OpenAI's latest GPT-OSS AI models can run on your phone and laptop: What's new

Ahead of the highly anticipated GPT-5 AI model launch, the successor to GPT-4, OpenAI has launched two new open-weight AI models called gpt-oss120b and gpt-oss-20b. The AI giant claims that these will be available under the flexible Apache 2.0 licence. This essentially allows you to download and customise it yourself, and then eventually run it on a device as small as a laptop. They are available to download using Hugging Face, which means they are freely accessible to developers. OpenAI CEO Sam Altman claims that these new models are a "big deal."(AFP File)
OpenAI says that these are optimised for deployment on consumer-grade hardware, such as laptops, and are trained using a mix of reinforcement learning and techniques informed by OpenAI's more advanced models like O3.
OpenAI also claims that the gpt-oss120b model is nearly on par with OpenAI's O4 mini for core reasoning benchmarks while running on an 80 GB GPU. On the other hand, gpt-oss-20b delivers results similar to OpenAI's O3 mini on common benchmarks while running on edge devices with just 16 GB of GPU memory.
What can they do?
It is worth noting that these models are not multimodal, so they cannot generate items like images or videos, they can only generate pure text.
Furthermore, OpenAI says that these are designed to be used within agentic workflows with tools like web search or Python code execution, and they possess reasoning capabilities, which include the ability to adjust the reasoning effort. OpenAI says that they are also customisable, provide a full chain of thought, and support structured outputs.
Sam Altman calls new models a 'big deal'
Sam Altman, the OpenAI CEO, called it a "big deal", taking to X to post about the new release. He said that GPT-OSS is a state-of-the-art, open weights reasoning model with strong real-world performance comparable to O4 mini, and is something that you can run locally on your computer or even phone. Altman also claimed that OpenAI believes this is the best and most usable open model in the world.
He added that OpenAI believes more good than bad will come from it and that the company has worked hard to mitigate more serious safety issues, especially around biosecurity.

Modi said until now, very few children may have considered becoming astronauts, but Shukla's journey will instil greater belief and generate interest in the sector. The Prime Minister said India now has two major missions ahead – Bhartiya Antariskh Station and Gaganyaan, and Shukla's experience would be of great value in these endeavours Shukla said the two missions presented a major opportunity for the country and the sustained commitment of the government to the space sector, despite setbacks such as the Chandrayaan-II mission was laudable. He said the government's continued support to the space program with consistent budgeting led to the success of Chandrayaan-3. Shukla said such support, even after failures, is being seen globally as a reflection of India's capability and positioning in the space domain. "India can acquire a leadership role and that a space station led by Bharat, with participation from other nations, would be a powerful tool," Shukla said. Shukla told the prime minister that India's Gaganyaan project was generating great interest around the world. "My crew mates even requested signed notes, expressing their desire to be invited to the launch and to travel aboard India's spacecraft," Shukla said. India plans to undertake its first human spaceflight in 2027 and build its own space station by 2035. India also has plans to land its own astronaut on the moon by 2040.

OpenAI CEO Sam Altman BENGALURU: Global AI players are sharpening their India strategies as they compete for one of the world's fastest-growing markets. OpenAI on Tuesday introduced ChatGPT Go, a Rs 399 per-month subscription plan built for India, directly pitting itself against rivals Perplexity, Google, and Anthropic's Claude, which have all been pushing their premium offerings in the country. The new plan, powered by GPT-5, gives users higher message limits, image generation, file uploads, and expanded memory. It also marks the first time OpenAI subscriptions can be paid via UPI, widening accessibility in a mobile-first market. OpenAI continues to price ChatGPT Plus at Rs 1,999 a month and ChatGPT Pro at Rs 19,900. Perplexity, which partnered with Bharti Airtel last month to provide its services for free to 360 million subscribers, charges Rs 1,660 per month for its Pro plan and Rs 16,600 for its Max tier. Google's Gemini is available in India at Rs 1,950 a month for Gemini Pro and Rs 24,500 for Gemini Ultra. Anthropic's Claude is priced at Rs 1,415 a month for Claude Pro and Rs 8,300 for Claude Max. More for less India's growing relevance is not lost on OpenAI. CEO Sam Altman described the country as the company's second-largest market and said it may soon overtake the US. He also committed to increasing OpenAI's focus on India, including plans to visit. Trump has slapped 50 per cent tariffs on India — 25 per cent on July 31 as part of the rollout of tariffs for more than 60 countries and additional 25 per cent on August 6 over the purchase of Russian oil. He has accused India of driving the Russian war machine.
