75 pre-schools in rural and urban areas of Ahmedabad under scrutiny for charging unapproved fees

Ahmedabad: In Ahmedabad city and rural areas, around 75 pre-schools are likely to face action in the coming days for collecting excessive fees without approval from the
fee regulatory committee
(FRC). A recent investigation revealed that these pre-schools did not obtain the required approval from the FRC before determining and charging fees.
According to rules under the
Gujarat Self-Financed Schools
(Regulation of Fees) Act, 2017, all private schools, including those running pre-schools affiliated with primary schools, must seek FRC approval for fee structures. However, several institutions continued to charge high fees without submitting necessary proposals or affidavits to the FRC. Some of these schools have already received official notices and were called for in-person hearings.
The law mandates that private schools submit an affidavit along with a proposal to the FRC, after which the committee finalises fees for three years. Until recently, there was no registration process for pre-schools, but this is now being implemented. Despite this, many pre-schools functioning under primary school campuses have bypassed the fee approval process.
After receiving complaints about certain pre-schools in Ahmedabad, the FRC directed all district education officers (DEOs) and district primary education officers (DPEOs) to inspect pre-primary units functioning under the same trust or campus as primary schools.

New Delhi: Akshita, Jayshree, Pinki and Dimple led seemingly ordinary lives, but behind the facade, they allegedly harboured secrets that would shock their families and friends. At work, they were telecallers who would ruthlessly target the vulnerable and the elderly by using artificial intelligence, trapping them into a vicious cycle of blackmail. Beyond office hours, the women donned an entirely different persona – a tightrope walk to balance their alleged illicit activities and their everyday lives. Jayshree, a graduate from Alwar University, allegedly worked as a key player in a sextortion gang, using her charm to lure victims into compromising situations, police said. "The racket comprised social media profile analysts, extortion callers and individuals impersonating police officers to intimidate victims with false legal threats unless they complied with extortion demands," said joint commissioner Surender Kumar. These persons allegedly employed a deceitful method to lure and exploit victims. "During interrogation by ACP Anil Sharma, they disclosed that they would initially send friend requests on Facebook and Instagram and obtain the victim's mobile number through Facebook Messenger. Subsequently, they would initiate a video call on WhatsApp, during which they would stream obscene clips, secretly recording the victim's screen and reactions using screen recording tools," said DCP (crime) Aditya Gautam. The recorded content was then used to blackmail the victim under threats of publicly circulating the video on social media platforms, thereby coercing them into transferring money, said police. The sextortion gang, allegedly led by Jahid (20), targeted victims through compromising videos, with Jayshree (24), a former SBI BPO employee, making calls and luring victims into compromising situations. Raheesh (21), Sohil (18) and Jaiveer (24) were also part of this module, cops said. Another modus operandi of the call centre was to trap people by offering fake bank loans. Initially, the telecallers, under directions from Dilshad Ali, contacted potential victims, offering them attractive loan deals. Once they gained the victim's trust, the telecaller would request identification and other personal documents via WhatsApp. The victim was then asked to make a payment through a QR code scanner under the pretext of file processing fees. After the payment was received, the victim's follow-up messages and calls were ignored. The fraudsters would then switch off their mobile devices and change their contact numbers, effectively cutting off all communication. At the heart of the operation were Ujjawal Pandey (30) and Gaurav Barua (24), who allegedly masterminded the racket. Pandey, owner of a cyber café in Krishna Nagar, began selling fake account kits and SIM cards while Barua, a graduate from Ignou, facilitated pre-activated account kit transactions, said police. Their partnership enabled the smooth functioning of the scam, with Yug Sharma (18) allegedly assisting in supplying fake SIM cards and account kits. Ali employed several telecallers, including Saurav (27), Pravesh (28), Akshita (18), Raunak (24), Dimple (20) and Pinki (24), to pose as loan service representatives and dupe customers into divulging sensitive information. Another key player, Amit, owned the call centres and is absconding. He also supervised operations, cops said.

Bhopal: The state cabinet on Tuesday approved the restructuring of the offices of the principal revenue commissioner and the commissioner of land records besides amendments of three labour laws to suit industries. The cabinet meeting was held at Pachmarhi to commemorate the valour and sacrifice of Raja Bhabhut Singh, the tribal ruler who stood and fought against the British empire to safeguard 'jal, jungle and jameen' (water, forest and land). The cabinet also cleared the proposal for transfer of the Pawarkheda Composite Logistics Hub Project, currently being implemented by M/s Kesar Multimodal Logistics Ltd to M/s DP World Multimodal Logistics Pvt Ltd. It also cleared the setting up of the "agritech hub / innovation hub for agriculture" at Indore. According to the state govt, the offices of the principal revenue commissioner and the commissioner of land records would be restructured to meet modern day needs. The restructured body will be called the office of the commissioner, land resource management, with a main and an auxiliary headquarters. Under the new structure, the positions of superintendent and assistant superintendent of land records will be aligned with those of tehsildar and naib tehsildar respectively. The additional tehsildars and naib tehsildars will be assigned judicial and non-judicial duties such as protocol, law and order and surveys. Having a dedicated tehsildar for judicial functions will facilitate daily proceedings in revenue courts, leading to faster disposal of revenue-related cases, said an official press release. To simplify procedures and reduce compliance burden on small and medium industries, the cabinet has approved amendments of three labour laws including Contract Labour (Regulation and Abolition) Act, 1970, The Factories Act, 1948 and Industrial Disputes Act, 1947. The Madhya Pradesh State Electronics Development Corporation (MPSEDC) under the department of science & technology will be the State's implementing partner for "agritech hub / innovation hub for agriculture" at Indore. A sum of Rs 2 crore will be provided to IIT Indore during the financial year 2025-26 for the establishment of this hub. The project supported by the ministry of electronics and IT, GoI, with an approved cost of Rs.14.98 crore will be implemented by IIT Indore in collaboration with ICAR-IISR Indore, ICAR-CIAE Bhopal and C-DAC Pune. One of the key objectives of the agritech hub is the establishment of a Centre of Excellence (CoE) in Agriculture at IIT Indore. This centre will launch 46 advanced agritech programmes, support 40 innovations, file 25 patents, incubate 8 startups and facilitate 10 technology transfers and licensing agreements through startups. In addition, the hub will accelerate the development of genomics and phenomics for improved crop traits, precision agriculture and drone-based imaging, emerging technologies for seed quality testing and high-performance computing, big data analytics, and machine learning for advanced agricultural research and productivity enhancement.
