The President of India has nominated Justice Surya Kant, Judge of the Supreme Court, as the new Executive Chairman of the National Legal Services Authority (NALSA). The appointment will come into effect from May 14, 2025.As Executive Chairman, Justice Surya Kant will lead NALSA in its mission to ensure free and accessible legal aid to citizens across India, particularly those belonging to marginalised and economically weaker sections.His leadership is expected to reinforce the constitutional mandate of Article 39-A, which aims to guarantee that justice is not denied to any citizen due to financial or social constraints.This nomination has been made under Clause (b) of sub-section (2) of Section 3 of the Legal Services Authorities Act, 1987. The Ministry of Law and Justice published a notification in the Official Gazette on May 9, 2025, confirming the appointment.Following convention, the post of Executive Chairman is held by the second senior-most judge of the Supreme Court. Justice Surya Kant succeeds Justice BR Gavai in this position.Currently serving as the Chairman of the Supreme Court Legal Services Committee (SCLSC), Justice Surya Kant has been at the forefront of promoting access to justice. NALSA, in its press release, highlighted his significant contributions towards legal aid and institutional reforms within the justice delivery system.Must Watch

Chakardhar had alleged malpractices, including improper acceptance of nomination, suppression of criminal cases and discrepancies in property disclosures. The court noted that Chakardhar failed to raise objections during scrutiny or provide evidence of improper nomination acceptance. The MLA had disclosed pending criminal cases and convictions in his affidavit (Form 26), while the petitioner provided no specifics on alleged suppression. The complainant's claims that agricultural land was misrepresented as non-agricultural land lacked authenticated revenue documents, the court said. Though he made allegations against Harish's poll expenditure, he did not submit records or demonstrate violations. The judge also looked at allegations of manipulated voting percentages (45% to 85% in an hour) and said that there was no booth-wise data or copies of the complaints made to the authorities to substantiate these allegations. The election petition lacked concise material facts as required under the Representation of the People Act, 1951, the judge said. He also said that Chakaradhar's reliance on unverified WhatsApp audio and video clips without corroborative evidence was insufficient. Citing Supreme Court precedents in Kanimozhi Karunanidhi, Harishankar Jain cases, the judge said bald allegations without triable issues warrant summary dismissal.

Tamil Nadu had to surrender nearly 130 super-speciality medical seats meant for in-service candidates to the All India Quota (AIQ) counselling before conducting its second round of counselling. This was after the Directorate-General of Health Services (DGHS) asked the State to revert the vacant in-service seats to the Medical Counselling Committee (MCC) for all-India counselling. The decision has drawn criticism from the Tamil Nadu Medical Officers Association (TNMOA) as it sees this as going against the 50% reservation for in-service candidates. TNMOA State secretary M. Akilan said that usually, two rounds of counselling are held for the 215 super-speciality seats reserved for the in-service doctors. 'It is only after this that the vacant seats would be surrendered for the AIQ. But this time, the State has surrendered the seats before conducting the second round. As of now, 75-78 seats have been filled by in-service candidates... They should have sought legal opinion or asked the government before deciding. This goes against the 50% reservation for in-service doctors,' he said. Official sources said the State had taken up the issue with the DGHS as doctors strongly objected to the surrender of the seats. Tamil Nadu Health Secretary P. Senthilkumar wrote to the DGHS and the Union Health Secretary on June 9, saying that according to a Supreme Court order, 50% of the seats in the super-speciality courses at government medical colleges in Tamil Nadu are reserved for in-service candidates. The NEET Super Speciality (SS) counselling for the State quota in-service candidates was completed on May 27, and a letter was sent to the DGHS on May 29, requesting it to indicate the schedule for the State's second round of counselling to allow upgradation for in-service candidates. He said several representations were being received from in-service candidates for upgradation in the second round of the State quota counselling. Hence, all the seats reserved for them should be shown in the second round of the State counselling since 50% of seats are reserved exclusively for in-service candidates. He sought early intervention to enable the candidates to get the full benefit of the Supreme Court order. In a letter dated June 3, the DGHS asked Tamil Nadu to revert the vacant seats. the DGHS referred to Tamil Nadu Selection Committee's request to the MCC to submit the State schedule for round two of NEET SS counselling to allow upgradation to in-service candidates and fill the remaining in-service seats before they are surrendered to the AIQ counselling. However, it said the matter was taken forward to higher authorities but 'the request has not been acceded to since the delay in commencement of round-2 will hamper the whole All India schedule' that has been approved by the Union Health Ministry and ratified by the Supreme Court. The State counselling schedule, it said, had to run in tandem with the All India counselling schedule. So, conducting round two of State counselling before round two of All India counselling was not feasible. The DGHS asked the Selection Committee to revert the vacant in-service seats to the MCC to be included in the All India seat matrix since round two of All India counselling had begun as per schedule. Dr. Akilan, in a letter to the Health Secretary, said the decision of the State government to surrender the super-speciality seats for the AIQ immediately after the first round of counselling was a matter of concern. 'This premature surrender of seats is unprecedented and has not been adopted by any other State in the country. This move severely affects the prospects of service doctors who have dedicated years to serving in government institutions, often in challenging and underserved areas,' he said. The TNMOA urged the government to withhold the surrender of super-speciality seats until the later stages of the counselling process.

New Delhi: The Supreme Court today rejected a petition by a lawyer convicted of abusing a woman judicial officer in a court in Delhi. The top court refused to reduce the imprisonment sentence to 6 months and said, "Today, the majority of our officers in Delhi are women. They will not be able to function if somebody can get away like this. Think of their state," the bench commented orally. The bench of Justice PK Mishra and Justice Manmohan was hearing a plea against the order of the Delhi High Court, which upheld the conviction of a lawyer who used abusive language towards a woman judge in a challan matter inside the trial court. The lawyer used abusive, vulgar expletives after the judge had adjourned the matter. While hearing the plea, Justice Manmohan verbally remarked, "Just see the inspection report, the language used, we cannot even say in the open court". Justice Manmohan further said that if a stern view is not taken against such behaviour, women judicial officers would not be ensured a safe work environment. "Today, the majority of our officers in Delhi are women. They will not be able to function like this- if somebody can get away like this. Think of their state," the bench said. The lawyer, Sanjay Rathore, was convicted by the trial court and sentenced to 18 months' imprisonment for the offence under Section 509 (intending to outrage modesty of a woman) of the Indian Penal Code, 3 months under Section 189 (injury to public servant), and an additional three months under Section 353 (assault or criminal force against public servant to deter them from their duty). The trial court directed that the sentences would run consecutively, resulting in a total sentence of two years. Later, the High Court said that the sentence would run concurrently and not consecutively, reducing his sentence to 18 months from two years The counsel for the petitioner urged the Supreme Court bench to reduce his term of imprisonment to six months. He stressed several "mitigating factors" for this consideration, like his ageing parents and young children. He informed that the Bar Council has also acted against the lawyer.
