Grave policy gaps in sugar sector

EDITORIAL: The Trading Corporation of Pakistan's (TCP) July 15 directive to slash its sugar import tender from 300,000 to just 50,000 metric tonnes is the latest twist in a saga that has completely exposed the confusion, lack of foresight and planning, and utter incompetence that has defined the government's handling of sugar export and import decisions in recent months.
More tellingly, it reveals a policy regime designed to reward rent-seeking behaviour rather than protecting the public interest and market stability.
As previously detailed in this space, the government, acting under the considerable, and dare one say, pernicious influence of powerful sugar barons, many of whom hold prominent positions within the political mileu, approved the export of roughly 765,000 metric tonnes of sugar during the last fiscal year.
The decision was ostensibly based on assurances that only surplus stocks would be exported, ensuring that domestic prices would remain stable. However, what ensued was a shortage of sugar domestically and a sharp price surge, solely benefitting trade. To rein in soaring domestic prices, the government recently decided to allow the tax-concessions on import of sugar.
The timing of the import decision, however, highlights a serious lack of planning and coordination among key stakeholders. By the time imported sugar enters the Pakistani market, the local crushing season will be in full swing, risking disruption to the domestic crop's market.
Even more critically, importing such large quantities raises questions regarding the pressures that will be brought to bear on our precarious foreign exchange reserves.
And given the tax waivers on these imports – wherein the FBR has exempted these from customs duty and reduced the sales tax rate from 18 percent to 0.25 percent – not only is this going to seriously burden the national exchequer, the country will also risk violating the $7 billion IMF programme that mandates it to not grant preferential tax treatments or engage in commodity purchases.
While the IMF has made no official comment, there are reports of it privately taking strong exception to the government's haphazard moves that deviate from agreed reforms. It is this pressure, ostensibly, that compelled the TCP to considerably scale back its sugar import tender.
The exorbitant prices Pakistani consumers have been forced to pay for sugar reveal not only the folly of the ill-conceived decision to export the commodity in the first place, it also points to deeper, systemic issues related to rampant price manipulation, hoarding, the entrenched political clout of sugar barons, their cartel-like behaviour and the collapse of regulatory oversight.
Over the last seven months, there has been a consistent rise in prices of the commodity from Rs140 per kg to around Rs210 per kg even as its international price at current exchange rate levels hovers around the Rs104 per kg mark. Now, despite the government reaching an agreement with mill owners that fixed the wholesale price at Rs165 per kg, media reports indicate that many wholesale outlets have openly defied the agreement, demanding prices far beyond the official rate.
As a result, consumers continue to face inflated retail prices that bear little relation to the official ex-factory cost. This encapsulates all that is wrong with the regime governing the trade of agricultural commodities: toothless oversight mechanisms, unchecked power and impunity of entrenched agro-industrial lobbies, and the complete marginalisation of the public interest.
It must be noted that sugar is not a staple crop nor does it have substantive strategic value. Given this, it is unacceptable that successive governments have essentially subsidised its growth at the cost of more vital commodities. The government must put an end to the mollycoddling of the sugar sector and enforce discipline and transparency in its regulation.

Pakistan, which exported about $4.1 billion worth of apparel to the United States in the 2024 fiscal year, secured a tariff rate of 19%, but industry figures were cautious about the immediate impact. "Considering India's lower production costs and the likelihood of it negotiating reduced tariffs in the near term, Pakistan is unlikely to either gain or lose a meaningful share in the apparel segment," Musadaq Zulqarnain, founder and chair of Interloop Limited — a leading Pakistani exporter. "If the current reciprocal tariff structure holds, significant investment is likely to flow into DR-CAFTA countries and Egypt," he said, referring to a trade agreement between the US and a group of Caribbean and Central American countries. Elsewhere in South Asia, Sri Lanka also secured a 20% tariff rate from the US, which accounted for 40% of its apparel exports of $4.8 billion last year. "The devil will be in the details as there are questions over issues such as trans-shipment, but overall it's mostly good," Yohan Lawrence, secretary general of the Joint Apparel Associations Forum, a Sri Lankan industry body, told Reuters. Bangladesh has negotiated a 20% tariff on exports to the US, down from the 37% initially proposed by US President Donald Trump, bringing relief to exporters in the world's second-largest garment supplier. The new rate is in line with those offered to other major apparel-exporting countries such as Sri Lanka, Vietnam, Pakistan and Indonesia. India, which failed to reach a comprehensive agreement with Washington, will face a steeper 25% tariff. As Trump presses ahead with plans to reorder the global economy with the highest tariff rates since the early 1930s, Switzerland, "stunned" by 39% tariffs, sought more talks, as did India, hit with a 25% rate. New tariffs also include a 35% duty on many goods from Canada, 50% for Brazil, 20% for Taiwan, which said its rate was "temporary" and it expected to reach a lower figure. The presidential order listed higher import duty rates of 10% to 41% starting in a week's time for 69 trading partners, taking the US effective tariff rate to about 18%, from 2.3% last year, according to analysts at Capital Economics. US stocks took an immediate hit. By early afternoon on Friday, the Dow Jones Industrial Average had dropped 0.96% to 43,708.00, the S&P 500 1.21% to 6,262.88 and the Nasdaq Composite 1.65% to 20,773.64. Markets were also reacting to a disappointing jobs report. Data showed US job growth slowed more than expected in July while the prior month's data was revised sharply lower, pointing to a slowdown in the labor market. Global shares stumbled, with Europe's STOXX 600 down 1.89% on the day and 2.5% on the week, on track for its biggest weekly drop since Trump announced his first major wave of tariffs on April 2. Trump's new tariffs have created yet more uncertainty, with many details unclear. They are set to take effect on Aug 7 at 0401 GMT, a White House official said. Trump administration officials defended the president's approach. "The uncertainty with respect to tariffs ... was critical to getting the leverage that we needed to create the circumstance in which the president could create the trade deals we've seen over the last few weeks, which have been nothing short of monumental," Council of Economic Advisers Chair Stephen Miran said on CNBC. The European Union, which struck a framework deal with Trump on Sunday, is still awaiting more Trump orders to deliver on agreed carve-outs, including on cars and aircraft, EU officials said, saying the latest executive orders did not cover that. Also, it is unclear how the administration intends to define and police the transshipment restrictions, which threaten 40% levies on any exporter deemed to have tried to mask goods from a higher-tariffed originator, such as China, as their own product. Trump's tariff rollout also comes amid evidence they have begun driving up prices. US Commerce Department data released Thursday showed prices for home furnishings and durable household equipment jumped 1.3% in June, the biggest gain since March 2022. NO WINNERS? Australian products could become more competitive in the US market, helping businesses boost exports, Trade Minister Don Farrell said, after Trump kept the minimum tariff rate of 10% for Australia.

ISLAMABAD: Despite importing hundreds of items from Iran, Pakistan exports only 10 items to the neighbouring country, exposing a stark imbalance in bilateral trade that has drawn concern from the Quetta Chamber of Commerce. The Chamber representatives, on Thursday, informed the Senate Standing Committee on Finance at length about the major challenges being faced by local businessmen in carrying out trade activities through the Pakistan-Iran and the Pakistan-Afghanistan border areas. It is learnt that the issues were raised by the Quetta Chamber of Commerce and Industry during a joint session of the Senate Standing Committees on Finance and Trade with the office-bearers and members of the Chamber. Businessmen voice concerns over trade challenges at Iran, Afghanistan borders On the occasion, the President of the Chamber, Muhammad Ayub Mariani, Senior Vice President Haji Akhtar Kakar, Vice President Engineer Mir Wais Khan, and others stated that not only have they conveyed the obstacles in bilateral trade with Iran and Afghanistan to the higher authorities, but they have also held dialogues with Afghan and Iranian officials in this regard. President of the Chamber Mariani, Senior Vice President Kakar, and Vice President Mir Wais Khan informed the participants that due to the requirement of the EIF form, bilateral trade has come to a halt, and Pakistani cargo trucks are being held in Iran unnecessarily for 15 to 20 days. They also mentioned that Pakistan exports only 10 items to Iran, while hundreds of items are imported from Iran. Complaints were also made about the increase in attestation and visa fees. They also discussed the Joint Economic Forum and Joint Border Trade Committee with Iran, lamenting that unfortunately, the recommendations of the Economic Forum and Joint Border Committee have not been implemented by either country. They demanded the inclusion of officials from the federal ministries of Commerce and Finance, as well as the prime minister's representatives, in the merging of the Economic Forum and Joint Border Trade Committee, so that matters can reach a logical conclusion. They expressed reservations about the reopening and then closure of the Badini border, the reopening of Qamaruddin Karez border, inactivity of border markets, and other issues, and presented suggestions. They stated that if cold storage and LPG terminals and other issues at Chaman and Taftan borders are resolved, trade volume with neighboring countries can be significantly increased. On this occasion, Chairman Saleem Mandviwalla said that for the past six months, they had been receiving complaints in Islamabad regarding Pakistan-Iran and Pakistan-Afghanistan bilateral trade issues. Therefore, they decided to come here and listen to the stakeholders. The provincial government was also taken into confidence in this regard. Some issues will be resolved here on the spot, while others will be conveyed to higher authorities. We want to address the complaints and concerns we have heard. We have come to end the sense of deprivation and backwardness in Balochistan. If we cannot solve these problems collectively, it would be a failure of the federation. He said that they have discussed border issues here and will visit Chaman and Taftan next time to assess the situation. He mentioned that the Iranian Consul General gave them a list of issues, and Balochistan's business community also shared their problems. These will be presented to the Iranian president and the high-level delegation accompanying him. He clarified that borders are not closed — only smuggling has been curbed. If full freedom is given, then sugar and other goods will become more expensive. He added that Iranian petrol is entering under a token system, but not through tankers. In response to a question, he stated that global economic sanctions on Iran are the main obstacle to the pipeline project. Whenever steps are taken in this regard, Pakistan also receives threats of sanctions. However, this project should be completed as it has no military or war-related objectives—it is purely for the welfare of the general public. Talks on this matter are still ongoing. Our job is not to restrict trade but to facilitate it. Chairperson of the Senate Standing Committee on Commerce, Anusha Rahman, has said that barter and border trade with the neighbouring brotherly Islamic country Iran should be conducted on a free and equal basis. After consultation with stakeholders regarding the obstacles and difficulties in bilateral trade, the recommendations have been finalised. She stated that they want a separate SRO for barter trade with Iran so that hurdles in trade with Iran can be eliminated. She directed the chairman of TDAP to ensure support for the Chamber of Commerce and Industry members and officials regarding online trade. She reiterated that border and barter trade with Iran and Pakistan should be on an equal basis. She directed TDAP officials to allocate funds for cold storage, LPG terminals, and other facilities at the borders. She also stated that the opening of the Chaman border is scheduled for September, and they will definitely participate in it. The Consul General of Iran in Quetta, Ali Reza Razaei, said that Iran is always ready to hold discussions to resolve the difficulties faced in bilateral trade relations with Pakistan. He stated that Iran wants to trade with Pakistan through land, sea, and air routes, and the lack of cooperation in this regard is disappointing. 'We are not here to compete with each other, but to highlight bilateral trade issues,' he said. 'The doors of the Iranian Consulate are always open for traders.' The session was also attended by Senator Manzoor Khan Kakar, Senator Bilal Khan Mandokhail, Senator Jan Muhammad Buledi, Iran's Consul General Ali Reza Rezaei, Additional Secretary Commerce, Chairman TDAP, Chief Collector Customs, and other officials.
