny issues through an approach based on dialogue, partnership, and consensus. This embodies its deep commitment to judicial rulings, particularly those of the Supreme Constitutional Court and seeks to establish a right balance between the right to property and the right to adequate housing, " Gebali added.
He also said the House appreciates the two draft laws submitted by the government to implement the Constitutional Court's ruling, affirming the importance of having the discussion remain open and that the hearings continue being held with unprecedented transparency—until a comprehensive legislative vision incorporating societal peace and achieving justice among all parties without bias is reached, in a way that realizes the public and the nation's interests. Egypt's PM directs governors to form committees for ‘old rent' law survey

Egyptian Prime Minister Mostafa Madbouly on Saturday directed provincial governors to immediately begin forming committees to survey properties subject to the country's 'old rent' law, as a first step towards implementing a new landlord-tenant regulation. The directive was issued during a meeting of the council of governors at the government's headquarters in New Alamein city. Madbouly stressed the government's commitment to implementing Law No. 164 of 2025, which regulates some provisions of rent laws and reorganises the relationship between landlords and tenants, after it was ratified by President Abdel Fattah al-Sisi. The cabinet recently approved a decision outlining the rules for these survey committees, which will be tasked with identifying and classifying areas with residential properties under the old rent system. 'It is required that all governors immediately begin implementing this, and ensure full coordination with the relevant ministries and authorities so that these committees produce accurate results and the law is applied with complete impartiality,' Madbouly said. The committees will be chaired by a senior official in each governorate and will include technical and legal experts, as well as representatives from the ministries of housing and finance, the Egyptian General Survey Authority, and the Real Estate Tax Authority. The prime minister added that citizens will be required to submit a declaration, taking legal responsibility for the accuracy of the information provided. The committees will have three months to complete their work, after which the governor will issue a decision based on their findings. The survey will classify areas as distinguished, average, or economy-class to determine the minimum rent during a seven-year transitional period stipulated by the new law. During the same meeting, Minister of Local Development, Manal Awad, said that 1,298 plots of land within urban boundaries, totalling 61.2 million square metres, have been identified for building alternative housing projects. She stated that these lands are slated to be handed over to the Ministry of Housing to begin construction. Awad also reviewed the results of the 26th wave of removing encroachments on state-owned and agricultural lands, which took place from May 10 to July 25, 2025. A total of 45,891 cases were dealt with, including the recovery of 11,742 state-owned properties and the removal of 24,503 illegal structures and 9,646 encroachments on agricultural land. The 27th wave, which began on Aug. 9 and runs until Oct. 24, targets over 245,000 cases.

A few weeks ago, I was in Brussels when I saw a pro-Palestine demonstration in the heart of the EU capital, calling for an end to Israel's genocide in Gaza. Earlier, in Berlin, I witnessed a small group waving Israeli flags and singing near the iconic Brandenburg Gate—an attempt to send messages justifying the crimes of the occupying state as a 'war of self-defence.' These scenes are typical. Whatever your political leanings, you would likely view them as legitimate expressions of political positions. But on the other hand, not even the greatest satirists in history could have imagined the absurd scene I witnessed in Tel Aviv: protesters in the heart of the Israeli capital demonstrating in front of the Egyptian embassy—in support of the Palestinian people! The demonstrators took souvenir photos with Israeli soldiers, the same soldiers killing Palestinians and depriving Gaza of the necessities of life, all while attacking Egypt, as if the dust rising from Gaza's rubble could somehow conceal such blatant hypocrisy. This protest, which drew widespread mockery across Egyptian and Arab social media, ignored Israel's responsibility for besieging, starving, and massacring Palestinians, instead placing the blame squarely on Egypt. This, despite the fact thatEgypt has provided the largest share of aid to Gaza since the start of the war—70% of all assistance—and has never closed the Rafah crossing from its side. Israel, meanwhile, occupies the Palestinian side of the crossing and maintains full control over all other entry points to Gaza, effectively besieging the Strip by land, sea, and air. It is, without question, the primary culprit behind Gaza's humanitarian catastrophe. Logically, such a protest demanding the lifting of the Gaza blockade should have marched toward the Israeli Ministry of Defence or Prime Minister Netanyahu's residence. Instead, it revealed its brazen support for Israel—at a time when some are inciting against Egyptian embassies abroad. I will not blame those who fall for Israeli propaganda about 'self-defence,' as the propaganda machine is powerful. But for matters to escalate into a protest against Egypt in the very heart of Israel? That is a scene worthy of an Aristophanes play—or perhaps a George Orwell novel—depicting a parallel universe where the truth is turned upside down. The ongoing attempts to distort Egypt's historic role in supporting the Palestinian cause serve only Israel's interests by diverting international public opinion away from the real culprit. The reality is that Egypt is determined to deliver humanitarian aid to Palestine—not just as a moral obligation, but to ensure the Palestinian people remain steadfast on their land and to prevent Israel's plans for forced displacement into Sinai, which it seeks to achieve through starvation. A full reading of the situation shows that since the war began, Egypt has consistently pushed to end it in order to protect Gaza's residents. It has hosted the Cairo Peace Summit and the Extraordinary Arab Summit, succeeded in brokering a ceasefire in January—only for Israel to renege—and put forward a reconstruction plan for Gaza to counter displacement schemes. Egypt has also organised visits for numerous international officials to Rafah, allowing them to see the reality on the ground and helping to create international pressure to end the war. Egypt's efforts to support Palestine are unmatched regionally or internationally. That is why I believe the Tel Aviv protest against Egypt—and the incitement against Egyptian embassies abroad—should not be read with sober political analysis. Whether seen as an attempt to ease pressure on Israel, a campaign to pin Gaza's tragedy on Egypt, cooperation between the Muslim Brotherhood and Zionism, or part of a larger plan for forced displacement, I strongly urge filmmakers and satirists to immortalise this absurd spectacle in their work. Today, it serves both official and social functions, making it a fitting venue for this cultural exchange. In a statement on X, Ambassador Şen and his wife expressed gratitude to Naglaa Abdel Salam Hanem for her support in hosting the festival as a charitable initiative for the people of Gaza. Proceeds from ticket sales will be donated entirely to the Egyptian Red Crescent to assist humanitarian relief efforts, with Turkish investors in Egypt also pledging support. A smaller version of the festival, held at the Egyptian ambassador's residence in May under the theme We Have a Wedding, drew strong public interest, prompting calls for a larger-scale celebration.
