Accusing opposition parties of spreading rumours and misguiding farmers regarding the government's proposed land pooling scheme, Punjab chief minister Bhagwant Mann on Wednesday said the scheme was aimed at putting an end to the mushrooming illegal colonies in the state. He said those who were part of the land mafia were opposing the scheme. 'Opposition parties are involved in construction of illegal colonies. So, they are opposing the scheme,' he said.
Mann clarified that the scheme was 100% voluntary and there would be no forcible land acquisition. He said the scheme was designed to foster transparent and planned urban development across the state. His reaction came after opposition parties accused the government of forcefully acquiring agricultural land merely for development of residential and commercial sites across the state.
Addressing the farmers during an interaction under 'AAP Sarkar, Aapke Duwar' programme, the CM said, 'Punjab has 19,000 illegal colonies in the state – the highest in the country. People put their hard-earned money to buy a house only to be left cheated by these illegal colonisers as they lack approval from the competent authority – Punjab Urban Development Authority.'
'Politicians and bureaucrats, who used to get early information regarding any land acquisition scheme, used to buy land from farmers and then sold the same to the government, making crores in profits. We first told farmers before implementing the scheme. Our intention is not wrong,' the CM said.
He said he would not sign any policy until he gets approval from farmers. He clarified that no notification regarding the scheme has been issued so far.
According to the policy, the landowner would receive a developed residential plot of 1,000 square yards and a commercial area of 200 square yards in exchange for contributing one acre of land.
Meanwhile, reacting to his photo bowing down while shaking hands with Prime Minister Narendra Modi in New Delhi after a Niti Ayog meeting, said that those accusing him of surrendering before the PM should remember that they had touched feet of the former PMs. 'Prakash Singh Badal had to remain in Delhi for 20 days just to get a cabinet berth for his daughter-in-law Harsmirat Kaur Badal. Addressing the gathering at the state-level function to mark 79th Independence Day here at Jawahar Lal Nehru stadium in Fardikot, CM Mann said that a first-time reward policy has been started in Punjab Police to felicitate cops performing well in the war against drugs. Under this policy, Rs 1.20 lakh will be given to the officers who recover more than one kilogram of heroin. Mann said that the recruitment and promotions in the Punjab Police have been streamlined to enhance the manpower in force. "The government had created 1,600 new police posts to address promotion issues and strengthen the force," he said. Mann said that, for the first time, an anti-drug syllabus has been introduced in the schools of the state to make students aware of the scourge of drugs, adding that mega PTMs have been organised in the schools in which 20 lakh parents and students have participated. He said that previous governments patronised drug mafias, causing widespread addiction, adding that his government has launched a crackdown against drugs in the form of Yudh Nasheyan Virudh 'War Against Drugs'. Mann said that the drug supply network has almost been dismantled, drug dealers are being dealt with strictly, and bulldozers have razed their properties, adding that leaders involved in the drug trade have been sent to jail, defence committees have been formed in towns and villages and youth. He said that it is a matter of immense pride and satisfaction that this crusade has been transformed into a mass movement, and villages are passing resolutions declaring themselves drug-free. He said that an anti-drone system has been deployed along the 553-km Punjab-Pakistan border, adding that Punjab has become the first state to take this initiative. He said that Punjab was leading the country in casualties due to road accidents, after which the Sadak Surakhya Force was formed in the state. He said that the Road Safety Force (SSF) has significantly reduced road accidents by 48 per cent as per a study of the Government of India, adding that they have provided 144 modern vehicles. To recognise the sacrifices by the brave soldiers and cops who sacrificed their lives to protect the unity and integrity of the nation, the state government provides financial assistance of one crore rupees to their families. Besides, the Punjab Rural Transformation Fellowship has been launched to accelerate the ongoing pace of development in the rural areas. Mann said under the fellowship scheme, 154 youth will be selected and appointed at the block level. He said they will work alongside block development and panchayat officers to formulate and implement development plans for villages and assist in monitoring developmental work. Mann said for the first time, anti-drug syllabus has been introduced in the schools of the state to make students aware against the scourge of drugs. On the education front, he said to provide quality education, government schools are being upgraded to 'Schools of Eminence'. He further said Punjab has ranked first in the National Achievement Survey conducted by the government of India. He also said 848 government school students have qualified for the NEET exam, 265 students cleared JEE Mains, and 45 cleared JEE Advanced exam. Mann said the 'Mukh Mantri Sehat Bima Yojna', which will start from October 2, will provide a health insurance cover of ₹10 lakh to each family in the state. All government hospitals and 552 private hospitals have been empanelled under this scheme, he said, adding that the Punjab government will bear the medical expenditure cost for this, he added. He further said his government so far opened 881 'aam aadmi clinics' where around 70,000 people come for treatment every day.
