Experts issue warning over rising threat that could leave thousands of Americans stranded: 'It will be a dynamic that doesn't stop'

Rising sea levels have communities around the world losing the ground beneath their feet.
Thousands of people in the Canal community of San Rafael, California, are at risk of being stranded with no drivable routes as rising sea levels increase flooding from storms and king tides, Local News Matters reported.
San Rafael is located in the northern region of the San Francisco Bay Area. According to Local News Matters, the land in the Canal community is subsiding, or sinking, at a rate of roughly 0.4 inches per year.
With exit roads about 3 feet above sea level, high tides and king tides can fully cover them.
State estimates indicate that the Bay Area's sea level will be anywhere from 7 to 32 inches higher by 2050.
"It's a game of inches there, and to talk about a third of a meter or more of sea level rise, that indicates to me that San Rafael is going to be the first to need very serious interventions in the region," Kristina Hill, a University of California, Berkeley, professor, said, per Canal Alliance.
Kate Hagemann, San Rafael's climate adaptation and resilience planner, said, per Local News Now: "In the past, the flood level was 10 feet, and that's what we built to, and now, because of these emissions, sea level is going to continue rising through generations. It will be a dynamic that doesn't stop."
Rising sea levels are linked to the effects of human-caused climate change.
Human activity, especially burning dirty energy such as oil and natural gas as fuel, has contributed much of the heat-trapping pollution that has altered the climate.
With climate change come more severe and unpredictable weather patterns. While weather refers to short-term atmospheric events, climate reflects the longer patterns of a region or ecosystem.

A warmer climate means that more moisture can be held in the atmosphere, supercharging storms and intensifying flooding.
Warmer temperatures also lead to melting glaciers, adding more water to the oceans. According to NASA, global sea levels have risen by almost 4 inches since 1993, with the rate of rise accelerating.
Sea level rise also threatens critical infrastructure, including roads, power plants, and wastewater treatment facilities. The Union of Concerned Scientists estimates that by 2045, over 300,000 U.S. homes, with a combined value of over $117 billion, will be at risk if pollution continues unchecked.
To help communities in the Bay Area adapt to rising sea levels, researchers from the University of California, Santa Cruz, suggest horizontal levees. These sloping levees can mimic wetlands, enhancing flood defenses while supporting crucial ecosystems.
California's Water Resources Development Act of 2024 also includes provisions to support studies on sea level rise.

Some flooding may have crept close to streets in Historic Ellicott City over the last few days, but it was nothing compared to the devastation Main Street has had in the past. Howard County's Ellicott City Safe and Sound Plan has been in the works since 2018, and it's credited with helping keep flooding away. A business owner along Main Street agrees there are positive impacts that show how valuable the plan has been. When it rains like it did Monday and Sunday, a wave of fear comes over business owner Cindi Ryland. "What we go through here every time it rains, we all just hold our breath," Ryland said. "It's frightening, but we're here and we're resilient." Ryland has been a business owner on Main Street for decades -- as owner of vintage and antique store Retropolitan, and selling out of the Stone House Collective -- so she's lived through the catastrophic floods of 2011, 2016, and 2018. Altogether, according to Howard County Executive Calvin Ball's office, around 1.5 inches of rain fell in less than an hour on Monday. On Sunday, nearly 3.5 inches of rain fell in three hours. That's close to the amount of rainfall from the last catastrophic event in 2018. The EC Safe and Sound Plan includes a series of projects meant to redirect and keep water away from Historic Ellicott City. The projects include five retention ponds, two of which are complete, and two water conveyance projects. Those include a series of culverts under Maryland Avenue and the North Tunnel project. The third retention pond is expected to be up and running this fall. The North Tunnel is expected to be complete by fall 2027, while the culverts are in their final design stage. There are also a number of measures that have been put in place to complement those projects, and some are done ahead of big rain events. Crews from the Department of Public Works inspect streams and clear debris in the watershed to ensure water can keep flowing. There's also now some signage posted around Historic Ellicott City to show where to get to high ground. A tone alert system has also been installed and used several times to alert of potential flooding. Howard County Police have been helping as well. During Monday's rain event, officers enacted parking restrictions to keep drivers away from any floodwater. Police also towed 13 cars from closed-off streets and parking lots to higher ground at no cost to the drivers. Ball said he's proud of the progress made. "No longer is Ellicott City going to be known as the place that flooded," Ball said. "It's the place that came back. It's the place that's resilient. It's the place where the community comes together." Ball knows more needs to be done, especially to finish all of the projects under the plan. However, Ryland said she's happy to have seen some positive impact already. "It has just been so close every time," Ryland said. "We've survived every time without any flooding on Main Street."

At the same time, local early warning alerts often rely on multiple systems working together: A timely mobile notification is useful only if cellphones have service to receive it. That's part of the reason flash floods are 'the hardest kind of disaster to prevent' and why only about half the countries in the world have early warning systems in place. So, what should you do to understand your neighborhood's flood risk? I talked to experts about why you may be at more risk than you think, what you can do about it and how local governments are adapting. The Federal Emergency Management Agency publishes flood maps that inform all kinds of decisions, from zoning regulations to building standards. Some local governments have compiled their own easier-to-read flood maps based on the same information. (You can look at the FEMA flood map for your address here.) FEMA maps remain extremely influential and they help determine which homeowners have to buy flood insurance, for example. The extreme rainfall that occurred in the Northeast on Monday will likely occur more often in the future as a result of climate change, research shows. The Northeast has experienced the largest regional increase of extreme precipitation in the U.S., with a 60% increase in recent decades, according to the U.S. government's Fifth National Climate Assessment, a summary of the latest climate science research findings by 14 different federal agencies, published in November 2023. Extreme precipitation events are very rare, defined as the top 1% of daily precipitation events. MORE: 2 killed when car swept away in flash flooding in New Jersey, dozens rescued While it's problematic to attribute any specific weather event solely to climate change, global warming is amplifying naturally occurring events, like the torrent of rain that fell on the Northeast on Monday evening, making them more intense. New York City's Central Park preliminarily recorded its second-highest hourly rainfall total since 1943, measuring 2.07 inches of precipitation in one hour at around 7 p.m. on Monday, according to the National Weather Service (NWS). The amount of rain that fell in one hour represents a 1-in-20-year flood for Central Park, meaning there is a 5% chance it could happen in any given year. The record for most precipitation in one hour in Central Park was set on Sept. 1, 2021, when the remnants from Hurricane Ida caused 3.15 inches of rain to fall, flooding basement apartments in the city and killing 13 people. The deluge of water caused subway lines to flood, with water even rushing from platforms and into train cars. In at least one instance, the city sewer overflowed into the subway system, according to the city's Metropolitan Transportation Authority. Between one and five inches of water fell in neighboring northern and central New Jersey, with the highest totals measured in the regions around Plainfield, New Jersey and White Plains, New York – about five inches, according to the NWS. Metro-North and New Jersey Transit commuter train lines experienced service disruptions due to downed trees and flooding, and numerous roadways in the region were closed due to floodwaters. Two people were killed when their car was swept into the overflowing Cedar Brook river in Plainfield, officials said. More intense extreme rainfall events also increase the frequency and scale of flash flooding as the influx of water is more than existing infrastructure was built to handle, according to the Fifth National Climate Assessment. Additionally, human-amplified climate change has contributed to increases in the frequency and intensity of the heaviest precipitation events across nearly 70% of the U.S., the Fifth National Climate Assessment found. ABC News' Climate and Weather Unit contributed to this report.
