USINDOPACOM, AFP renew defense, security commitment in Hawaii meet
The United States Indo-Pacific Command (USINDOPACOM) and the Armed Forces of the Philippines (AFP) renewed their commitment to deepen ties and interoperability in the Indo-Pacific region during the annual Mutual Defense Board-Security Engagement Board (MDB-SEB) at Camp Smith in Hawaii last August 7 to 8, 2025.
USINDOPACOM commander Admiral Samuel J. Paparo and AFP Chief of staff General Romeo Brawner approved several joint exercises during the meeting, including the return of Balikatan exercises next year.
"During the visit, Paparo and Brawner signed the annual 8-Star memo and activities list, approving guidance and plans for continued collaboration, including Exercise Balikatan 2026, in the coming year," USINDOPACOM said in a statement.
"The co-chairs approved more than 500 joint engagements, ranging from large-scale exercises to smaller subject matter expert exchanges. These collaborations foster sustained interaction between both militaries and enhance operational readiness", the command added.
USINDOPACOM pointed out that bilateral and multilateral Maritime Cooperative Activities "are essential in ensuring freedom of navigation and improving interoperability."
The MDB-SEB also renews the shared commitment of Manila and Washington to the 1951 Mutual Defense Treaty, which binds both countries to come to each other's aid during an attack.

Brawner stressed the AFP's crucial responsibility in ensuring an orderly and peaceful electoral process. 'We must prepare ourselves for any eventualities,' Brawner said. 'We are one of the few institutions trusted by the Filipino people to keep our country stable. We must not be shaken—we should remain solid and professional in fulfilling our duty,' he added. On Sunday, the Comelec said the poll body is now 90% to 95% ready for the 2025 BARMM elections. "Any act of offering, soliciting, or receiving bribes in exchange for favors, contracts, or preferential treatment is a betrayal of the uniform we wear and the flag we serve," Brawner said in a statement. "Such acts violate not only the Anti-Graft and Corrupt Practices Act, the Code of Conduct and Ethical Standards for Public Officials, and AFP regulations—they violate the very essence of our oath. And to this, the AFP's answer is resolute: swift, firm, and uncompromising action," he added. Brawner made the statement following the recent pronouncements of President Ferdinand "Bongbong" Marcos Jr. against corruption involving flood control projects. "Your AFP stands with the President and the Filipino people, to guard integrity, transparency, and accountability. Our service will never be for sale. Serbisyo para sa bayan, hindi para sa bulsa (Service for the people, not for the pocket)," Brawner said. Commanders and leaders are directed and duty-bound to enforce this policy with accountability extending to those who turn a blind eye, Brawner said. "This reminder is not just a rule but a solemn reaffirmation of the sacred trust placed upon us. Integrity and professionalism are not optional virtues; they are the very heart of what it means to be a soldier, airman, sailor, or marine," he said. "Public office is a public trust. We exist to serve the Filipino people with honor, never to use our position for personal gain," he added. Brawner also called on the public to report any irregularities they encounter in the military organization.
