Recognising the increasing coverage and usage of mobile phones in urban and rural areas and the challenges faced not only by the voters at large but also senior citizens, women and persons with disabilities in managing mobile phones on polling day, the commission has decided to allow a mobile deposit facility just outside the polling stations, the EC said.

"Only mobile phones shall be allowed within 100 metres of the polling station and that too in switched-off mode. Very simple pigeonhole boxes or jute bags shall be provided near the entrance door of the polling station where the voters would be required to deposit their mobile phones. Mobile phones shall not be allowed to be carried inside the polling station," the poll authority said.
However, it said, certain polling stations could be exempt from this provision based on adverse local circumstances by the returning officer.
Rule 49M of the Conduct of Elections Rules, 1961, which ensures secrecy of voting within the polling station, will continue to be strictly enforced, it underlined.
The EC said that in a move aimed at improving election day facilitation, it rationalised the permissible norms for canvassing in line with the electoral laws to 100 metres from the entrance of the polling station.
However, electioneering will not be allowed within a 100-metre radius around the polling station on the day of polling.
"Therefore, the booths set up by the candidates on poll day for issuing unofficial identity slips to electors, in case the electors are not carrying their official Voter Information Slips (VIS) issued by the commission, can now be set up just beyond 100 metres of any polling station," it said.
One "polling location", such as a school, can have multiple polling stations.

Porvorim: The fisheries department successfully tested drone technology over two months to monitor bull trawling in the state's waters, fisheries minister Nilkanth Halarnkar told the assembly on Wednesday. A special control room for monitoring has been set up at the fisheries department, and now drones will be used to identify vessels that enter Goa's waters to deplete its fish stock, he said. Chief minister Pramod Sawant said that the drones are being used to identify violations, in addition to the two existing manual boats used by the state. 'We have started taking action against bull trawling. So far, 17-18 boats were seized, and the labourers and others caught are kept in a lock-up for two days as a deterrent,' he said. Halarnkar said such drones are already used effectively by Maharashtra govt. 'The drone capacity is up to 20km, and it gives a clear picture even at night. We have two boats already, and additional force will be provided once we start the drone system full-fledged. The high court has already said that we can act against such bull trawling up to 12km. NGT directs Gujarat CS to submit detailed progress report on waste management
Ahmedabad: The National Green Tribunal (NGT) has directed Gujarat's chief secretary to submit an affidavit detailing the status of waste generation, collection, disposal, and processing for each urban local body (ULB) in the state. The Gujarat govt was expected to submit a six-monthly report on solid and liquid waste management to the NGT by July 22, in accordance with a previous order issued by the tribunal, following directions from the Supreme Court. During a hearing on Tuesday, the tribunal noted that the Gujarat govt failed to file the required report. It observed that "the chief secretary, state of Gujarat has not made any request for seeking further time disclosing any cogent reason." The state's counsel requested a four-week extension to file the progress report, which the tribunal granted. However, the NGT emphasized that the chief secretary must submit the report in the format prescribed in its earlier order.
