's crucial meeting scheduled for May 8 at Sahyadri, Mumbai. The meeting, chaired by Arvind Panagariya, will deliberate on fiscal allocations for the next five years starting FY 2026-27.
Tiwari is one of four ex-mayors chosen to represent their cities and urban local bodies after a video conference conducted by the urban development department's principal secretary on Friday. The virtual meet screened six former mayors from key Maharashtra cities — Nagpur, Chhatrapati Sambhaji Nagar, Nashik, Pune, and Pimpri-Chinchwad. Apart from urban leaders, 19 representatives from rural bodies and members of commerce and industry associations also took part.
Nagpur's inclusion in the final panel comes amid a funding drought under the 15th Finance Commission. A senior official from
Nagpur Municipal Corporation
's (NMC) finance and accounts department confirmed that the city did not receive a single rupee under the 15th Finance Commission during the last three financial years. "This has severely impacted growth. Many infrastructure and development projects were stalled due to lack of funds," the official said.
Tiwari is expected to strongly raise the issue before the commission and justify why Nagpur requires financial assistance. He will also present a detailed list of proposals on behalf of the NMC. "Before 2022, we received almost Rs200 crore under the 15th Finance Commission. But the last three years saw complete neglect," the official added.
The commission's terms of reference also include recommending measures to strengthen the Consolidated Funds of states for supporting panchayats and municipalities and reviewing disaster management funding. The govt has deliberately kept the scope flexible, allowing the commission room to make broader suggestions within constitutional limits.
Tiwari, the last elected mayor before the NMC's general body was dissolved in March 2022, has been invited based on his administrative experience.

Sankar's appointment is to fill the vacancy created by the resignation of one of the full-time members of the commission, Ajay Narayan Jha, on personal grounds. Nagpur: Nearly 20 months after the devastating flash floods of September 2023, critical retaining wall works across Nagpur's rivers remain incomplete, exposing the city to yet another monsoon disaster. At a high-level review meeting on Saturday, guardian minister Chandrashekhar Bawankule criticised the Nagpur Municipal Corporation (NMC) and contractors, citing delays, fund mismanagement, and subletting of major projects. The meeting, attended by senior officials including chief engineer Manoj Talewar, MLAs Pravin Datke, Krishna Khopde, and former corporator Narendra Borkar, revealed that despite a sanctioned outlay of Rs204.71 crore for flood mitigation including Rs163.23 crore for 56 retaining wall works and Rs33.74 crore for 41 damaged roads, progress was sluggish. NMC's own presentation claimed 50 wall projects were complete and 5 ongoing. However, independent reports and ground feedback exposed a different picture, especially in flood-hit areas like Kumbhartoli, where no work had begun. Officials admitted that contractors who took up assignments worth Rs10 crore and Rs6 crore under the Rs150 crore tender sublet them to petty agencies with limited capacity. Though tenders worth Rs154.42 crore were floated, only Rs86.63 crore was disbursed. Contractors blamed this for halting work midway. NMC has now requested the state govt to release the remaining Rs70.26 crore. Bawankule, visibly displeased, instructed the NMC to submit a fresh proposal to the state govt for additional funds to cover remaining disaster management works, including parallel sewage and stormwater infrastructure. He also directed the municipal commissioner to immediately conduct zone-wise meetings with MLAs and ex-corporators and prepare a detailed disaster preparedness report before the monsoon sets in. He further ordered two Janta Darbar sessions at Gandhibagh and Lakadganj to directly address citizens' grievances. A zone-level review will also be held ahead of the next public hearing. Borkar pointed out that NMC is prioritising projects in areas with no immediate threat, while vulnerable localities continue to suffer. "This mismanagement is nothing short of negligence," he said.

Nagpur: With major civic projects like Sokta Bhavan commercial complex drawing zero bids despite two rounds of tendering, Union minister Nitin Gadkari on Saturday criticised officials over delays caused by poor coordination and waning private sector interest. Reviewing a slew of stalled infrastructure works, he called for urgent measures to rebuild investor trust and fast-track execution of projects stuck due to red tape, land disputes, and agency overlaps. During a review meeting, Gadkari instructed the Nagpur Municipal Corporation (NMC) to immediately begin work on the Rs56 crore Pardi commercial market, stressing that the civic body already owns the required land. However, the adjacent vegetable and mutton market project at the same site remains in limbo, as land transfer from the state govt is pending. Originally assigned to the National Highways Authority of India (NHAI) a decade ago, the agency withdrew after receiving Rs40 crore from the Centre. NMC will now take it up under a design, build and finance model. Although the matter is pending before the high court, there is no stay on development. Gadkari proposed building a commercial complex on the land and directed the Maharashtra State Infrastructure Development Corporation (MSIDC) to prepare a detailed plan. He approved MSIDC's involvement in developing the Kamal Talkies vegetable market, earlier part of NHAI's Indora-Dighori flyover package but now to be taken up independently. The minister also reviewed redevelopment plans for Cotton Market, Dik Dawakhana, and other projects under MSIDC's purview, urging officials to resolve technical hurdles and expedite tenders. Highlighting the lack of private participation, Gadkari cited the Sokta Bhavan project where not a single bidder came forward despite two tenders. Now, in a bid to salvage the situation, NMC slashed the base price of the Sokta Bhavan project by 11% (from Rs144 crore to Rs128 crore) and floated a fresh tender to revive developer interest. Gadkari emphasised that such cases reflect a larger crisis of confidence among builders, stemming from fears of delayed clearances and poor returns. To counter this, Gadkari proposed a dedicated workshop in the next 15–30 days where NMC and MSIDC will showcase all upcoming public-private partnership (PPP) and construction projects. He is expected to address the developers personally to assure them of transparency and govt backing. "These are not isolated projects — they involve overlapping roles of NMC, MSIDC, and NHAI. That's why such coordination meetings are essential," said an official present at the review, adding that unresolved land issues, funding gaps, and bureaucratic delays have stalled even previously sanctioned works. Gadkari urged officials to compile and present all project details in a transparent manner and hold departments accountable for delays. He stressed that unless coordination improves and confidence is restored among private players, urban infrastructure development in Nagpur will continue to face bottlenecks.
