Activist Medha Patkar denied entry into Rayagada district in Odisha
Bhubaneswar: Noted activist Medha Patkar was denied entry into Odisha's Rayagada district on Thursday. She was slated to join a dharna protest in the district's Kashipur block against the Sijimali bauxite mining project, coinciding with World Environment Day.
When Patkar arrived at Rayagada Railway station at around 4 a.m. on Thursday, the police officials detained her and other activists at the station, citing law and order issues.
Patkar and other activists were later sent to Berhampur by the Rayagada Police.
The district administration has reportedly issued a notice on Wednesday barring the entry and stay of two dozen activists including Patkar, Prafulla Samantara, Narendra Mahanty, Lingaraj Azad, etc. in Rayagada district for a period of two months.
The said activists have also been barred from participating in or instigating any form of protest, Dharana or unlawful assemblies in Kashipur block and adjoining areas.
'There is a reasonable apprehension that, their movement and presence in the Rayagada District may lead to deterioration of law and order, disturb public peace and hinder the smooth conduct of administrative affairs and developmental process in the district,' reads the order reportedly issued by Parul Patawari, the Rayagada District collector.
The district administration also clamped Section 163(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), that replaced section 144 of CrPC in the Dharna area at Sunger Haat in Kashipur block of Rayagada.
Meanwhile, Patkar told reporters that she is not a terrorist and her presence wouldn't pose a threat to the public. She further added that the activists are not against development but this should be done in a sustainable manner.
A local outfit, Ma Mati Mali Surakhya Mancha, has been protesting against the proposed bauxite mining at Sijimali for the past couple of months. Patkar is supposed to attend two separate programmes in Berhampur and Bhubaneswar on June 6 and 7, respectively.

'Victims' can challenge acquittal under Sec 372 CrPC: Supreme Court
NEW DELHI: Referring to provision of Section 372 of CrPC which was amended in 2009 on recommendation of Law Commission to allow a victim to file appeal, Supreme Court has held that a "victim" of an offence like in cheque bouncing cases has the right to challenge the order of acquittal of the accused under CrPC and corresponding Section 413 of BNSS. Differentiating between Sec 372 & Sec 378 (which allows a complainant to file appeal), a bench of Justices B V Nagarathna and Satish Sharma said Section 378 circumcised the right to file an appeal which is not the case with Section 372. "The proviso to Sec 372 of CrPC was inserted in statute book with effect from 31.12.2009. The object and reason for such insertion must be realised and must be given its full effect to by a court. In view of the aforesaid discussion, we hold that the victim of an offence has the right to prefer an appeal under the proviso to Section 372 of CrPC, irrespective of whether he is a complainant or not. Even if the victim of an offence is a complainant, he can still proceed under the proviso to Section 372 and need not advert to sub-section (4) of Section 378 of CrPC, SC said victim of a crime must have an absolute right to prefer an appeal which cannot be circumscribed by any condition and the right of a victim of a crime must be placed on par with right of an accused who after being convicted has a right to file an appeal under Section 374 of CrPC. Telangana: MoS Defence Sanjay Seth visits Military College of Electronics and Mechanical Engineering (MCEME) in Secunderabad
Hyderabad (Telangana) [India], June 6 (ANI): Union Minister of State for Defence, Sanjay Seth, visited Military College of Electronics & Mechanical Engineering (MCEME) on Friday. He was briefed by the Commandant, Lt Gen Neeraj Varshney, VSM, about the training activities at the institution. He interacted with the soldiers and visited the new Drone Training Lab, 'Drone Alaya', and discussed ways and means to develop indigenous anti-drone systems to prevent Kamikaze attacks. He witnessed the new projects of staff on radars in super high-altitude areas and appreciated the work of EME technicians in Operation Sindoor and MCEME's initiatives in promoting Atmanirbharta in defence technologies along with MSMEs & Startups. Union Minister of State for Defence Sanjay Seth also planted a tree on MCEME's premises. Earlier in the day, Union Minister of State for Defence, Sanjay Seth, visited Ordnance Factory Medak in Telangana. Seth was received by Sanjay Dwivedi, CMD/AVNL, in the presence of Satyabrata Mukherjee, Director/Operations. As per a release, Sanjay Seth inspected the production facilities and enquired about the production schedules. The Union Minister was shown all the products manufactured at OF Medak. He appreciated and expressed satisfaction at the preparedness of the factory. Along with Raghunandan Rao, Member of Parliament, Medak took a tank ride. Both the dignitaries planted saplings to mark World Environment Day. The representatives of the Unions and Associations submitted a memorandum to the MoS. The visit ended successfully on a positive note. Earlier, Sanjay Seth announced the expansion of the National Cadet Corps (NCC) by three lakh cadets across the country. Several states have already agreed to support this plan and have committed to fast-tracking the necessary training infrastructure, according to an official statement from the Ministry of Defence. 'He also announced the planned expansion of NCC by Three lakh cadets across the country with several States already extending their concurrence and committing to fast-track the necessary training infrastructure,' the MoD statement read. 'National Cadet Corps (NCC) is an organisation that instils the feeling of nationalism, service... PM Modi has resolved that the number of cadets in the NCC should be between 17-20 lakhs... Ban on Guwahati rallies to ease traffic snarls
Guwahati: The Guwahati police commissionerate has implemented an immediate prohibition on all rallies and gatherings under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, to facilitate smooth traffic flow and reduce difficulties faced by commuters within the city. Deputy commissioner of police (administration) Imdad Ali issued the directive, highlighting worries about severe traffic blockages and public difficulties caused by such events. The directive emphasises the importance of effective road management to ensure unobstructed movement of vehicles and pedestrians in the city. The directive indicates that events such as rallies, walkathons and marathons have been causing congestion issues, which not only affect regular traffic but also impact emergency service response times. According to the order, any breach will face penalties under Section 223 of the Bharatiya Nyaya Sanhita, 2023, which addresses non-compliance with public servant orders. The directive includes a provision allowing affected parties to submit written objections requesting cancellation or adjustment of the order. Local residents have voiced their opposition to this decision. Anindita Sarkar, from Lalganesh, said, "A total ban feels kind of extreme. While there are other reasons for the traffic situation in the city, the police should scrutinise every possibility. A simple gathering cannot be a reason." Rajkumar Deka, another resident, said this is absolute inhumane and does not make sense, since it is putting a restriction on someone's right.
